Minutes of the Reading Conservation Commission

August 27, 2003
Present: Rebecca Longley, Doug Greene, Larry Goulet, William Hecht, Kelley Meier,
Commissioners; Linda Boutoures, Recording Secretary; and Fran Fink, Administrator.
Old/New Business
Conservation land boundary marking
Commission noted recent observations of structures, lawns, etc. extending onto Town
Conservation Land from abutting private land, Bond Street and elsewhere. Discussed
need to contact land owners and put up land markers, if DPW can provide surveyors or
we get a volunteer group. The Commission decided to send letters to Bond Street
abutters with best available information about boundaries and request to cease
mowing/encroaching on Town land.
72 Van Norden Road, Order of Conditions, DEP 270-302
Deed to Lot 3B has been signed by owner and Selectmen.
Rebecca Longley moved to accept the land donation for Lot 3B. William Hecht
seconded. Voted 5-0-0 in favor.
The Commission also signed recordable copies of the original Order of Conditions and
Partial Certificate of Compliance, suitable for recording.
40 Harvest Road, ZBA Case #03-17 - Fran sent memo to Board of Appeals.
Commission decided to visit site before next meeting.
7:30p.m. Public Hearing, Notice of Intent and Resource Area Delineation, 201-275
Salem St. RGB2003-28, DEP 270-402
Tara Walsh, Lightship Engineering, and John Cullen, developer, present.
Ms. Fink reported that Lightship had submitted the IRA plan and she had drafted
Findings and Conditions for the Commission to review.
Rebecca Longley asked what would happen if the air quality monitors reported excess
pollution levels. Ms. Walsh said they would stop work, wet down site to control dust.
Ms. Longley asked what would happen if they encountered groundwater below the
excavation. Ms. Walsh responded that they do not anticipate hitting the water table.

Mr. Goulet asked which test had been used for PCB's and whether tests had been done
for dioxins. Ms. Walsh said they had not tested for dioxins.
A Minor Project Permit was requested to install 3 ground water wells. Rebecca Longley
moved to approve the permit. Kelley Meier seconded. Voted 5-0-0 in favor.
Fran went over the draft order of conditions. There was some discussion. Fran received
a call from Rich Stewart wanting the permit to be issued to S&A Associates LLC.
Conditions 6, 7, 10 and 11 were amended as discussed tonight.
Kelley Meier moved to approve the Order of Conditions for 201-275 Salem Street, with
the Findings and Conditions as amended tonight. Rebecca Longley seconded. Voted 5-
0-0 all in favor.
7:40p.m. Public Hearing, Notice of Intent, Richard Bova, Tycon Development, Inc.,422
Grove Street, RGB 2003-33, DEP 270-406
Elizabeth Wallis and John Tilton, Hayes Engineering, and Mike DiBacco, owner, were
present.
Ms. Wallis presented a revised site plan and letter responding to questions from last
hearing session. On the plan the changes include new contours and spot elevations.
Drainage flow arrows were added. A crushed stone trench was added in the area along
the driveway and some planting between the driveway and flags 3&4 was also added to
mitigate for work within 25' of the wetlands. .
Doug Greene questioned whether there will be a water increase in drainage into lot 9?
John Tilton from Hayes Engineering brought a plan showing elevations of Lot 9 and this
lot. He stated the water should flow into the wetland system as it shows now. Mr. Tilton
stated that the goal is not to change water flow, but maintain as it has been. Doug Greene
questioned the rate of flow? Mr. Tilton, very minimal increase in impervious cover.
Fran Fink suggested gutters and downspouts to direct roof runoff towards back yard. Also
suggested putting small berm along western side of driveway turn-around so water can
drain into stone trench. Mr. Tilton said they can do. He will revise plan. Fran Fink.
handed out her memo and the Commission reviewed it.
Mr. DiBacco described the efforts made in designing the house to save existing trees,
move farther from the wetlands, improve drainage, fit in with neighborhood. He is to be
named as permit holder.
Larry Goulet moved to grant waiver of the 25' Zone of Natural Vegetation. for the
driveway. William Hecht seconded. Voted 5-0-0 in favor.
Kelley Meier moved to close Minor Project Permit file for tree cutting. Larry Goulet
seconded. Voted 5-0-0 in favor.
Larry Goulet moved to continue the hearing to September 10, 2003 at 7:30p.m. Rebecca
Longley seconded. Voted 5-0-0 in favor.

