Present: Doug Greene, Chairman, Will Finch, Bill Hecht, and Jamie Maughan,
Commissioners; Fran Fink, Administrator
The meeting was called to order at 7:00 p.m.
Old/New Business
Adams Way, Order of Conditions, DEP 270-333, RGB 2000-8
The North Reading Post office returned recent letters from the Commission because the PO
Box had closed.
Bill moved to take the bond in full to complete the work under the Order. Will seconded.
Voted 4-0 in favor.
Wood End School, Order of Conditions, DEP 270-341, RGB 2000-38
The Commission agreed on use of a seed mix in the detention basin.
Walkers Brook Crossing, Amended Order of Conditions, DEP 270-352, RGB 2001-14
The Commission had not yet received foundation as-builts, and Chili's and Jordan's
hazardous material handling policies. The Commission had inspected the site on July 27.
Will moved to authorize the Administrator to sign off on Occupancy for Home Depot
pending receipt of the documents. Bill seconded. Voted 4-0 in favor.
37 Latham Lane, Order of Conditions, DEP 270-357, RGB 2001-20
Will moved to issue an Extension Permit for two additional years. Bill seconded. Voted 4-
0 in favor.
Arrow Circle
The Commission had inspected the Town Conservation land recently and asked that "no
dumping" letters be sent to residents.
Tennessee Gas Main
The Commission reviewed a notice from Tennessee Gas of pending work east within the
easement of Haverhill Street and between Main and Grove Streets to repair the pipeline.

Petah Stieger called in response to a recent letter. The matter will continue to August 18,
2005.
48 Whittier Road, Order of Conditions, DEP 270-401, RGB 2003-27
The owner did not submit an as-built plan. The Commission will place the request for
Certificate of Compliance and bond release on the next agenda after the plan arrives.
320 Haverhill Street, Order of Conditions, DEP 270-386, RGB 2003-2

29 Dividence Road, Order of Conditions, RGB 2003-45
Will moved to accept the proposed planting plan and to authorize the Administrator to sign
off on Occupancy. Bill seconded. Voted 4-0 in favor.
107 Howard Street, Order of Conditions, DEP 270-207, RGB 1989-35
Bill moved to issue a Certificate of Compliance for this lot under the Order of Conditions
for the subdivision. Will seconded. Voted 4-0 in favor.
YMCA, Order of Conditions, DEP 270-304, RGB 1998-16
Fran reported that she is working with Town Counsel and the YMCA's lawyer on final
wording of the Grant of Conservation Restriction.
Public Hearing, Notice of Intent, 26 Gleumere Circle, DEP 270-426, RGB 2004-20
At the request of the applicant, the hearing was continued without opening to August 26,
2004, at 7:30 PM.
Public Meeting, Request for Determination of Applicability, 85 Batchelder Road, RGB
2004-26
Mr. and Mrs. Camenker, applicants, presented a plan to build a second story addition and
farmer's porch on their house. The Commission reviewed draft Findings and Conditions.
Will moved to issue a negative Determination with the Findings and Conditions as drafted.
Bill seconded. Voted 4-0 in favor.
Commission Officers
Will moved to elect Bill Hecht as Chairman for the coming year. Jamie seconded. Voted 4-
0 in favor.
Bill moved to elect Will Finch as Vice Chairman for the coming year. Jamie seconded.
Voted 4-0 in favor.
Public Hearing, Notice of Intent, Danis Properties, I General Avenue, DEP 270-428,
RGB 2004-22
The Chairman opened the hearing. George Danis, applicant, Paul Caggiano, Chris
Sparages, engineer, and Mark Favaloro, attorney, were present.
The Commission and applicant received two memoranda from Joe Delaney, Town
Engineer, dated July 12 and July 28. They also received a memorandum from Fran Fink
dated July 28, and she reviewed it during the hearing.

was working on for the drainage design. He stated that the wetland replication plan was
also being revised. The revisions will be submitted to the Commission and CPDC in the
near future.

The Commission asked a number of questions about the details of the design, and Mr.
Sparages provided answers. The Commission directed him to consider a number of factors
in making the final revisions. The Commission will visit the site on August 17 if revised
plans are submitted before that date.
An abutter asked about saving vegetation at the entrance and Mr. Sparages described the
planting plan.
Will moved to continue the hearing to August 25, 2004 at 8:00 PM. Bill seconded. Voted
4-0 in favor.
Public Hearing, Notice of Intent, 311 Haverhill Street, DEP 270-429, RGB 2004-24
Doug opened the hearing. Mary Grimmer, applicant, was present.
The Commission reviewed a site visit report and draft Findings and Conditions.
Bill moved to close the public hearing. Will seconded. Voted 4-0 in favor.
Will moved to issue an Order of Conditions for the proposed work with the Findings and
Conditions as drafted. Bill seconded. Voted 4-0 in favor.
15 Timothy Place, Request for Amended Order of Conditions, DEP 270-398, RGB
2003-16
Doug opened the hearing. Nick Diranian, applicant, and Brian Beecher, contractor, were
present.
Fran reported observations from a site visit, including concerns about possible disruption of
the roof infiltration system by the excavation for the upper retaining wall. Roof drain pipes
have been exposed.
The Commission reviewed a proposal to expand the existing deck, along with other
amendments. They directed the applicant to provide a site plan drawn to scale and to meet
the standard 35-foot setback.
Will moved to continue the hearing to August 18, 2004, at 7:45 PM. Bill seconded. Voted
4-0 in favor.
Executive Session - Longfellow Road
Bill moved to enter executive session to discuss matter related to the appeal of the Order of
Conditions issued by the Commission. Jamie seconded. Bill, Will, Doug, and Jamie voted
in favor.
At the end of the executive session, Bill moved to leave executive session. Jamie seconded.
Bill, Will, Doug, and Jamie voted in favor.
MACC Dues
Will moved to pay dues for the fiscal year to MACC for present members and the
Administrator. Bill seconded. Voted 4-0 in favor.

Fran reported that the work was complete and the site was stable.

Fran reported that the work was complete and the site was stable.

Minutes July 19, 2004
Bill moved to accept the Minutes of July 19, 2004 as drafted. Jamie seconded. Voted 4-0 in
favor.
Longwood Road Access
The Commission discussed the status of the driveway to the Peterson house and the sewer
pump station project in the Town land at the end of Longwood Road. Mr. Peterson and the
Town Engineer will be contacted.
45 Park Street
The Commission received a complaint concerning dead trees from a fire at the Pinevale
Conservation Area. Bob Keating will be contacted to remove any dangerous trees or limbs.
Carnation Circle
The Greenhouse Acres Condominium has offered to donate a parcel of land between the
condominium and Arrow Circle to the Town for Conservation purposes. Certain details
related to easements, trustees, and other matters need to be clarified.
Bill moved to approve the concept of the gift, pending further details as to the status of the
land. Jamie seconded. Voted 4-0 in favor.
Master Plan
Will reported that the Town's consultant is about to publish the first report.

Bill moved to approve a proposed planting plan for the project, Jamie seconded. Voted 4-0
in favor.
The meeting adjourned at 11:30 PM.
