Present: Leo Kenney, Advisor; Dan Thibeault, Larry Goulet, Doug Greene, Thad Berry,
Commissioners; Pat Lloyd, Vice-Chair; Will Finch, Chair; Kelley Meier, Recording
Secretary; Fran Fink, Administrator.
Absent: Harold Hulse, Advisor.
The chair called the meeting to order at 7:03 PM.
Sunset Rock Lane Subdivision
Ms. Fink updated the board about Sunset Rock Lane. No new submittals had been filed.
She had a meeting scheduled for April 26 with the developer, his engineer, and Joe
Delaney.
Mr. Kenney came in at 7:06 PM.
Melendy Drive Subdivision
Thad Berry moved to accept the request for the extension permit on Melendy Drive. Pat
Lloyd seconded. Voted in favor, 6-0-0.
Pat Lloyd moved the approval of the revised site plan for Lot 1 as an insignificant plan
change. Thad Berry seconded. Voted in favor, 6-0-0.
58 Chequesette Road
Ms Fink reported that she had visited the site. The wetlands are more than 100 feet from
the proposed swimming pool, and she had told the owner that he would not need a permit
for the pool. Other work underway on the site is covered with a permit issued in 2000.
Will Finch mentioned that there was some dumping in the back yard near or next to the
vernal pool. Ms. Fink will send information about the compost area to the residents.
1090-1100 Main Street
Ms. Fink updated the Commission on the status of the case. Mr. Goddard has not
responded to the letter offering mediation. The Commission tentatively scheduled a visit
to Eric's Greenhouse on May aid at 6 PM, if they obtain permission.
School site - Roma/Sunset Rock Lane
Ms. Fink reported that the Mola case is going to court on May 16 at 2 PM. It will be in
the Middlesex Superior Court.
Lot 198, Harvest Road
Ms Fink reported that DEP has scheduled a pre hearing meeting on Wednesday, May
22"d at 10 AM in Wilmington.

Amtrak Vegetation Management Plan
Ms. Finl reported that Amtrak had sent a notice about annual herbicide application along
the train tracks. She will check the status of the Determination and contact them if it has
expired.
7:28 PM: Public Hearing, Request for Determination of Applicability, 12 B Street,
RGB 2002-9
Mr. Finch opened the public meeting. The attendance sheet was circulated among the
neighbors. Tom Guarino was present to speak about what the patio he wants to construct.
There will be a cobblestone stamp on the surface. He will direct the water to run off
under his deck where there is crushed stone to absorb any excess water.
Fran Fink presented draft conditions for this project.
Ms. Marotta, 9 Crocus Street, questioned whether the project would cause flooding on
her land. She keeps getting water from other people down the street. The Commission
responded that runoff would be directed into the center of the site.
Bob Tremblay, 15 B Street stated that he did not see any problem with having the patio
built in the backyard.
Leo Kenney mentioned that there is dumping of soils, leaves, and other debris in the
wetland at the end of B Street and that it is illegal.
Mr. Berry made a motion to close the public meeting. Mr. Greene seconded. Voted in
favor, 6-0-0.
Ms. Lloyd made a motion to issue a negative determination with conditions. Mr. Berry
seconded. Voted in favor, 6-0-0.
7:55 PM: Public meeting, Determination of Applicability, 105 Arcadia Avenue,
RGB 2002-10
Mr. Finch opened the public meeting. An attendance list was circulated.
Sal Magazzu, applicant, was present and described the proposed addition to the house.
Ms, Fink reported that she had measured the Buffer Zone and Riverfront Area boundaries
during a site visit and scaled them onto the site plan. She noted that there is a cesspool in
the back yard, and portions of the inner RFA contain a dog kennel and lawn.
Mr. Magazzu stated that they are probably going to abandon the cesspool and hook up to
the town sewer.
Ms. Fink distributed a draft attachment for the Determination and went over the
highlights. The Commission discussed and amended the draft.
Mr. Berry made a motion to close the publichearing. Ms Lloyd seconded. Voted in
favor, 6-0-0.

Ms. Lloyd moved to issue a negative determination, with conditions as amended. Mr.
Berry seconded. Voted in favor, 5-1-0.
Revay Well #1, Beverly Road
Ms. Fink reported that gasoline had been found in a monitoring well near the Town well.
She had issued an Emergency Certification to the Water Department to excavate near the
monitoring well for further tests ordered by DEP.
Ms. Lloyd moved to endorse the Emergency Certification. Mr. berry seconded. Voted in
favor, 6-0-0.
47 High Street
Ms Fink reported that there is a leaking oil tank at 47 High Street, not near wetlands. The
Fire Department and DEP are working on cleanup.
25 Sunset Rock Lane
Ms. Fink reported that Mr. Cartolano, the owner, had disclosed that last October he had
installed two of the three roof infiltrators recently permitted by the Commission. He had
submitted several photographs. They had filter fabric, but not root barrier cloth, around
them. He will remove any trees within 10 feet and will install inspection ports.
Mosquito Spraying
Notice had been sent that, between April 16-20, there will be mosquito spraying.
Spence Farm, West Street
Ms. Fink reported that she had visited the site and walked the wetlands boundaries with
the owner's consultants. They will file an ANRAD soon.
Longwood Farm, West Street
Ms. Fink reported that a comprehensive permit application has been filed for Longwood
Farm. The Commission reviewed the site plan briefly and asked Ms. Fink to send a
memo with comments to the ZBA. The hearing begins May 9"'
Fanta Lane
Mr. Finch reported that the parking lot posts had been installed in the wrong place at the
Kurchian Woods entrance. He recommended that boulders or shrubs also be planted
along the boundary with Fanta Lane to make the boundary clear. Ms. Fink will visit with
the developer.
Mr. Berry moved to adjourn at 9 PM. Ms. Lloyd seconded. Voted in favor, 6-0-0.
