Minutes of the Conservation Commission.
Town of Reading
Selectman's Meeting Room 7:00 PM

Present: Will Finch, Chair; Pat Lloyd, Vice-Chair; Larry Goulet, Doug Greene,
Commissioners; Kelley Meier, Recording Secretary; Fran Fink, Administer.
Absent: Thad Berry, Daniel Thibeault, Commissioners; Leo Kenney, Harold Hulse,
Advisors.
The meeting was called to order at 7:01 PM.
25 Sunset Rock Lane, DEP 270-362, RGB 2001-28
Pat moved to continue the 8 PM hearing to March 27, at 8 PM, Larry seconded. Voted in
favor, 4-0-0.
Landfill Closure Plan
Fran informed us about the project that is going to happen down at the former town
landfill. She showed the Commission the plans for the area. She will meet with the
team from Dickinson and VHB on March 19. She also received a letter from Mass
Highway regarding traffic improvements.
Sunset Rock Lane, Enforcement Order
The Commission reviewed the materials submitted on February 27, 2002 by the
developer and a letter drafted by the Administrator in response.
Pat moved that Fran send out the letter dated for March 14, 2002. Doug seconded.
Voted in favor, 4-0-0.
37 Latham Lane
The Commission discussed the hnmediate Response Action Status and Modification
Report on 37 Latham Lane. The people would like to put in a trench parallel to the
house to catch all the contaminated material, and do a loop to clean up the water. The
beginning process will take up to 3 years, and the owners will keep a close eye on this.
Fran read the letter that will be sent to the home owners. Pat moved to allow Fran to
send the letter to the home owners dated March 13, 2002. Doug seconded. Voted in
favor, 4-0-0.
80 New Crossing Road, RGB 1998-1
Pat moved to issue Extension Permit to 3/6/03. Larry seconded. Voted in favor, 4-0-0.
Lot 198 Harvest Road, DEP 270-329, RGB 1999-42
Fran updated us. Town Counsel filed response to Summons and Motion to Dismiss.

Bike Path
Larry updated us about the Bike Path. There is only X300,000 to complete the entire
project. Lynnfield, Wakefield, Reading, North Reading, possibly Stoneham,
Wilmington, are some of the towns included in this project. Some of the proposed
paths may involve wetlands impacts or routing through Town Conservation Areas.
7:38 PM: Public Meeting, RGB 2002-7, Request for Determination of Applicability, 2
Franklin Street
Frank Fodera, applicant, was present. Proposed to construct conservatory. Mr. Fodera
will coordinate with Fran about the erosion control. Commission reviewed draft
Conditions. There will be an addition of standard condition for dewatering.
Pat moved to issue a negative Determination with conditions, as amended. Doug
seconded. Voted in favor, 4-0-0.
7:46 PM: Continued Public Hearing, DEP 270-364, RGB 2001-33, Abbreviated Notice of
Resource Area Delineation, Meadow Brook Golf Club, 292 Grove Street and adjacent
Town land.
Brad Latham, attorney, and Joe Orzel from Gulf of Maine were present. Joe had called
Fran to ask a few remaining questions.
The Commission reviewed the draft Findings and several suggested amendments. There
was some talk about the accuracy of the topography lines and the floodplain boundary.
Pat moved to issue the Order of Resource Area Delineation with the findings as amended.
Doug seconded. Voted in favor, 4-0-0.
1090 and 1100 Main Street
Fran updated the Commission on the Enforcement Order. Commission had noticed
owner moving display stands to places where they weren't supposed to go.
Meanwhile, Mr. Goddard appealed the fine that the Commission issued in January.
Pat moved that Fran issue a letter stating that they were moving stands when they weren't
supposed to and ordering removal. Larry seconded. Voted in favor, 4-0-0.
24 Harold Avenue
Pat moved that the commission approve the occupancy of 24v Harold Ave. Larry
seconded. Voted in favor, 4-0-0.
30 Harrison Avenue
Fran informs us about a trench that was dug on 30 Harrison Ave. Addition is being put
onto house under Minor Project permit. Owner is out of town, but his father thinks the
trench was dug to remove a roof drain. Fran will call again to speak to owner.
41 Batchelder
Pat moved to issue a Minor Project permit to allow the home owner to cut down two
designated trees. Doug seconded. Voted in favor, 4-0-0.

