Mr. Greene reported site visit observations. The Commission discussed various planting options for the disturbed portions of the ZNV and the outer Buffer Zone. The Commission decided that the outer Buffer Zone should be stabilized as a lawn and the ZNV should be seeded with a wildflower mix and transplanted ferns from the outer Buffer Zone. Two more permanent markers need to be set at the turning points in the ZNV boundary. Lime may be applied to the outer Buffer lawn, but no chemicals should be applied to the ZNV. The owners will call when the work has been completed. The Commission will look again in the fall, and may ask for further planting if needed. 1375 Main Street, Order of Conditions, DEP 270-353, RGB 2001-11 Donald Van Dyne was present. The Commission reviewed a plan revision to add a retaining wall north of Units #144. The Commission reviewed a memorandum from the Town Engineer dated June 18, 2003 and a draft letter dated June 19, 2003, prepared by Ms. Fink. Amendments were made to the letter. Ms. Lloyd moved and Mr. Goulet seconded approving the June 19 letter as amended. Voted 5-0 in favor. 236 Forest Street, Order of Conditions, DEP 270-400, RGB 2003-22 Mr. and Mrs. Andren, applicants, were present. The Commission reviewed draft Findings and Conditions. Mr. Finch moved and Mr. Goulet seconded approving the project and issuing the Order of Conditions with the Findings and Conditions as drafted. Voted 4-0 in favor. 7:30 Public Meeting, Request for Determination, 33 Plymouth Road, RGB 2003-24 Mr. and Mrs. Tierney, applicants, were present. They want to install an irrigation well. The property is in the Aquifer Protection District and has 33% impervious cover. The Commission and applicants discussed whether a roof infiltration system was possible on this site, and whether there was a way to limit use of the well. Minutes, Reading Conservation Commission, June 18, 2003 The Commission reviewed draft Findings and Conditions and made a determination to require the owners to follow all town watering regulations. Ms. Eaton moved closing public meeting and Pat seconded. Voted 5-0 in favor. Ms. Eaton moved to issue a negative Determination with the Conditions as amended. Mr. Finch seconded. Voted 5-0 in favor. 7:50 Public Meeting, Request for Determination, 315 Salem Street, RGB 2003-25 Lydia Farram, applicant, was present and had requested to construct a shed.. The site is in the Buffer Zone and Riverfront Area of Walkers Brook. Mr. Greene reported that during the site visit they had also discussed replacing an existing stockade fence with a vinyl fence and removing junk from the stream bank. The Commission reviewed draft Findings and Conditions. The proposed shed does not meet setbacks required by the Riverfront Area regulations. The owner hopes to expand the house in the future and does not want to place the shed away from the river where the house might go. The Commission suggested putting the house on block footings so that it can be moved later if needed. Mr. Finch moved to close the public meeting and Ms. Eaton seconded. Voted 5-0 in favor. Mr. Finch moved to issue a positive Determination and Mr. Goulet seconded. Voted 4-1 in favor. Ms. Eaton suggested Ms. Fink follow up with light department about restoration of areas they disturbed when putting in the pole. 8:20 Public Meeting, Request for Determination, 118 Fairchild Drive, RGB 2003-26 Mrs. Minichiello, applicant, was present and proposed to replace an existing deck with a screened porch. The Commission discussed the history of the site. No Certificate of Compliance had been issued for the construction of the house under the subdivision Order of Conditions and the deck was not on the approved plan. The grading and retaining walls are not constructed as approved. The wetland is closer to the house (at the retaining wall) than on the subdivision plans. The Commission asked for a formal application for a Certificate of Compliance to close the old Order. They discussed the possible merits and impacts of converting the deck to a screened porch at this time. Ms. Lloyd moved and Ms Eaton seconded continuing the meeting to July 23 at 7:30 p.m. in this room. The applicant agreed to continue. Voted 5-0 in favor. 9:00 Public Hearing, Notice of Intent, land between 51 and 67 Sanborn Lane, RGB 2003-23 2 Minutes, Reading Conservation Commission, June 18, 2003 Walter Eriksen and James Harrington were present for the applicant. Ms. Fink reported that the Town filing fee had not yet been paid, comments have not been received from MMIESP, and DEP has not issued a file number. The Commission questioned proceeding with the hearing if the fee had not been paid, but decided to go ahead. Ms. Fink submitted a memorandum dated June 17 and a memorandum from the Town engineer dated June 18, 2003. Mr. Finch asked whether soils tests had been completed. Mr. Eriksen said that tests had been done but had not been witnessed by Town staff. He said the perc rate was 2 minutes per inch. He did not state the location. Ms. Fink raised questions about the drainage structures and the length and location of the driveway. Ms. Eaton raised questions about the driveway within the ZNV. Mrs. Boviard, 67 Sanborn Lane, discussed that they are not willing to sell part of their lot for a driveway, but they might be willing to sell their entire property. The applicant should contact her outside of the public hearing. Mr. Eriksen stated that he was willing to continue the hearing and pursue resolution of the issues. Ms. Lloyd moved and Ms. Eaton seconded continuing the public hearing to July 9, 2003 at 7:40 PM in this room with no further notice to abutters. Voted 5-0 in favor. 9:15 Old/New Business Sunset Rock Lane Elementary School, Order of Conditions, DEP 270-341, RGB 2000-38 Ms Fink has scheduled a site visit with the contractor on Thursday. The Fire Department recently asked for widening and paving of the fire lane around the building. This might alter the drainage design. The Commission will send a letter to the School Department on this matter. 51/67 Sanborn Lane, Comprehensive Permit Ms. Lloyd moved and Ms. Eaton seconded issuing a memorandum dated June 19 as drafted to the ZBA. Voted 5-0 in favor. Harold Avenue PRD - Nothing new has been received. Pondview Lane, Order of Conditions, DEP 270-315, RGB 2000-52 The Commission reviewed a revised plan for lot 3. Elevations do not meet current 11 elevations on adjacent lots. A letter wi11 be sent rejecting the plan. 3 Minutes, Reading Conservation Commission, June 18, 2003 87 Walkers Brook Drive, Texaco/Shell Station Ms. Lloyd moved and Mr. Finch seconded to approve a Minor Project permit for soil borings and injection of "remediact" to stimulate bioremediation of the hazardous wastes on site. Voted 5-0 in favor. 46 Bond Street Mr. Goulet moved approve and Mr. Finch seconded to sign off on the Certificate of Occupancy for the deck. Voted 5-0 in favor. The file will remain open for the proposed tree cutting workl0 p.m. adjourn 14 Strawberry Hill Lane - Ms. Fink reported on a site visit with DEP for the appeal of the Order. 294 Main Street - The Commission reviewed a letter from Griffin Engineering. 28 Francis - A letter was sent concerning the need for an as-built plan. 468 Grove - Ms. Fink is working with the Wilmington Administrator on a possible filling violation. Walkers Brook Drive - A construction sequence has been submitted for the roadway reconstruction work. Ms. Fink will review and send comments to the contractor and the Commission.
