Minutes of the Reading Conservation Commission
Selectman's Meeting Room, Town Hall
September 25, 2002
Present: Doug Greene, Chair; Pat Lloyd, Vice-Chair; Thad Berry, Larry Goulet, Will
Finch, Karen Schneller, Commissioners; Leo Kenney, Harold Hulse, Consultants; Kelley
Meier, Recording Secretary; Fran Fink, Administrator.
The Chair calls the meeting to order at 7:00 PM.
7:00 Old/New Business
55 Pasture Road
The owners would like to have 8 trees removed, 4 on their property and 4 on abutting
private land in buffer zone. A site visit was done on 9.22.02.
The Commission advised the owners to have the trees on the abutting land evaluated by an
arborist and discuss cutting them with their owner. A permit will be required from the
Commission to cut them. Mr. Kenney recommended leaving even dead trees in place
because they provide nesting cavities. Branches can be trimmed.
Ms. Lloyd made motion to issue a Minor Project permit to cut the four white pines on the
owners' property. Mr. Finch seconds. Voted in favor, 5-0-0.
Ms. Schneller arrives at 7:16 PM
Fleet Bank - 294 Main Street Enforcement Order
Peter Flink and Gary Siden were present to represent the bank. They could not meet the
deadline for grading and replanting the flood storage area set in the Enforcement Order,
but wanted to go ahead with the grading and planting this fall. They proposed to plant
the trees and shrubs, along with winter rye this fall. They would plant the wetland seed
mix next spring. The project would take about 4 weeks to complete. They identified a
contractor.
Mr. Finch is familiar with the contractor from Gloucester. From what he knows, the
contractor is good.
Mr. Siden has been anxious about the pricing with the contractors and he doesn't want to
wait until the Spring.
Ms. Fink thinks that there should be a partial security to guarantee the work.
Ms. Lloyd moved to accept the amended deadline for the work under the Enforcement
Order, provided that a bond is posted for $5000 to guarantee final grading and planting in
the spring. Mr. Goulet seconded. Voted in favor, 6-0-0.
7:28 Public Hearing, Notice of Intent, Harvest Road, RGB 2002-17, Dorothy Jones
There was no new information and neither the Commission's nor the applicant's consultant
was present.
Mr. Berry made a motion to continue the hearing to Oct. 9 at 7:40 PM with no further notice
to abutters-. Mr. -Goulet seconded. Voted in-favor,-6-0-0 -

7:30 Public Meeting, Request for Determination of

46 Bond Street and Maillett Conservation Area
Ms. Fink reported that she had found the Commission's site visit notes from their
response to the beaver dam in 2000. At that time, the Commission had questions about
lawns, fences, etc. encroaching on the Conservation Area, but did not have area surveyed.
Ms. Fink recommended finding out whether the Town surveyors could survey the area
and mark the boundaries. Letters should be sent to the abutters prior to the survey to
explain the process. Follow-up letters should be sent to those abutters who are
encroaching on the Town land, asking them to cease.
46 Martin Road, Determination of Applicability, RGB 2002-26- request for plan
revision
Ms. Fink reported a new proposal from the owner to take out the concrete patio, rather
than install the roof infiltrators.
Ms. Lloyd moved to allow the proposal. Mr. Finch seconded. Voted in favor, 6-0-0.

Request for Certificate of Occupancy
A site visit done on Sunday morning. Mr. Greene reported the findings.
Ms. Fink also reported on her site visit.
Ms. Lloyd moved to sign off on the Certificate of Occupancy and issue a Certificate of
Compliance with continuing conditions. Mr. Berry seconded. Voted in favor, 6-0-0.
Ms. Lloyd moved to release all bond monies being held. Ms. Schneller seconded. Voted
in favor, 6-0-0.
34 Plymouth - Request to close minor project file
Ms. Fink reported site visit findings.

468 West Street, Comprehensive Permit application
Ms. Fink updated the Commission about the recent correspondence and meetings. were
plans for a few soccer fields, but you need at least 10 acres for a soccer field.
40-42 West Street, Comprehensive Permit application
Ms. Fink reported that there was soil testing done recently, with Jane Fiore and Jack
Sullivan. There was a lot of clay within area of one detention basin, it might make a
good wet detention basin. The detention basin in the back was better then the first one.
1090 and 1100 Main Street, Enforcement Order
Ms. Fink reported that nothing new had happened. She will contact Tom Goddard.

Report site visits
1503 Main Street
Ms. Fink reported findings from a site visit and a conversation with an abutter. There is
still fill of unknown origin on the site. The Board of Health is pursuing a complaint from
a tenant about mold and mildew. There may be questions about the septic system.
Ms. Lloyd moved to rescind the letter previously authorized but not yet sent and to keep
the 1998 Enforcement Order open until more is known. Mr. Finch seconded. Voted in
favor, 6-0-0.
1498 Main Street
They have begun septic system construction. Ms. Fink will monitor the site.
28 Francis Drive
Ms. Fink reported on most recent correspondence with owner and abutters considering
drainage swale and proposed pool construction in back yard.
58 Chequessett
Ms. Fink did a site visit and reported that landscaping work is underway on side of lot in
the buffer zone. No erosion barriers in place. Also, is putting in a deck on the side,
in/out buffer zone is questionable.
Ms. Fink is going to check whether there is a building permit for the deck. She will send
out a letter regarding this issue
2 Franklin Street
The owner has finished the work to convert patio into sunroom.
Ms. Lloyd moved to close the file. Mr. Berry seconded. Voted in favor, 6-0-0.
Ms. Fink is going to appear on Cable Television for a question and answershow with thte
Town Manager on October 17, 2002. The Commission discussed topics to cover.
Open Space Plan
The Commission reviewed bids for printing the open Space Plan.
Ms. Lloyd moved to accept the lowest bid. Mr. Finch seconded. Voted in favor, 6-0-0.
Request for Bond Releases
Dave Johnson had requested bond releases for 30 Lafayette, Strawberry Hill Lane, and
72 Van Norden Road. Ms. Fink will review the status of each file and send him letters.
Ms. Lloyd made a motion to adjourn at 9:21 PM. Mr. Berry seconded. Voted in favor,
6-0-0.