7:50p.m. Public Hearing, Notice of Intent, Timothy Procopio, 553 Haverhill Street,
RGB 2003-38
Elizabeth Wallis, Hayes Engineering, was present. She submitted revised site plans.
There are three designs based on variety of scenarios.
1) use existing driveway for both houses and utilities - need frontage for Lot B
2) build new proposed driveway for Lot B, utilities placed along existing driveway
3) stub of driveway off Haverhill St. to demonstrate frontage for Lot B, but continue
using existing driveway.
Fran Fink told the Commission that the zoning authority has final say where the driveway
will go. Third scenario seems like unnecessary work in Buffer Zone. The Commission
reviewed draft Findings and Conditions and amended them to account for third possible
scenario.
Kelley Meier moved to close the public hearing. Rebecca Longley seconded. Voted 5-0-
0 in favor.
Rebecca Longley moved to approve the Order of Conditions with the Findings and
Conditions as amended tonight. Kelley Meier seconded. Voted 5-0-0 in favor.
8:00 p.m. Public Meeting, Request for Determination of Applicability, Town of Reading
Recreation Department, Hunt Memorial Park, Pleasant Street, RGB2003-40
Peter Coumounduros, citizens group from Reading present.
Citizens would like to take down existing playground and install new equipment. Several
other visitors spoke in favor of the proposal.
Fran Fink discussed Town Manager's comments and her draft Findings and Conditions
The Commission amended the Conditions.
Kelley Meier moved to close the public meeting. Larry Goulet seconded. Voted 5-0-0 in
favor.
Kelley Meier moved to issue a negative Determination with the Findings and Conditions
as amended tonight. Larry Goulet seconded. Voted 5-0-0 in favor.
8: l Op.m. Public Hearing, Notice of Intent, Wayne and Karen Webster, 21 Line Road,
RGB2003-39, DEP270-410
Wayne & Karen Webster, owners, were present.
There was a site visit Monday rite. Existing structure being rebuilt on same foundation.
Fran Fink presented draft Findings and Conditions, and the Commission amended them.
There is a plastic pipe sticking out from back of house which the applicant says is a sump
pump. Outlet area does not have signs of erosion.
Kelley Meier moved to close the public hearing. William Hecht seconded. Voted 5-0-0
in favor.
Conditions as amended tonight. William Hecht seconded. Voted 5-0-0 in favor.

8:20p.m. Public Hearing, Notice of Intent, Andrew and Kim Murphy, 3 Zachary Lane,
RGB 2003-41, DEP 270-411
Applicants, Mr. and Mrs. Murphy, were present.
Commission reported site visit Monday nite. Wetland was flagged for first time last
week.
Fran Fink gave out draft Findings and memo detailing information that was incomplete.
Noted that there are 4 different site plans on file, but none is complete. Roof drain
system was done before soils test. Ground water elevation is about 90'. Proposed
infiltration system with 4'chamber does not provide enough vertical distance to
groundwater. Regarding rubble pile, applicant wants it out. Then analyze what is under
it and a plan is needed to restore wetlands. More information on topography is needed.
The entire site is in wildlife habitat area. Natural Heritage has not responded yet.
Rebecca Longley moved to continue the public meeting to September 10, 2003 at 7:40
pm. Larry Goulet seconded. Voted 5-0-0 in favor.

Adams Way, Order of Conditions - There is no as-built plan yet. Discussion postponed.
36 Pitman Road, Order of Conditions - No response from owner concerning planting
plan.
Harold Avenue PRD, Conservation Restriction - No response from owners yet.
8 Strawberry Hill Road - Larry Goulet moved to approve Minor Project Permit to plant
shrubs. Rebecca Longley seconded. Voted 5-0-0 in favor
193 Bancroft Road - Kelley Meier moved to close Minor Project file. Rebecca Longley
seconded. Voted 5-0-0 in favor.
189 South Street - Minor project permit, Fran okay'd to cut down tree damaged in
storm. Kelley Meier moved to approve Minor Project Permit. Larry Goulet seconded.
Voted 5-0-0 in favor.
215 Pearl Street - Kelley Meier moved to close file for trash cleanup. William Hecht
seconded. Voted 5-0-0 in favor.
Leaning Elm Drive -William Hecht moved to close Minor Project file to cut tree.
Kelley Meier seconded. Voted 5-0-0 in favor.
44 Pitman - Fran has not heard back from owners concerning shed. Will contact them.
7 Intervale Terrace - Trees were cut down. William Hecht moved to close
Determination file: Kelley Meier seconded. Voted 5-0-0 in favor.

8 Walkers Brook - Reviewed planting plan. William Hecht moved to approve planting
plan. Kelley Meier seconded. Voted 5-0-0 in favor
Fleet Bank, 294 Main Street - Haybales are beginning to rot. No sign of work. Fran
will make call to owner/engineer.
1375 Main Street - Mr. Van Dyne sold last unit and told people they could move in.
Comprehensive Permit bars final occupancy until as-built plans are delivered. More
work needs to be done, and partial as-built just submitted shows 727s1 of excess
impervious cover. Has not installed curbs, final binder, final landscaping, and other
exterior work. Applicant will be on agenda for September 10, 2003, with request to
increase impervious cover limit.
248 Main Street - Send letter and request site visit leading to Certificate of Compliance.
