Rebecca Longley, Larry Goulet, William Finch, Doug Greene, Kelley Meier, Commissioners; Fran Fink, Administrator and Linda Boutoures, Recording Secretary The meeting was called to order at 7:00 p.m. Old/New Business 72 Van Norden Road Carol Hughes, owner, submitted a planting plan for restoration of the. Conservation Restriction Area. Ms. Meier moved to approve the plan. Mr. Goulet seconded. Voted 5-0 in favor. 44 Pitman The Commission reviewed site visit reports concerning a shed and ramps located in the wetlands and the Town Conservation land. Ms. Longley moved to issue an Enforcement Order for removal of these structures. Mr Finch seconded. Voted 5-0 in favor. 87 Walkers Brook Drive Ms. Fink reported that new information had been submitted concerning the status of the hazardous waste cleanup. 40 Harvest Road Mr. Finch moved to send a letter to the Zoning Board of Appeals for their hearing on this site. Ms. Longley seconded. Voted 5-0 in favor. 7 Indiana Avenue Ms. Fink presented a Minor Project permit for an addition. Mr. Finch moved to accept the project. Mr. Goulet seconded. Voted 5-0 in favor. 456 Grove Street Ms. Fink presented a Minor Project permit for a deck. Mr. Finch moved to accept the project. Ms. Meier seconded. Voted 5-0 in favor. 28 Francis Drive The Commission reviewed an as-built site plan. Mr. Finch moved to accept the plan and close the file for the swimming pool. Ms. Longley seconded. Voted 5-0 in favor. Ms. Fink reported that planting had not yet commenced. The Commission asked her to contact the owner if work does not begin by the end of the week. Minutes, Reading Conservation Commission, September 10, 2003 735 Haverhill Street Ms. Fink reported a new beaver dam across Bare Meadow Brook on the eastern side of Haverhill Street, threatening to flood several houses. Mr. Finch reported additional dams along the stream between Haverhill Street and Main Street. 7:30 p.m. Public Hearing, Notice of Intent, 422 Grove Street, DEP 270-406, RGB 2003-33 Procedures read, attendance sheet circulated, Commission introduced. John Tilton, Hayes Engineering, presented a revised site plan dated September 5, 2003. Changes were made in proposed grading and drainage structures. The Commission reviewed and amended the draft Findings and Conditions. Ms. Longley moved to close the public hearing. Mr. Goulet seconded. Voted 5-0 in favor. Mr. Finch moved to issue the Order of Conditions with the Findings and Conditions as amended tonight. Ms. Meier seconded. Voted 5-0 in favor. 7:40 p.m. Public Hearing, Notice of Intent, 3 Zachary Lane, DEP 270-411, RGB 2003-41 Procedures read, attendance sheet circulated, Commission introduced. Mr. Cavanaugh, engineer for project, present a revised site plan. The staircase on the back deck was moved to be out of the 35' setback. Changes were made in impervious - cover and the infiltration design. The Commission went over the draft Findings and Conditions for the Order of Conditions. Ms. Fink said the verbal comment from the Town Engineer was that the drainage design had no problems. The Conditions were amended. Mr. Finch moved to close the Public Hearing. Mr. Goulet seconded. Voted 5-0 in favor. Mr. Goulet moved to issue the Order of Conditions with the Findings and Conditions as amended tonight. Ms. Longley seconded. Voted 5-0 in favor. 7:50 p.m. Public Meeting, Request for Determination of Applicability, 57 Longwood Road, RGB 2003-42 Procedures read, attendance sheet circulated, Commission introduced. Applicant Mr. Tran was present. Al Kopek, representative from McKenzie Engineering, was also present. Engineer described the proposal for the new house and driveway. The applicant is proposing under 5,000 s/f of disturbance in the Riverfront Area. There will be drainage swales down both sides of the driveway and a roof infiltration system. Ms. Fink gave out and reviewed comments from Town Engineer, Joe Delaney, about the drainage system and other matters. The Chairman asked for any public comment. Minutes, Reading Conservation Commission, September 10, 2003 A resident asked how much tree clearing around the back of the house? The applicant responded trees will be cleared 35'-40' beyond the back. They will construct a retaining wall for a flat back yard and possible future swimming pool. Tony Covino, Kelch Road abutter, asked whether site abuts Longwood Farm site. Answer was yes. Mr. Covino was concerned about drainage coming from future development. The Commission said the DEP policy will govern that work. Mr. Finch said main concern of Commission is runoff from site into Riverfront Area. Mr. Greene asked about a maintenance plan for the drainage system. Ms. Fink said that it would be included in the conditions. Abutter to the east asked whether proposed grading would prevent water from flowing onto his land. Engineer said that it would. The Commission reviewed and amended draft Findings and Conditions. Mr. Finch moved to make a negative determination for 57 Longwood Ave, RGB 2003- 42 subject to the Findings and Conditions as amended tonight. Mr. Goulet seconded. Voted 5-0 in favor. 