Present: Doug Greene, Kelley Meier, Jamie Maughan, Will Finch, Bill Hecht, and
Rebecca Longley, Commissioners; Fran Fink, Administrator
The meeting was called to order at 7:00 p.m.
Old/New Business
7 Beaver Road, Order of Conditions, DEP 270-420, RGB 2004-5
Mr. and Mrs. Lydecker, the applicants, were present. The Commission reviewed draft
Findings and Conditions.
Mr. Hecht moved to issue an Order of Conditions with the Findings and Conditions
attached as drafted. Ms. Meier seconded. Voted 6-0 in favor.
58 Lawrence Road, Order of Conditions, DEP 270-419, RGB 2004-4
Dave Johnson, applicant, was present. The Commission reviewed draft Findings and
Conditions.
Mr. Finch moved to issue an Order of Conditions with the Findings and Conditions
attached as drafted. Ms. Longley seconded. Voted 6-0 in favor.
48 Whittier Road, Order of Conditions, DEP 270-410, RGB 2003-27
Dave Johnson, applicant, requested that the Commission sign of on the request for
Certificate of Occupancy. The Commission reviewed reports on the present condition of
the site. Some grading, completion of the driveway, landscaping, and the as-built site
plan remain to be completed, after planting season arrives.
Mr. Finch moved to authorize the Conservation Administrator to sign off on the
Occupancy request, pending receipt of a surety in the amount of $5000 to guarantee
completion of the remaining work. Mr. Hecht seconded. Voted 6-0 in favor
Longfellow Road - Lot 45, DEP 270-415, RGB 2003-52
Angela Taibbi, applicant, was present. She asked for information about the appeals
processes under MGL, Ch. 131, s. 40 and under RGB, Section 5.7. The Commission
provided information about where, how, and when to file appeals. Ms. Taibbi left the
meeting.
The Commission reviewed and amended draft Findings and Conditions.
Mr. Hecht moved to issue an Order of Conditions denying the proposed project with the
Findings attached as amended this evening. Ms. Longley seconded. Voted 6-0 in favor.
87 Walkers Brook Drive, Order of Conditions, DEP 270-346, RGB 2001-3
Mark Gallant, attorney for the applicant, was present and requested an Extension Permit.
He stated that work was not likely to commence this year, but might commence next
year. The Commission reviewed the proposed work for the benefit of the new
Commissioners present.
Mr. Hecht moved to issue an Extension Permit for three additional years.
Ms. Longley seconded. Voted 6-0 in favor.

Barrows Elementary School, Edgemont Avenue, DEP 270-414, RGB 2003-49
No one was present for the applicant. Ms. Fink reported that the engineer, Josh Alston
had phoned and had no objections to the draft Findings and Conditions. The Commission
reviewed draft.
Ms. Longley moved to issue an Order of Conditions with the Findings and Conditions
attached as drafted. Mr. Hecht seconded. Voted 6-0 in favor
Adams Way Subdivision, Order of Conditions, DEP 270-333, RGB 2000-8
The Commission reviewed the status of work, which is incomplete. The developer has
not responded to recent attempts to reach him by phone or mail. The Commission
reviewed and amended a draft Enforcement Order.
Mr. Hecht moved to issue the Enforcement Order as amended this evening. Ms. Meier
seconded. Voted 6-0 in favor
Copies of the Enforcement Order will be sent to the two lot owners with a cover letter
explaining their responsibilities and possible responses. The Administrator will confer
with the Town Engineer and Town Planner concerning status of work under the
subdivision permit.
Public Hearing
1 General Avenue, ANRAD, DEP 270-421, RGB 2004-6
The Chairman opened the hearing.
Chris Sparages and Peter Ogren of Hayes Engineering, Mark Favaloro, attorney, and Paul
Caggionao of Danis Properties were present for the applicant.
The site visit had been postponed due to snow. A site visit was scheduled for April 4,
2004 at 9 AM.
Mr. Sparages presented a revised map of the watershed based upon information from the
Town Engineer concerning street drains and topography. He determined that the area of
the watershed for the on-site stream was 0.32 square mile, and thus did not meet the
definition of a perennial stream..
Ms. Fink had also analyzed the watershed and arrived at a similar figure. She also
reported that the stratified drift deposits in the watershed did not meet the definition of a
perennial stream.
The Commission asked about the drainage from the Parker Middle School and
Washington Street area, and Mr. Sparages and Ms. Fink indicated the relevant drainage
patterns.
Mr. Sparages reported that Hayes had completed BVW flagging on the northern side of
the site and along the full length of the stream bank.
Mr. Hecht moved to issue continue the public hearing to April _14, 2004 at 7:45 PM. Ms.
Long ley seconded. Voted 6-0 in favor.

Harold Avenue PRD, Conservation Restriction
Comments had not been received from Town Counsel and the Commission took no
action.
80 New Crossing Road, Order of Conditions, DEP 270-298, RGB 1998-1, and DEP
270-285, RGB 1996-9
A site visit was scheduled for April 4, 2004. The previous visit had been postponed due
to snow.
9 Mill Street, North Reading, Notice of Intent
There was no new information or submittal for this matter. The North Reading
Conservation Commission will continue the public hearing on April 27, 2004.
211 Pearl Street, Order of Conditions, DEP 270-396, RGB 2003-15
The Commission reviewed a site inspection report.
Mr. Finch moved to issue a Certificate of Compliance for the project. Mr. Hecht
seconded. Voted 6-0 in favor.
Mr. Finch moved to release the bond in the amount of $5000.00. Ms. Meier seconded.
Voted 6-0 in favor.
14 B Street, Minor Project Permit
Ms. Meier moved to approve the minor project at 14 B Street. Mr. Hecht seconded.
Voted 6-0 in favor.
13 Smith Avenue
Ms. Fink reported a disagreement between the owners of #13 and #9 Smith Avenue
concerning trimming a tree. The owner of #13 will probably file a Request for
Determination soon.
10 Whittier Road, Determination of Applicability, RGB 2004-7
Ms. Fink reported that construction had commenced without the pre-construction
inspection. She had contacted the owner and contractor and had required the erosion
barrier to be properly set.
210/275 Salem Street, Comprehensive Permit Application
The Commission reviewed a draft memorandum to the Zoning Board of Appeals.
Mr. Greene moved to send the memorandum as drafted. Mr. Hecht seconded. Voted 6-0
in favor.
Minutes, November 19, 2003 and January 28, 2004
The Commission reviewed and amended draft Minutes for November 19 and January 28.
Mr. Finch moved to accept the Minutes for both dates as amended this evening. Ms.
Longley seconded. Voted 6-0 in favor.
Minutes, Reading Conservation Conunission, March 24, 2004
Walkers Brook Crossing, Notice of Project Change, MEPA
The Commission reviewed the Notice of Project Change and took no action on it.
Town Meeting
The Commission discussed preparations for the April Town Meeting, particularly the
Article concerning use of bow and arrow.
248 Main Street, Order of Conditions, DEP 270-296, RGB 1997-35
The Commission reviewed the status of work under the Order and found it incomplete.
The Order has expired. The Commission asked the Administrator to draft an
Enforcement Order for the remaining work and place the matter on the April 14 agenda.
306 Main Street, Getty Station
A report was given that an "opening soon" sign had been posted at the station. The
Administrator will find out whether the station has changed hands.
1364 Main Street, Wingate, Orders of Conditions, DEP 270-117, RGB 1984-3 and
DEP 270-387, RGB 2003-4
A reminder will be sent to the owner that work remains to complete the old Order of
Conditions and should be carried out this summer.
