Minutes of the Reading Conservation Commission Meeting

June 26, 2002
Present: Commissioners Larry Goulet, Doug Greene, Will Finch, Pat Lloyd,
Administrator Fran Fink
7 p.m. Old/New Business
Walkers' Brook Crossing - preliminary presentation of plan revisions. Ed Shaw and
Brad Latham present.
Mr. Shaw distributed revised portion of plan. Reinforced retaining wall along roadway
revised per DEP requirement to get rid of the one to one slopes. Creating more parking
for Jordan's. Wall 35 high at peak, 15-25 feet from wetland, has sloping face. Can put
trees along foot of wall. Cap ends inside wall and does not extend to wetland. Drainage
revisions also expected - change to arch culverts for Chile's and change to open basin
instead of parking garage. Changes in gas collection system also required by DEP.
Flare to be farther from buildings. Expect to file for Amended OOC in July. Have
received MHD approval, waiting for indirect access permit.
201 Salem Street Pat moved and Larry seconded closing enforcement order. Voted 4-
0 in favor..
25 Sunset Rock, DEP 270-362, RGB 2001-28 - Owner decided not to do swimming
pool and drainage swale. Larry moved and Doug seconded approving Certificate of
Compliance, Voted 4-0 in favor.
Site visit reports:
1375 Main Street Roadway up to binder. Put in foundation for back building, filter
fabric, etc. Looks ok. Not likely to landscape until September.
Mass Highway on Causeway Road Creating new storage areas away from wetlands
and were going to put miscellaneous garbage over there and highway related materials.
Now built storage areas, disposed some of junk, planning to move those as summer goes
by and do planting this fall.
Lynn Village Way Town Forest - Town manager sent message someone called from
saying someone on Roma Lane with landscaping business dumping grass clippings.
Called landscaper and left message on the recorder. J&L Landscaping. Perhaps need
sign stating it is Town Forest, along with rules.
7:30 Public Meeting, Request for Determination of Applicability, Carnation Circle,
Greenhouse Acres, drainage improvements, RGB 2002-15.
Robert Cavicchi presented plan to correct drainage problems at Building 4. Site visit
discussed. -Window boxes will be-placed along edge so no one parks there. Ms. Fink -
reported that Town Engineer saw no problem with design.

Doug moved to issue a negative determination with conditions as drafted, Pat seconded.
Voted 4-0 in favor.
7:45 Public Hearing Notice of Intent, 340 Lowell Street, RGB 2002-16
Procedure read, attendance circulated. Applicant is sending notice to MNHESP.
Pat moved and Doug seconded asking for continuance to July 10 at 7:45 in this room
with no further notice to abutters. Voted 4-0 in favor.
Fanta Lane - Ms. Fink reported that grass in the detention basin is beginning to grow,
posts were put in for Kurchian parking lot. Roadway is wide open and bare dirt. The
Commission asked her to call Mr. Oteri and see why bare for so long.
739 Pearl Street (next to Bare Meadow Conservation Area)
Ms Fink reported talk with owner. Asked her to move things out of wetland. Owner
wants to take out guardrail along side entrance and put split rail fence up. Fran said it
would be fine if on her side of boundary. Owner wants to put it on town's side of line.
She said town weed whacked her wildflowers and day lilies. Talked to Ted Macintire
about mowing those areas.
45 Lilah Lane -
Proejct is shed/deck/porch. Owner started building without building permit and wetland
permit. Ms. Fink inspected and issue Minor Project permit.
Pat moved and Doug seconded approving Minor project on Lilah Lane. Voted 4-0 in
favor.
8 p.m. Public Hearing Notice of Intent Harvest Road, RGB 2002-17
Procedure read, attendance sheet circulated, Commission's site visit notes given to
applicant's representatives.
Steven Erickson, Norse Environmental Services, presented plan and photos of stream and
compared new plan to plan previously denied. Minimize lawn, plant native species,
install roof infiltrators, apply geotextiles and shrubs to improve bank of stream. Site
meets RFA definition of pre-existing lot.
Asking for two variances: Plan does not meet 25-foot no-disturb and 35-foot
construction setbacks in the buffer zone.
Will Still concerned about existing trees being damaged and possibly not surviving.
What types of soils? Will shrubs survive?
Erickson - Merrimac soils, sandy stratified outwash deposits, very droughty. Shrubs
may not survive if not enough water.
Will hasn't seen info about whether proposed planting will match soil types.
Erickson said it was Merrimacsandy soil, consistent with area. It is very droughty soil. - -
Doesn't have water supply he needs. . Looking at adding more plants if they fail.