8:13 PM: Continued- Pubiic Meeting, RGB 200.1-34; Request for Determination of
- ` Applicability, 335 Main Street
Joe Manuell, wetlands consultant, was present to discuss the project. There are areas of
flooding. People had submitted pictures from March 2001 storm. Engineers are
working on flood boundary determination but will not submit under this RDA. There
are fresh water wetlands subject to jurisdiction under the Reading by-laws.
Fran passed out draft findings went over them.
Mr. Westerman (who has a house on Avon Street) talked about a storm in 1996 and
mentions that the rainfall might be more in another area.
Pat moved to issue a positive determination with the findings as drafted. Doug seconded.
Voted in favor, 4-0-0.
972 Main Street - Fran reported site visit with Home owner to discuss sand boxes, trail
clearing, etc.
Town Playing Fields - Fran reported on meeting with Town staff about renewing some
of the parks. At Hunt Field, would like to build bleachers, but that would need a permit.
At High School, there was a baseball team that would like to build a fence around a
playing field, but don't know if they can do that. The Town has also been asked to fill
and drain Castine Field/skating rink; but this area looks like a wetland. Might be able to
replicate on Higgins land across the street.
Pete in the engineering department wanted Fran to go look at Maillett Conservation area
to look at the beaver dam. Fran doesn't know whether Pete wants to get rid of the dam or
just to look at it.
12 Timberneek - Owner wants to build a deck. Fran issued a permit for the deck, but the
Building Inspector wants a safety fence installed around the pool first.
Pat moved to approve the minor project. Larry seconded. Voted in favor, 4-0-0.
25 Wilson - Another deck. Pat moved to approve the minor project permit. Larry
seconded. Voted in favor, 4-0-0.
51-67 Sanborn Lane
Fran showed the Commission a proposed Comprehensive Permit plan for the site. The
plan for a single-family house previous to this one was denied by the Commission. Fran
will send a few questions to Yvonne Gonzalez.
Doug mentioned that there is a hearing tomorrow in Springfield about the stream stats
and new DEP regulations for riverfront area.
10 Cory Lane The rubble pile has been spread out. Perrina Construction would like a
letter sent stating that they have fulfilled their obligation. Pat moved for the letter to be
sent out, and Doug seconded. Voted in favor. 4-0-0.

Recent dumping violations
Fran stated that she sent out letters to people for dumping various materials in wetlands.
Susan Drive residents have been dumping leaves and running ORV's. 691 Pearl Street
put tires and lawmnowers in the wetlands. They need to remove these items by the end
of April. 178 Haverhill Street put leaves in their wetlands. They also need to remove
these things by the end of April. 75 Mill Street has been putting cars at the parking lot at
the conservation area. The Commission asked for another letter to be sent to the abutter
at the Bare Meadow parking lot, who is putting rocks and brush on the Town land.
Lob's Mill/ Marion Woods
Will reported that he had visited the site with Andrew Campbell, Boy Scout, marked trail
routes, discussed signs and naming the area the James T. Biller Conservation Area.
Town Website
Doug and Larry volunteered to update the Conservation Commission information on the
website and consider additions to it.
87 Walkers Brook
A new hazardous waste report was received recently. The owners continue to pump and
remove contaminated groundwater and monitor the site.
The Commission spoke about a fuel leak at the Mobil station on the corner of Main Street
and Franklin Street.
Fran reported that an engineer for Fleet Bank, 294 Main Street, came in and received
copies of the old plans. He will submit an analysis soon.
Pat moved to adjourn at 9:10 PM. Doug seconded. Voted in favor, 4-0-0.
