J Selectman's Meeting Room, Town Hall A~ October 8, 2003 . w J Present: Harold Hulse, William Hecht, William Finch, Doug Greene, Rebecca Longley, Commissioners, Fran Fink, Administrator, Leo Kenney, Consultant and Linda Boutoures, Recording Secretary The meeting was called to order at 7:00 p.m. Old/New Business Timothy's Place - DEP 270-322, RGB 1999-24 Joe Phelan, Peter Zanni, (developers) and Andy Bramhall (surveyor) were present. A revised as-built site plan and letters were received. Ms. Fink reviewed her memorandum and reported recommendations from the Town Engineer. The catch basins were installed without the approved deep sumps. A deep sump drain manhole could be installed in the roadway shoulder between the catch basins and the detention system. The Town Engineer prefers not to cut the roadway pavement. Good long-term maintenance is recommended. The Commission discussed whether further water quality testing was useful and reviewed the continuing conditions in the original Order. They revised the continuing conditions to reflect present concerns. They requested that the site plan be revised to exclude the abandoned right-of-way and include the new lot line between the land donated to the town and the house lot. . Ms. Longley moved to waive the 4' sump in catch basins and not to require additional drainage structures. Mr. Hecht seconded. Vote 4-0 in favor. The matter was continued to October 22, 2003. 7:30p.m. Request for Determination of Applicability, 29 & 37 Frank Tanner Drive, RGB 2003-48 Procedures read, attendance sheet circulated, Commission introduced. Lyn Whyte was present for the Housing Authority and requested the removal of 15 trees along the western lot line. Mr. Greene discussed the site visit on Sunday. Three trees that were in question were an ash, a large silver maple, and a Norway maple. These could just be limbed and then would not jeopardize the roofs. Ms. Whyte stated that there is also a concern about moisture and mold and excess shade, not just the roofs. Minutes, Reading Conservation Commission, October 8, 2003 The Commission reviewed and amended draft findings and conditions, and decided that the 3 trees should only be limbed. No cutting should be done until Commission members can go back and mark the trees. Ms. Longley moved to issue a negative Determination subject to the Findings and Conditions as amended this evening. Mr. Hecht seconded. Voted 4-0 in favor.. Old/New Business 1375 Main Street Donald Van Dyne was present. Mr. Greene and others reported on the site visit on Sunday. The curbs had been extended and the washed out lawns had been filled, seeded, and covered with erosion control mats. A drain pipe is exposed between Units 6 and 7. There is some erosion under several gutters, especially units 5 and 6. There is some asphalt in the catch basin grate on Main Street. The downspout at Unit 1 is crimped at the bottom. There is erosion around the stones in the rip-rap wall next to Main Street, and part of the wall may be in the MHD right-of-way. The elevation of the foundation of Unit 1 and the land between the unit and Main Street is higher than approved. Fill comes right up near the siding on some units. Some areas still have sparse grass. The Commission asked the developer to address these problems. A letter will be sent. 34 Mill Street - Enforcement Order Mr. Hannabury, the owner, was.present. He stated that he had hydroseeded the area to re-establish the lawn and had move the rocks. William Finch moved to approve planting plan as amended. William Hecht seconded. Voted 4-0 in favor. Greenhouse Acres William Toppi & Ray Ciccario, abutters to Walkers Brook Crossing, expressed concern regarding the dead trees in the wetlands because of the beaver dam. The Commission discussed several possible options, but took no action. Transfer from Wetland Fee Fund to Operating Budget William Finch moved to transfer $15,830 to Conservation Operating Budget from the Wetland Filing Fee Fund. William Hecht seconded. Voted 4-0 in favor. 24 Plymouth Road William Hecht moved to accept a minor project permit for a deck. William Finch seconded. Voted 4-0-0. Castine Field The Commission discussed the present management of water levels in this field. Mr. were sundew and fairy shrimp there. The toad population has suffered because the Minutes, Reading Conservation Commission, October 8, 2003 boards are removed before their tadpoles can mature. It would be best to wait until mid- June before removing the boards. Gas line to Elementary School (Sunset Rock Road) Ms. Fink reported that the School Department and the gas company have agreed to lay the pipe in Dividence Road, as originally planned. Walkers Brook Drive to Ash Street Ms. Fink reported several problems during recent site visits and that she was working with the contractor to resolve them. 8 Morgans Park Fran will send letter about discharge of sump pump away from wetlands. 473 Lowell Street The Commission received an infiltration system design and will ask Joe Delaney to review it. 44 Pitman Ms. Fink reported that she sent a letter to. the previous owner concerning the shed. 201/275 Salem Street Ms. Fink went over report from Lightship Engineering. Minutes William Hecht moved to accept the minutes of July 9th, July 23rd and August 13th. William Finch seconded. Voted 4-0 in favor. Hunting Policy Ms. Fink passed out notices. Fran has had several hunters calling and coming in regarding the policy. Fran Fink said they need to go around and take down signs and put up new ones. 318 South Street and 321 Haverhill Street Ms. Longley gave site visit reports. The Commission voted 4-0 to close the files for these projects. Rebecca Longley moved to adjourn the meeting at 9:50p.m. Kelley Meier seconded. Voted 4-0-0
