HomeMy WebLinkAbout2002-04-10 Conservation Commission MinutesMinutes - Conservation Commission, April 10, 2002 1 _J Minutes of the Reading Conservation Commission Meeti.nu Selectman's Meeting Room, 7:OOPM Wednesday, April 10, 2002 Present: Leo Kenney, Consultant; Dan Thibeault, Larry Goulet, Doug Greene, Thad Berry, Commissioners; Pat Lloyd, Vice-Chair; Will Finch, Chair; Kelley Meier, Recording Secretary; Fran Fink, Administrator. Absent: Harold Hulse, Consultant. Will Finch moves to start the meeting at 7:00 PM. Hunting policy Karol McLaughlin was present to ask the commission about the hunting policy on conservation lands. She passed out a brochure about the rules and regulations on hunting for the Town Forest, as well for the Conservation Commission. The Commission discussed the policy but made no changes. Leo Kenney comes in at 7:04 PM. 54 Zachary Lane - Request for bond release Mr. Finch reported on site visit. Ms. Lloyd moved to release the remainder of the bond for $1300, seconded by Mr. Berry. Voted in favor, 6-0-0. 46 Latham Lane Ms. Lloyd moved to send letter to close file, Mr. Berry seconded. Voted in favor, 6-0-0. 1100 Main Street Ms. Fink reported that she had issued an emergency certification for abandonment of a failed septic system and connection to sewer. Ms. Lloyd moved to accept the emergency certification, Mr. Berry seconded. Voted in favor, 6-0-0. 7:32 PM Public Hearing, RGB 2002-8, Notice of Intent, 49 Gray Coach Road The Ganges were present. Ms. Fink had drafted an order of conditions and sent it out. Ms. Fink updated the Commission about new information and distributed a memorandum with suggested revisions to the draft OOC. Steven Erikson, wetlands consultant, stated that there is no reason that Mr. Gange's lawn needs to be torn up and he did not think that the Commission needed to decide where the wetland line is. The oil cleanup is more important. The Commission responded with reasons that they need to determine the wetlands boundary, and that no change in the back lawn was being proposed at this time. Paul Gange and Jean Gange spoke about the history of the site and the difficulty of Minutes - Conservation Commission, April 10, 2002 2 Mr. Bent' made a motion to close the hearing, Ms. Lloyd seconded. Voted in favor, 6-0- 0. Ms. Lloyd made a motion to issue the Order of Conditions with the attachment as drafted and amended this evening, Mr. Berry seconded. Voted in favor, 6-0-0. 8:12 PM Continued Public Hearing, DEP 270-362, RGB 2001-28, Notice of Intent, 25 Sunset Rock Lane Colin Johannen, project engineer, stated that the site plan had not been changed since the last hearing session. The applicant has not contacted Peter DeGennaro concerning the drainage and grading issues. Ms. Fink reviewed a letter dated April 5, 2002, from William Bergeron about Sunset Rock Lane Subdivision. Mr. DeGennaro did not propose any changes on Lots 9 and 10. Mr. Cartolano, the applicant, stated that there haven't been any problems with puddling recently. After some discussion, he agreed to remove the proposed swale from the plan and to plant the back yard to encourage infiltration of surface water Mr. Berry made a motion to close the public hearing, Ms. Lloyd seconded. Voted in favor, 6-0-0. Mr. Berry made a motion to approve the Order of Conditions with the attachment as amended, Ms. Lloyd seconded. Voted in favor, 6-0-0. 8:46 PM Executive Session -1090 and 1100 Main Street Ms. Lloyd moved to go into executive session to discuss pending litigation, Mr. Greene seconded. Role call vote - all Commissioners voted yes. Yvonne Gonzalez was present during the executive session. At the end of the executive session, Mr. Berry moved to go back into public session, Ms. Lloyd seconded. Role call vote - all Commissioners voted yes. Minor Projects 704 Haverhill Street Ms Lloyd moved to accept the minor project. Mr. Goulet seconded. Voted in favor, 6-0- 0. 55 Old Farm Road Ms Lloyd moved to accept the minor project. Mr. Berry seconded. Voted in favor, 6-0- 0. 426 Pearl Street Ms Lloyd moved to accept the minor project. Mr. Berry seconded. Voted in favor, 6-0- 0. Minutes - Conservation Commission, April 10, 2002 3 66 Rustic Lane moved Thad moves to accept the minor project, Ms Lloyd seconded. Voted in favor, 6-0- 0. Enforcement Order, Sunset Rock Lane DEP 270-295, RGB 1997-26 Ms Fink reported on recent submittals. The Commission asked Ms. Fink to send a letter to Mr. DeGennaro stating that the commission will review the submittals and discuss them on April 24, 2002. Ms. Fink will also request a meeting with Mr. DeGennaro, Mr. Bergeron, and Joe Delaney. 1375 Main Street Ms. Fink reported that the applicant had submitted detailed plans for the infiltration system. They are starting to construct them now. Biller Conservation Area Ms. Fink reported that Andrew Campbell got approval from the Boy Scouts. They came up with the dates May 11 and 12 for the work. On April 27t", he'll be doing the work with power saws. The hours will be 9-3. Site Visit Reports: 2 Franklin Patio to porc- applicant can start construction 119 Van Norden and Fairchild Drive Coming in with an ANRAD because previous ANRAD has expired. Recent NOI was withdrawn. Fanta Lane Need visit with owner concerning cleaning up Kurchian Woods land. Melendy Drive There are two houses on Melendy Drive. Owners of Lot 3 house requested a certificate of occupancy. Mr. Berry made a motion to accept the certificate. Ms. Lloyd seconded. Voted in favor, 6-0-0. Mr. Berry moved to adjourn at 10:21 PM. Ms. Lloyd seconded. Voted in favor, 6-0-0.