8:00p.m. Public Meeting, Request for Determination of Applicability, 539 Pearl Street, RGB 2003-43 Procedures read, attendance sheet circulated, Commission introduced. Mr. Pelusi, applicant, was present. Mr. Greene went over the site visit with the Commission. There was concern among the Commission on whether the stairs behind the garage were being removed. Mr. Pelusi stated he had not made a final decision on the stairs. He was also considering a wooden deck around the pool instead of concrete. He stated that the propane tank has small concrete footings. The existing garage will become the family room, the garage doors will become the windows and some vegetation will be put there. A portion of the existing driveway can be removed to offset the proposed driveway extension to the new garage. Roof water infiltration can be provided. The Commission reviewed and amended draft Findings and Conditions. Mr. Finch moved to make a negative determination for RGB 2003-43, subject to the Findings and Conditions as amended tonight. Ms. Longley seconded. Voted 5-0 in favor. 8:1Op.m. Public Hearing, Request for Amendment to Order of Conditions, DEP 270-353, - RGB 2001-11,1375 Main Street Partners Procedures read, attendance sheet circulated, Commission introduced. Minutes, Reading Conservation Commission, September 10, 2003 Donald Van Dyne, developer, presented a plan revision to increase the limit of impervious cover to 40.2% (as presently constructed) with an offer of off--site mitigation. He stated that the Town Engineer had determined that the present infiltration system has adequate capacity. Mr. Greene discussed the Commission's site visit and asked whether the curve in the new retaining wall was on site or on abutter's land. Mr. Van Dyne stated that it was on the abutter's land, with his permission. Ms. Fink reported that the Zoning Board of Appeals had approved the change under the Comprehensive Permit. She had a copy of the approval. She also read a memo from the Town Engineer concerning the change. Mr. Finch moved to approve the proposed revisions as an insignificant plan change under the Order of Conditions. Ms. Longley seconded. Voted 4-1-0, and the motion passed. New Elementary School, Sunset Rock Lane Ms. Fink reported a recent site visit, and said pavement will be going down today and the detention basins will be graded and planted next week. 69 Eastway The applicant lost the original Certificate of Compliance and the Commission reissued it. 201/275 Salem Street At the applicant's request, the Commission issued a revised Order of Conditions with corrected recording information. Pondview Lane The Commission reviewed a revised plot plan for work on Lot 1. Mr. Finch moved to approve the revision as an insignificant change under the Order of Conditions for the subdivision. Mr. Goulet seconded. Voted 5-0 in favor. 45 Park Avenue After a site inspection report, Ms. Meier moved to close the Minor Project file. Mr. Goulet seconded. Voted 5-0 in favor. 49 Grey Coach Road A final report was received regarding cleanup of fuel oil. The Commission will send a letter to the owner requesting an application for a Certificate of Compliance. 18 Symonds Way The new house is under construction. Ms. Fink did a site visit and will follow up with the applicant. Minutes, Reading Conservation Commission, September 10, 2003 Minor Project and Determination Files The Commission reviewed site inspection reports for the following locations where work had been carried out under Minor Project or Determination permits: 11 Nelson, 31 Tennyson, 39 Pine Ridge, 128 Van Norden, 60 Willow, 32 Lucy, 15 Lucy, I General, 93 Fairchild, 7 Intervale, 1 Lakeview, 43 Woodland, 42 Lawrence, 45 Park, 39 Old Farm, 44 Batchelder, 28 Haystack, 193 Bancroft, 11 Leaning Elm, and 215 Pearl. Ms. Meier moved to close all files. Ms. Longley seconded. Voted 5-0 in favor. Fran Fink asked the Commission if they had any questions they wanted to put on the Fincom questionnaire. They did not. The Commission decided the change the site visits to Sunday mornings at 9:00 a.m. The Commission voted 5-0 to use the Wetland Fee Fund to pay for individual Commission members to attend the MACC Fall Workshops. Ms. Meier moved to adjourn the meeting at 9:50p.m. Mr. Goulet seconded. Voted 5-0.
