Present: Commissioners Larry Goulet, Bill Hecht, Doug Greene, Pat Lloyd, Becky
Longley, and Kelley Meier; Administrator Fran Fink

6:00 PM - Harvest Road, Order of Conditions, DEP 270-372, RGB 2002-17
The Commission met at the site with the owner, David Donovan, and the bank restoration
consultant, Mickey Marcus. Mr. Marcus described the work that had been carried out
since the first week in June on the stream bank and the inner Riverfront Area to stabilize
the area. The Commission was concerned about the condition of some of the plants. The
Commission asked Mr. Donovan to place matting around the bases of some of the shrubs
in the banks.
Ms. Lloyd made a motion, seconded by Mr. Hecht, that subject to inspection by the
Administrator and the Commission to confirm the additional matting had been applied
and watering was continued to assure healthy growth, construction may then proceed.
' Voted 6-0-0 in favor.
The Commission will inspect the site again on Wednesday, August 6 at 6:00 PM.

24 Harold Avenue, Order of Conditions, DEP 270-303, RGB 1998-13 - The
Commission signed the Certificate of Compliance and bond release in the amount of
$5,000.00 for this project.
41 A Street - The Commission approved a Minor Project permit for an above-ground
swimming pool. ' Vote 6 in favor, 0 opposed.
700 Haverhill Street - The Commission approved a Minor Project permit for a shed.
Vote 6 in favor, 0 opposed.
Land between #51 and #67 Sanborn Lane, Notice of Intent, DEP 270-405, RGB 2003-

The Commission reviewed and amended draft Findings and Conditions for the Order of
Conditions.
Ms. Meier made a motion to grant a variance for the project from Section 3.1) of the
Reading Wetlands Protection Regulations. Mr. Hecht seconded. -The CommissioIn voted
-0 in favor, 6 opposed, and the motion did not carry.

Mr. Hecht made a motion to accept the project under MGL Chapter 131, Section 40 and
to issue the Order of Conditions with the Findings and Conditions as amended this
evening. Ms. Meier seconded. The Commission voted 6 in favor and 0 opposed.
Ms. Longley made a motion to accept the project under Reading General Bylaws, Section
5.7. Mr. Hecht seconded. The Commission voted 0 in favor and 6 opposed, and the
motion did not carry.
Ms. Lloyd made a motion to issue the Findings as amended this evening under Reading
General Bylaws, Section 5.7. Ms. Meier seconded. The Commission voted 6 in favor
and 0 opposed.
Ms. Meier made a motion to adjourn. Ms. Lloyd seconded. The commission voted 6 in
favor, 0 opposed. The meeting adjourned at 8:15 PM.
