S S. Present: Harold Hulse, consultant. Commissioners Larry Goulet, Will Finch, Doug Greene, Pat Lloyd. Administrator Fran Fink. 7 p.m. Old/new business Minutes Larry moved and Pat seconded approving minutes March 12 and 26, April 9 and 30, and May 14. Voted 4-0 in favor. 87 Walkers Brook Drive Texaco Station Mark Gallant, Atty. - Shell is acquiring Texaco. Owner will still be Motiva. Dave Weeks and Frank Postman - environmental engineers, CEA, presented Phase IV Remedy Implementation Plan, alternative clean-up methods considered, history of site. They proposed injection of an oxygenation product, "Remediact", to enhance the rate of bioremediation on site. They proposed monitoring and reporting actions to determine whether the treatment is effective. Work would begin in early July, 2003 and take about a year to clean site. Commission asked questions and asked for some history on other projects using this process. Minor Project permit will be needed for the treatment process. 7:35 Public Hearing, ANRAD, 293 Haverhill Street, DEP 270-397, RGB 2003-13 Carl and Brenda Stinson, owners, present. Hearing was opened and plan was discussed. Larry moved to close hearing and Pat seconded. Voted 4-0 in favor. Pat moved and Larry seconded approving the latest plan dated 5/14/03 and issuing the ORAD. Voted 4-0 in favor. 7:40 Public Hearing, NOI, 20 Melendy Drive, DEP 270-391, RGB 2003-8 Mr. and Mrs. Cain, owners, present. Hearing was opened and Commission reviewed draft Findings and Conditions for OOC. Pat moved and Will seconded closing public hearing. Voted 4-0 in favor. Pat moved to approve the project and issue the Order of Conditions with the Findings and Conditions as drafted. Larry seconded. Voted 4-0 in favor. 7:45 Public Hearing ANRAD, Procopio, 553 Haverhill Street, DEP 270-388, RGB 2003-5 Elizabeth Wallace of Hayes Engineering present on behalf of Procopios. Mr. Procopio also present. Hearing opened. Ms. Wallis presented revised site plans. Commission reviewed draft Findings for ORAD. Pat moved and Will seconded closing public hearing. Voted 4-0 in favor. Larry moved and Pat seconded accepting ANRAD plan and issuing ORAD with Findings as drafted. Voted 4-0 in favor. Minutes, Reading Conservation Commission, May 28, 2003 7:55 Public Hearing, NOI, 1364 Main Street, DEP 270-387, RGB 2003 Hearing opened. Scott Cameron and Matt Brassard presented new materials including soils tests, drainage calculations, letter from Fire Department, and revised plans. The Commission asked questions about the proposed infiltration system, the filing fee, and the existing sheds. The Commission reviewed draft Findings and Conditions for the OOC. Pat moved and Larry seconded closing public hearing. Voted 4-0 in favor. Will moved to approve the project and issue the Order of Conditions with the Findings and Conditions as amended this evening. Pat seconded. Voted 4-0 in favor. 8:20 Public Meeting, RDA, 19 Zachary Lane, RGB 2003-14 Hearing opened. Damion Dell Anno, owner, and Frank McCormack, contractor, presented plan for proposed. addition. Fran noted that site is in Aquifer Protection district and that proposed condition would not appear to meet impervious cover limit under Zoning. Recommended positive determination, pending a decision under Zoning, in case significant changes are required. Larry moved to close public hearing and Will seconded. Voted 4-0 in favor. Larry moved to issue a positive determination and require a Notice of Intent and Will seconded. Voted 4-0 in favor. The Commission noted that a Certificate of Compliance has not been issued for the previous work on the site and asked the owner to submit the necessary documents. 8:35 Public Hearing, NOI, 211 Pearl Street, RGB 2003-15, DEP 271-396 Opened hearing. Luke Roy, O'Neill Associates, presented revised site plan. The Commission discussed large deposit of trash and debris on this site and adjacent site that needs to be removed from wetland and buffer zone. The Commission will contact the abutter. Fran distributed memo dated May 28 and Commission reviewed memo. Discussed that soil borings will take place at time of foundation. Plan for roof infiltration to be submitted for approval after soils tests. Larry moved to continue the public hearing to June 11, 2003, at 7:30 p.m. in this room with no further notice to abutters, and Pat seconded. Voted 4-0 in favor. 8:50 Public Hearing, NOI, 15 Timothy's Place, DEP 270-398, RGB 2003 Hearing opened. Nicholas Diranian, owner, and Robert Blaine of Andrews Pool Company presented plan for in-ground swimming pool. Pool 32 feet from wetlands in sloped area. Intend to build cement reinforced retaining walls with footings 3-4 feet wide above and below pool. Commission noted that pool did not meet 35 foot setback and footings of wall might extend into 25-foot Zone of Natural Vegetation. Two plans submitted were contradictory. Commission requested revised plans to meet setbacks and to clarify details on walls, deck, pump, filter, grading, etc. Mr. Diranian asked whether a variance might be granted for the setback. Voted 4-0 in favor. 9:10 p.m. Public Meeting, RDA, 19 Dean Road, RGB 2003-17 Harold and Elizabeth Haley presented plan for addition to house. Commission reviewed draft Conditions. Larry moved and Will seconded closing public hearing. Voted 4-0 in favor. Pat moved and Larry seconded issuing negative Determination with Conditions as drafted. Voted 4-0 in favor. 