The meeting was called to order at 7:00 p.m.
Lob's Pound Mill Conservation Area. Mill Street, Public Hearing, Notice of Intent,
DEP 270-418, RGB 2004-2
The Commission had not yet received comments from MA Natural Heritage and
Endangered Species Program. There was no other additional information submitted.
Mr. Hecht moved and Ms. Longley seconded to continue the public hearing to February
25, 2004 at 7:20 PM. Voted 5-0 in' favor.
Old/New Business
Pondview Lane, DEP 270-45, RGB 2000-52
The Commission has not heard back from developer concerning recent letters. Ms. Fink
will keep trying to contact him.
422 Grove Street, DEP 270-406, RGB 2003-33
The Commission reviewed a foundation as-built plan and letter send to the owner. Ms.
Fink reported that the owner had called in response to the letter and expects to submit
further information for the February 25, 2004 meeting.
Reading Memorial High School, 82 Oakland Road, Public Hearing, Notice of Intent,
DEP 270-416, RGB 2003-51
The Commission reviewed the draft Findings and Conditions to be attached to an Order
of Conditions with representatives from the High School. The parties reached agreement
on several amendments.
Mr. Finch moved and Mr. Hecht seconded to close the public hearing. Voted 5-0 in
favor.
Ms. Meier moved and Mr. Hecht seconded to grant a variance for a reduced setback
under Section 3.13.5 of the Reading Wetlands Protection Regulations for work to
redevelop the football field and track. Voted 5-0 in favor.
Ms. Longley moved and Mr. Hecht seconded to issue the Order of Conditions permitting
the work with the Findings and Conditions as amended this evening. Voted 5-0 in favor.
Archstone Reading, 40-70 West Street, Public Hearing, Notice of Intent, DEP 270-
412, RGB 2003-46
The Commission reviewed the draft Findings and Conditions to be attached to an Order
of Conditions with representatives from Archstone. The parties reached agreement about
most items. Questions remained about the setbacks for the level spreaders on the western

side of the site, an additional BVW delineation near South Street, improvements in West
Street, groundwater elevations at Detention Basin #1, and other matters that could not be
resolved without further information.
Mr. Hecht moved to continue the hearing to February 25, 2004 at 8:30 PM. Ms. Longley
seconded. Voted 5-0 in favor.
Old/New Business
Governor's Drive Local Initiative Project
The Commission reviewed a draft memorandum to the BOS, Ms. Longley moved and
Mr. Hecht seconded to send the memorandum as drafted. Voted 5-0 in favor.
16 Bolton Street, Violation
Ms. Fink reported that construction including excavation was underway at 16 Bolton
Street in Buffer Zone and Riverfront Area without a permit. The Building Inspector had
issued a Cease and Desist Order. Last April she had explained the NOI process to a man
who wanted to put an addition on the building. The Commission directed her to find out
the name of the person doing the work from the Building Inspector, send a letter ordering
an immediate site visit and setting of erosion controls and filing of a NOI. If the person
is the same as last April, a fine of $300 should also be sent.
Charles Street Cemetery
Ms. Fink reported that she had given permission to Ray Boyd to cut and remove four
dead red maple trees from Charles Street Cemetery for a Boy Scout project, provided that
Bob Keating also approved the work.
Minutes
Ms. Meier moved to approve the minutes of October 22 and December 3, 2003 and the
minutes of January 14, 2004 as drafted. Mr. Hecht seconded. Voted 5-0 in favor.
Meeting adjourned at 10:30 PM.