Leo asked about length of time between proposed planting in bank and construction of
house - time to stabilize soils?
Erickson - Will not wait. Existing red maples will stabilize site.
Leo asked to explain how much of canopy will be cut.
Erickson noted arborist's report that only one tree would be harmed. Planting in bank
will just be to add, not remove existing plants, except trimming branches and limbs where
they intersect proposed house.
Doug if remove too much of tree, will kill it. May take 5-7 years.
Erikson - Trees not likely to die. Proposed bank work will counteract any losses, amount
of runoff is not significant.
Leo and Will - Commission established ZNV to deal with these types of problems.
Fran discussed her memo. Asked why Applicant Dorothy Jones and property owner
Dorothy O'Brien are different. Eriksen said were same person. Brother and sister own
property together. Asked about public interest factor for variance request. Pat said might
consider bank stabilization and public good, especially of exceed the 82 feet proposed.
Attorney Richard O'Neill was present and discussed history and appeal process. Said this
was their best plan. They are willing to pay consultant fee for peer review.
Leo indicated needed more specific plans showing exactly what would be cut, trimmed,
removed, etc.
Doug need seasonal flow rate or history of bank.
Leo didn't understand what substantial increase in wildlife would be. Erickson said he
thought increase in vegetation on bank would increase habitat and stabilize it.
No members of the public wanted to speak.
Fran is working on getting independent consultant.
Will asked Mr. O'Neill for further analysis as to why the bank stabilization might justify
the variance.
Pat moved and Doug seconded to continue to July 10 at 8 p.m. in this room with no
further notice to abutters. Voted 4-0 in favor.
8:55 Fleet Boston, 294 Main Street, Determination of Applicability, RGB 2002-6, and
order of conditions, DEP 270-79.
Bob Griffin of Griffin Engineering present, along with Frank Cefali from Fleet Bank and
Gary Siden.
Mr. Cefali acknowledged, that _there is still a lot of trash on site and said the maintenance
problem will be addressed soon. He said the Bank is committed to completing work
approved in 1980.

Bob Griffin presented floodplain analysis and site plan. Discussed filing of notice of
intent, but there may be permitting issues. Doesn't believe can apply for new notice.
Thinks it would be more appropriate to issue enforcement order. They're preparing
wetland replication plan.
Will find out what plants are there now.
Leo lots of loosestrife should be removed. Japanese knotweed should be removed .
No motion was made. This matter will be dealt with as an enforcement order once they
submit their revised plans. The Commission asked them to submit revised plans for the
July 24 meeting.
9:10 p.m. Sunset Rock Lane enforcement order
Billy Welch and Bruce Bridges present.
Will reviewed site visit notes. Rip-rap in 36-inch culvert looks okay. Wall going up on
Lot 2, no work done in detention basin. Lot 4 has pile of gravel.
The Commission discussed a plan from a structural for retaining wall on Lot 4 and
possible need to take bond. The Commission noted that the developer has missed
deadlines set forth in recent correspondence.
Pat moved to begin issuing daily fines if the forebay berm and detention basin problems
have not been corrected and the walls and seeding finished on Lot 2 by July 8. Doug
seconded. Voted 4-0 in favor.
Pat moved to order the retaining wall on Lots 4 and 5 to be constructed by July 22 or
commission will 1) issue fines or 2) pull bond and have it built or 3) any other remedies
available. Doug seconded. Voted 4-0 in favor.
Driveway on lot 4. Fran's recommendation to let this one go and just require additional
gravel. Will put this off until another meeting to see who will own property. The
Commission asked that the letter to be sent concerning the deadlines above include a
statement that the driveway on Lot 4 will be discussed further on July 24, and that the rip-
rap at the culvert is satisfactory.
12 Track Road might be intruding on town property. Fran will send letter. Leo asked
us to find out what is town property.
13 Track Road - Need to do site visit to close file. Remind not to park on Town land.
Pat moved and Larry seconded motion to approve Minor Project permit for above-ground
pool.

1090 and 1100 Main Street - Enforcement Order
Discussed remediation actions that may be acceptable to offset historic wetland impacts.
The Commission asked Ms. Fink to discuss ideas with the owner.
The meeting adjourned, voted 4-0 in favor.