9:15 Public Meeting, RDA, 187 Pearl Street, RGB 2003-18 Jacqueline Lambrecht present. Mark Guthrow presented plan for landscaping work including tree removal, grading, retaining walls. Intent is not to expand lawn into existing wooded parts of site, but to stabilize slopes and remove ailing trees. Commission reviewed draft Conditions. Larry moved and Pat seconded closing public meeting. Voted 4-0 in favor. Pat moved and Will seconded negative Determination with Conditions as, amended tonight. Voted 4-0 in favor. 9:30 Public Hearing, NOT, 99 Fairchild Drive, RGB 2003-19 Opened hearing. Mr. and Mrs. Petrillo, owners, present. Robert Bent, contractor, presented revised site plan and details of proposed work on in-ground swimming pool, with retaining wall below and rip-rap face above to ease slope. Wall to be "Techo-block" with no footing. Pool and deck set as far as possible from wetlands, given zoning restrictions. Filter will not require backwashing. Deck can be made of pervious pavers. Commission noted that retaining wall should be 25 feet from BVW and pool 35 feet, needs to revise plan. Asked for detail specifications on filter paving blocks, wall materials. Commission noted that existing slope is eroding and this might help stabilize it. Larry moved and Will seconded continuing the hearing until June 11 at 8 p.m. in this room with no further notice to abutters. Voted 4-0 in favor. 10 p.m. Public Hearing, RDA, 8 Walkers Brook Drive, RGB 2003-20 Matt Smith of Bohler Engineering and Joe Prizzio (dealer) present. Mr. Prizzio proposed to convert the Exxon Station repair garages into a convenience store. Work is proposed within Buffer Zone and Riverfront Area, including removal/replacement of pavement, removal of trailer and concrete HVAC pad, expansion of dumpster, removal of kiosk, installation of natural gas line, removal of heating oil tank, interior remodeling, and landscaping. Plan also to be reviewed by CPDC. Commission expressed concern about litter and other site maintenance. Fran recommended positive determination. Proposed work requires compliance with redevelopment standards for Riverfront Area and stormwater management. Questions were raised about existing drainage structures, manholes, grease trap, hazardous material use. Mr. Smith was not sure what all the manholes were for and did ve a z i h stuay. Will moved and Larry seconded making positive Determination and requiring Notice of Intent. Voted 4-0 in favor. 10:40 p.m. Old/new business 1375Main Street Donald Van Dyne, developer, requested that Commission sign off on occupancy permit for Unit 2. Fran reported observations during recent site visit. Questions were raised about the choice of paving blocks in the guest parking lot, extent of progress on landscaping, final paving, drainage system use, documents requested by ZBA, and other remaining work. Donald Van Dyne stated that he proposed to finish work by June 30, per agreed-upon construction sequence. Commission asked whether he intends to construct retaining wall along northern lot line or grade according to approved OOC plans. Mr. Van Dyne was not sure. Commission noted that retaining wall design has to be submitted for approval to Commission and ZBA. The Commission noted that the request for occupancy had not been received prior to posting the agenda for this meeting or prior to their scheduled site visits before the meeting. Thus, they had not had an opportunity to inspect the site or review its status. They decided to inspect the site before their next meeting (June 8, 9 AM)and will review the occupancy request then. 33 Line Road (DEP 270-366, RGB 2002-4) Owner requested Certificate of Compliance and bond release. Also requested cutting down large white pine tree in front yard. Pat moved to issue COC and release bond in full. Larry seconded. Voted 4-0 in favor. The Commission did not vote to permit removal of the white pine, but continued to allow pruning of the branches near the roof, as permitted by a vote at a previous meeting. 51/67 Sanborn Lane Commission discussed latest Comprehensive Permit plan. Comments will be submitted to ZBA for hearing June 5. Coolidge Middle School (DEP 270-306, RGB 1998-17) Will moved and Larry seconded a motion to reissue the Order of Conditions for recording purposes. Voted 4-0 in favor Skateboard park Pat moved to send a memo to the Board of Selectmen discouraging any plan to place a proposed skating park in Conservation land. Larry seconded. Voted 4-0 in favor. Membership rep 4 Minutes, Reading Conservation Commission, May 28, 2003 Workshop Pat moved and Larry seconded taking $70 from Wetlands Fee Fund for Will to attend MACC workshop. Voted 4-0 in favor. 553 Haverhill, Consulting Fee Fund Pat moved to pay Peter Fletcher $825 from the Consulting Fee Fund for consultation on the ANRAD for 553 Haverhill Street, and to return the balance in the Fund of $175 to the applicant, Tim Procopio. Larry seconded. Voted 4-0 in favor. 26 Mile Post Road Pat moved and Larry seconded to approve Minor Project permit to remove dead tree and also to close the file because work had been completed. Voted 4-0 in favor. 115 Colonial Drive Pat moved and Will seconded to approve Minor Project permit for deck. Voted 4-0 in favor. 315 Haverhill and 18 Symonds Way .Pat moved to approve Minor Project permit to relocate fence from 18 Symonds Way to 315 Haverhill Street. Will seconded. Voted 4-0 in favor. Lot 2 Adams Way Pat moved to issue certificate of occupancy and Will seconded. Voted 4-0 in favor. Additional Meeting Date The Commission decided to meet June 4, 2003 to review the recommendations of the Hunting Policy Working Group. 11:30 p.m. adjourned. 5
