Present: Will Finch, Karen Schneller, Doug Greene, Thad Berry, Pat Lloyd, Fran Fink,
Administrator, and Harold Hulse, consultant
The meeting was called to order at 7:00 PM
Old/New Business
Meadow Brook Golf Club
Terry Bastian, consultant, and MBGC golf course superintendent Jay See were present.
Mr. Bastain desccribed anticipated work to dredge a pond used for irrigation purposes.
He also described possible improvements to make the irrigation system more efficient
than at present. They anticipate filing a Notice of Intent and would like the Commission
to consider reducing the filing fee under the Town bylaw. Several members said they
might be amenable to a fee reduction if the work includes significant environmental
benefits, but no decision would be made until the Commission receives the Notice of
Intent.
7:30 p.m. Public Hearing, Notice of Intent, Visiting Nurses Association, 320 Haverhill
Street, RGB 2003-2
Procedures read; attendance sheet circulated; commission introduced.
Keith Taylor and Wayne Keefner (civil engineer) presented changes in design for
pumped drainage system west of barn. Pump has back up power and pump controls and
alarms are inside.
Fran Fink had talked to Joe Delaney and reported that he was satisfied with the design.
Discussed need for long term maintenance.
Thad Berry moved and Will Finch seconded closing hearing.

Reviewed and amended draft Order of Conditions.
Thad Berry moved and Will Finch seconded approving Order of Conditions with the
Findings and Conditions as amended.

Procedures read; attendance sheet circulated; commission introduced.
Fran Fink reported that DEP had issued file number and MNHESP had sent comments.
Pat Lloyd moved and Will Finch seconded closing the

468 West Street, Comprehensive Permit Application
Pat Lloyd moved and Will Finch seconded approving Fran Fink's draft memo to the
ZBA.
5-0-0 in favor.
40-70 West Street, Comprehensive Permit Application
Thad Berry moved and Will Finch seconded approving Fran Fink's memo to the ZBA.
5-0-0 in favor.
Stormwater Phase II hearing
Will Finch reported on recent hearing.
Will Finch moved and Pat Lloyd seconded appointing Doug Greene to task force.
4-0-1 in favor.
128 Van Norden
New owner wants to cut trees. Fran gave parameters.
340 Lowell
Work commenced without completing pre-construction conditions or obtaining a
Building Permit. Fran Fink and Building Inspector issued cease and desist orders. Fran
visited with the constractor and went over conditions.
526 West
Fran approved taking down trees.
Minutes
Pat Lloyd moved and Thad Berry seconded approving the draft minutes dated Jan. 8 and
22, Feb. 12 and 26, 2003.

MACC Annual Meeting - Will and Doug attended.
Vernal Pool season - concerned about Van Norden Road. Establish water elevations.
14 Strawberry Hill was appealed to DEP.
Hunter signs - Ask BOS to take down where area too small to hunt.
Annual Town Meeting warrant discussed.
Office procedures for emergencies discussed. Fran Fink will meet with commissioners
on March 18 at 4 p.m. to give office tour.
