Present: Doug Greene, Chair; Pat Lloyd, Vice-Chair; Larry Goulet, Karen chneller,
Commissioner; Fran Fink, Administrator; Kelley Meier, Recording Secretary.
Absent: Will Finch, Thad Berry, Commissioners; Leo Kenney, Harold Hulse,
Consultants.
The Chair calls the meeting to order at 7:12 PM.
Old/New Business
Hunting Policy Working Group Recommendations
Ms. Karol McLaughlin is present from the Working Group and gives a brief presentation
on the work of the group and their recommendations. The Commission would like more
time to review the recommendations and would like to consult with Leo Kenney. They
continued the discussion to a future meeting.
Van Norden/Fairchild LIP
Mr. Goulet updates the Commission about Gael's Chase. There was a meeting with the
working group this past Friday without the developer and another this week. They report
to the Selectmen on May 6. Mr. Goulet continues to express the Commission's concerns
about wetlands and wildlife habitat impacts. The homeowners are concerned about
- safety and other issues. Ms. Fink has received a copy of the site plan with the boundaries
of the vernal pools as flagged this spring. Mr. Scarano sent a letter to DEP rescinding his
appeal of the ORAD issued last winter.
7:26 PM - Public Hearing, Notice of Intent, Michael Sullivan, 3 Indiana Avenue, DEP
270-394, RGB 2003-10
Mr. Sullivan is present and gives a brief presentation on the proposed addition to his
house.
There is a pile of leaves and branches behind the stone wall that needs to be removed.
Ms. Lloyd moves to close the public hearing and to approve.the Order of Conditions with
the attached Findings and Conditions as amended tonight, also to include removal of the
pile of leaves. Ms. Schneller seconds. Voted in favor, 4-0-0.
7:32 PM - Public Hearing, Abbreviated Notice of Resource Area Delineation, Timothy
Procopio, 553 Haverhill Street, DEP 270-388, RGB 2003-5
Ms. Lloyd moves to continue the public hearing to May 14 at 7:30 PM at the written
request of the applicant. Mr. Goulet seconds. Voted in favor, 4-0-0.

8:02 PM - Public Hearing, Notice of Intent, Robert and Maureen DeLuca, 18 Symonds
Way, RGB 2003-7
Jack Sullivan is present to represent Robert DeLuca. Mr. Sullivan goes over what the
applicant would like to do. They have reviewed the draft Order of Conditions and have
no problems with it. They would like the Engineering Department to do a bond estimate,
considering that the $10,000 was a little steep for them.
There are no vernal pools on site, according to a site visit report by Mr. Kenney.
The old firing range was back there, Mr. Goulet picked up some old shells.
Ms. Lloyd moves to close the public hearing. Mr. Goulet seconds. Voted in favor, 4-0-0.
Ms. Lloyd moves to issue the Order of Conditions with the Findings and Conditions as
amended tonight. Ms. Schneller seconds. Voted in favor, 4-0-0.
8:13 PM - Public Hearing, Notice of Intent, Kenneth Cain, 20 Melendy Drive, DEP
270-391, RGB 2003-8
There is a revised site plan.
Ms. Fink passed out a memo dated 4/29/03.
The house has been moved out of the area that was being protected, and the plan now
appears to meet the relevant regulations.
The public hearing will be continued until the May 28th while an Order of Conditions is
drafted. The applicant can not attend the May 14 meeting.
Ms. Lloyd makes the motion to move this public hearing to May 28 at 7:30 PM. Mr.
Goulet seconds. Voted in favor, 4-0-0.
James Kirlin Eagle Project
There was an invitation sent to the Commission to the Court of Honor for Jim Kirlin. Mr.
Goulet will attend and possibly Ms. Lloyd as well
New Elementary School
The new elementary school has started building on Sunset Rock Lane. Mr. Greene
updated the Commission.
8:32 PM - Public Hearing, Notice of Intent, Albert Garbarino, 32 Old Farm Road,

Mr. Garbarino is present and makes a few comments on the draft Order. He would like
fill the pool with Town water, rather than have it trucked in, due to the cost.
The Commission said that this is their standard policy, due to the water shortage in the
Ipswich River basin.
Ms. Lloyd moves to close the public hearing. Mr. Goulet seconds. Voted in favor, 4-0-0.
Ms. Lloyd moves to issue the Order of Conditions with the Findings and Conditions as
drafted. Ms. Schneller seconds. Voted in favor, 4-0-0.
Old/New Business
33 Line Road is looking fora certificate of compliance and was looking for some room
on our next meeting.

8:47 PM - Public Hearing, Notice of Intent, Ruth Gemellaro, 37 Torre Street, DEP

John Morin is present to represent Ms. Gemellaro. He goes over what the applicant
would like to do. The project is an addition to a house, with a 4-foot frost wall
foundation in the buffer zone.
Ms. Lloyd mentioned that it was a very straight-forward project and goes over her site
visit notes. There is a perennial stream.
The Commission reviewed the draft Order of Conditions.
Ms. Lloyd moves to close the public hearing. Ms. Schneller seconds. Voted in favor, 4-
0-0.
Ms. Lloyd moves to approve the Order of Conditions with the attached Findings and
Conditions as drafted. Ms. Schneller seconds. Voted in favor, 4-0-0.
Public Hearing, Notice of Intent, Katie and Bill Millerick, 54 Lawrence Road, DEP
270-395, RGB 2003-12
Nancy Twomey, the architect, is representing the Millericks. She gives a brief statement
on what the applicants would like to do.
Ms. Lloyd went out this past Saturday and reported on the existing street drain outlet and
the wetlands delineation.
Mr. Goulet goes over the development history in the area and said that people used to
skate on a pond in the area.
Ms. Millerick submitted the check for the by-law filing fee and the recording information -
for the deed.
The Commission reviewed the draft Findings and Conditions and made several
amendments.
Ms. Lloyd moves to close the public hearing. Mr. Goulet seconds. Voted in favor, 4-0-0.

amended this evening. Mr. Goulet seconds. Voted in favor, 4-0-0.
