HomeMy WebLinkAbout2004-01-08 ad Hoc Charter Review Committee MinutesCharter Review Committee Meeting January 8, 2004 Present were Chairman George Hines, Committee members Maria Silvaggi, Bill Brown, Glen Hartzler, George Theophanis, Town Manager Peter Hechenbleikner, Town Counsel John Gannon. On motion by Brown seconded by Silvaggi the Committee voted to accept the minutes of 12/4/03. Brown suggested that this should include a list of who is not present and that is required by the Open Public Meetings Law. The minutes were approved by a vote of 5-0-0 as submitted. The Committee asked for attachments that are submitted to be attached to the minutes so that attachments that were given out on January 8 are attached to the minutes of January 8, 2004. George Theophanis presented a suggestion that a new committee be established called the Land Advisory Committee, to advise on all Town owned land. He distributed a proposal. He suggested this should be a new Article 2-12. Maria Silvaggi asked if there wasn't some other committee like the Land Bank Committee or CPDC who could exercise that jurisdiction. George Hines noted that the proposal had only the Moderator making the appointments and this and the Bylaw Committee (in addition to the now completed School Building Committee) at only one person making the appointments. The Committee is scheduled to meet on 1/22/04 with members of the other Boards, Committees and Commissions. The Town Manager will arrange to send out invitation and will arrange for a larger room. The Town Manager will review the language on the Administrative Code 6.1. The Committee reviewed Article 7. Bill Brown suggested in 7-6e that Town Meeting get material two weeks before as scheduled to review it. The Town Manager indicated that this was in fact in the case with the Annual Budget. There was discussion on whether or not the Bylaw requiring compatibility between Town Meeting actions and the Capital Improvement Program should be included in the Charter. Under Article 8 the Committee discussed whether Town agency is adequately defined, or should include Boards, Committees and Commissions. The Bylaw refers to "official body." There was discussion on the definition of inhabitant. Bill Brown suggested that the term physical reside could be used. It was noted that pages 30 and 31 were missing from the book. The Town Manager made copies. The Charter Review Committee completed its review of the Charter document. On motion by Brown seconded by Silvaggi the Charter Advisory Committee voted to adjourn at 9:35 p.m. by a vote of 5-0-0. Respectfully submitted,
