The meeting is called to order at 7:02 PM.
Old/New Business
Sunset Rock Lane, DEP 270-295, RGB 1997-26
Ms. Fink updates the Commission about the current events. Lot #4 is for sale and the
Bridges have moved out. Mr. DeGennaro still has not signed the Grant of Conservation
Restriction or released the street tree bond money.
The Commission reviewed draft continuing conditions for COC's.
Ms. Lloyd moves to issue Partial Certificates of Compliance for Lots 1, 2, 3, 5, 6, 7, 8, 9,
and 11 with the continuing conditions as amended tonight. Mr. Goulet seconds. Voted in
favor, 5-0-0.
Strawberry Hill Lane, DEP 270-381, RGB 2002-35
The Commission reviewed the draft Findings and made a few amendments.
Ms. Lloyd moves to issue the Order of Conditions with the Findings as amended tonight.
Mr. Finch seconds. Voted, 4-1-0.
Austin Prep, DEP 270-331, RGB 2000-4
Ms. Fink updates the Commission. The information that she received (revised as-built
plan and letter from engineer) answers most of the questions that were lingering. There
are two remaining items that the school must provide, and the Commission would like to
make an inspection after the snow melts in the spring. Ms. Fink will send out another
letter.
306 Main Street, Status of hazardous waste analysis
A letter was sent by Tyree to Ms. Fink regarding this project. The Commission goes over
it. The Commission remains concerned about the hazardous waste cleanup. They asked
Ms. Fink to forward information to the Selectmen and to the DEP Bureau of Waste Site
Cleanup.

Mr. Taylor noted that the outlet from the existing pump had been located and is a 1-inch
plastic pipe ending at the bank of the stream. Ms. Fink had gone to the site to see the
pipe.
Mr. Keefner submitted new materials concerning the drainage design and went over
them. He revised the profile of the roof drain system to specify an 8-inch pipe under the
house. He revised the site plan and the long-term maintenance plan. He stated that the
proposed drywells are below existing grade, so there is not likely to be a breakout
problem to the north. The discharge velocity during the 100-year storm for the roof
system is 3 feet per second. They propose rip-rap to dissipate the force and prevent
erosion. The groundwater elevation for the western drain system is 194.0. They raised
the outlet from the infiltration chamber into the pump chamber to 194.0. They propose to
use the existing 1-inch plastic discharge line for the new pump, but to locate the outfall
about 30 feet from the stream and provide a rip-rap dissipator. The gravel trench along
the eastern driveway is to dissipate velocity, not to infiltrate runoff, so they have not
provided any calculations for this area. They will provide manufacturer's specifications
for pervious pavers prior to installation.
Ms. Fink asked that the drainage calculations for the western driveway system be revised
to show how the system will perform when the groundwater is at 194.0. She asked about
TSS removal rates and detention times. Mr. Keefner said that the system will work best
in small storms. Mr. Taylor said that the existing pump is not working at present due to a
clogged or frozen outlet. During recent rains and thaw, the puddle on the driveway is a
few inches deep.
Ms. Fink noted that the Town Engineer has not yet sent comments on the drainage design
and has not seen the new revisions.
Mr. Finch questioned the proposed pump outfall location, which appears to be about 15
feet from the stream on the plan. Mr. Goulet questioned the use of a 1-inch pipe and was
concerned about the discharge velocity. Mr. Greene asked whether the pump or
discharge pipe would freeze. The Commission wants feedback from the Town Engineer
before making a final decision.
Mrs. Rotondo, an abutter, asked whether the proposal would send more runoff onto her
property. Mr. Taylor explained that the roof infiltration system would control the runoff
so there would be no increase in water on her property.
Ms. Lloyd moves to continue the meeting to March 12 at 7:30 PM. Ms. Schneller
seconds. Voted in favor, 5-0-0.
8:11 PM - Public Hearing, Notice of Intent, 48 Woodland Road, RGB 2003-3
Ms. Fink updated the Commission. The applicant did not submit the form to Natural
Heritage, which is why the DEP has not issued a DEP file number.
Ms:-Lloyd moves to-continue the public hearing to March 12 at 7:45. Ms. Schneller
seconds. Voted in favor, 5-0-0.

The applicant requests via a letter to continue the public hearing to March 12.
Ms. Lloyd moves to continue the public hearing to March 12, 2003 at 8 PM. Ms.
Schneller seconds. Voted in favor, 5-0-0.
8:15 PM - Public Hearing, Abbreviated Notice of Resource Area Delineation, 553
Haverhill Street, DEP 270-388, RGB 2003-5
Ms. Fink distributed a memo and reported on a site visit. There is a low spot in the back
yard that may be a wetland. It is presently in use as a skating rink and is connected to the
main wetland via a channel that has a footbridge across it. There was too much snow
cover during the site visit to determine BVW boundaries.
Mr. and Mrs. Sullivan, abutters, asked for information about proposed work and the
Commission explained that the ANRAD was just to delineate the wetlands. The
Sullivans stated that they had seen water standing in the front of the site near Haverhill
Street during the spring.
Ms. Lloyd moves to continue the hearing to March 26, 2003 at 7:30 PM. Mr. Goulet
seconds. Voted in favor, 5-0-0.

Sanborn Lane between #51 and #67, Comprehensive Permit Application
Ms. Fink drafted a memo for the ZBA hearing on March 6 and went over it.
Ms. Lloyd moves to send out the memo. Mr. Finch seconds. Voted in favor, 5-0-0.
468 West Street, Draft Comprehensive Permit
Next Hearing in front of the ZBA will be March 20.° Draft Comprehensive Permit
expected for review. Ms. Fink will draft comments for 3/12 meeting.

87 Walkers Brook Drive, Emergency Certification
Mr. Greene reported that; while Ms. Fink was away on the 21St, he received a request for
an emergency certification to excavate and repair a blocked vapor recovery line at the
Texaco station. The Fire Department and DEP were involved. Mr. Greene issued the
Certificate.
Ms. Lloyd moves to ratify the Emergency Certificate. Mr. Finch seconds. Voted in
favor, 5-0-0.

Mr. Greene noted that he had some difficulty getting the necessary form from the
Commission office. Ms. Fink will put together a description of where things are kept in
the office and how to use the computer. Copies will be given to the Commission and the
office administrator for future use. Ms. Fink can give a guided tour to anyone that is
interested.
432 Haverhill Street
Mr. Herlihy is the homeowner. He would like to get rid of a 20 foot easement on his land
and has approached the Town in order to know.how to do it. The right-of-way was
probably to provide access from Haverhill Street to the Conserva property that is now
Town Conservation Land. There is also an access into the Conserva property from a stub
road off Rustic Lane. The Commission will send a letter to Mr. Herlihy and suggest that
a site inspection take place to determine whether the Rustic Lane route is adequate for
present purposes. If so, the Town could work with Mr. Herlihy on removing the
restriction on his land.
340 Lowell Street
Ms. Fink got a notice from the Building Inspector that construction was underway
without a Building Permit. The Commission issued an Order of Conditions last July, but
the owner and applicant did not notify the Commission prior to work or complete the pre-
construction conditions. Ms. Fink sent a cease and desist letter.
Lot 5 on Pond View Lane Subdivision (off Fairchild Drive)
The purchaser of the lot, John Henson, submitted a revised site plan. The Commission
reviewed the plan and found several problems with it. A letter will be sent to Mr.
Henson.
Ms. Lloyd moves to adjourn at 8:53. Mr. Goulet seconds. Voted in favor, 5-0-0.
