The meeting was called to order at 7:00 p.m.
Old/New Business
Wood End School, Order of Conditions, DEP 270-341, RGB 2000-38
Superintendent Pat Schettini, Josh Alston (Judith Nitsch Engineering), Gautam Sundaram
(Geller Associates), and Sam Bird (Flansburgh) were present to discuss the status of work
'and proposed plan revisions at the new elementary school.
Mr. Alston presented a design to modify the northwest detention basin to help prevent
prolonged ponding in the basin. Mr. Sundaram presented a proposed planting plan. The
Commission asked questions about construction methodology and timing, performance and
maintenance. The Commission suggested alternative means to deal with the ponding
problem.
The Commission discussed concerns about erosion within the bus turn-around loop due to
poor turning radius and low curb height. They also asked about modifying FES #5 where
erosion is also a problem, and addressing various other problems at the site.
The School representatives agreed to address the problems raised, but would not be able to
complete the work before the School Department needs occupancy.
Will moved to authorize the Administrator to sign off on Occupancy. Doug seconded.
Voted 4-0 in favor.
Public Hearing, Notice of Intent, 26 Glenmere Circle, DEP 270-426, RGB 2004-20
At the request of the applicant, the hearing was continued without opening to September 29,
2004, at 7:30 PM.
Public Hearing, Notice of Intent, 3 Line Road, RGB 2004-27
Bill opened the public hearing.
Debbie Leona and Steve Madugno, applicants, were present. They described the plan to
demolish the existing house and build a new one at 3 Line Road. The ZBA has granted
front and side lot line setbacks on the undersized lot.
The Commission asked questions about the depth of the basement with respect to the
elevation of Walkers Brook and recommended a soil test. The Commission considered RFA
standards, impervious cover, setbacks, flood elevations, existing trees, driveway layout,
--easements and fencing. They asked for a revised site plan to clarify the proposed work:

Public Hearing, Notice of Intent, Danis Properties, I General Avenue, DEP 270-428,
RGB 2004-22,
Bill opened the hearing. Paul Caggiano, Danis Properties, Chris Sparages, engineer, and
Mark Favaloro, attorney, were present for the applicant.
Mr. Sparages presented a draft version of a revised site plan and described revisions that he
was working on for the drainage design. He stated that the wetland replication plan was
also being revised. Additional topographic information has been collected at the adjacent
Boston Stove site. The revisions will be submitted to the Commission and CPDC in the
near future. He reported that CPDC reviewed a plan for the operation of the proposed skate
park recently.
The Commission asked questions about the skate park drainage plans, lighting plans,
planting plans, the proposed bridge over the stream, impervious cover, and what would
happen to the skate park after three years. Mr. Sparages said it would become a parking lot.
The Commission noted that the design would require a variance of the 35-foot setback for
structures, and the applicant must submit a written request for variance.
Helen Evans, 128 John Street, asked about lighting.
Andy Bramhall, 11 John Street Court, said the park would probably not operate during snow
season. He also noted existing problems with abuse of the site.
Al Barreto, 216 Washington Street, asked about proposed access routes and whether the
- project would increase local flooding problems.
Mark Giordina, 103 Village Street, asked about proposed use of the building.
Mary Barreto, 216 Washington Street, and Peggy Roberts, 85 John Street,
asked about traffic impacts. The Commission stated that CPDC would review traffic.
Ed Chisolm, 3 Beech Street, asked about visual screening. Mr. Sparages said it would be
vegetation.
Mr. Sparages stated that he would submit revised materials in time for the next packet.
Doug moved to continue the hearing to September 8, 2004 at 8:15 PM. Will seconded.

80 New Crossing Road, Order of Conditions, DEP 270-285, RGB 1996-9
The Commission reviewed and as-built plan and letter from the engineer. The present flood
storage area does not provide adequate compensation for the volume filled. The
Administrator will contact the engineer.
Maplewood Village, Salem Street, Order of Conditions, DEP 270-402, RGB 2003-28
The Commission reviewed a plan for restoration of the wetland and buffer zone area
disturbed by the hazardous waste removal project. The Commission asked for changes in
two species and changes in the planting methodology. A letter will be sent to the applicant.

The Commission received a site inspection report and reviewed a proposal to substitute
"Hydroworks" units for the proposed "Stormceptor" units. The proposed inverts need to be
clarified.

Will moved to accept the change in product, subject to clarification of the inverts. Doug
seconded. Voted 4-0 in favor.
40 Harvest Road, Order of Conditions, DEP 270-417, RGB 2003-53
The Commission reviewed a site inspection report.
Jamie moved to authorize the Administrator to sign off on Occupancy. Doug seconded.
Voted 4-0 in favor.
115 Charles Street, Order of Conditions, DEP 270-367, RGB 2002-3
The Commission reviewed a site inspection report. The buffer zone has been planted, but
there is a question about the amount of impervious cover on the site. The applicant will be
asked to provide an as-built site plan.
18 Symonds Way, Order of Conditions, DEP 270-390, RGB 2003-7
The Commission reviewed a site inspection report and as-built site plan.
Will moved to issue a Certificate of Compliance for the project. Doug seconded. Voted 4-0
in favor.
Will moved to release the bond in the full amount of $5,000.00. Jamie seconded. Voted 4-0
in favor.
40 Timberneck, Determination of Applicability, RGB 2003-32
The Commission reviewed a site inspection report.
Jamie moved to authorize the Administrator to sign off on Occupancy. Doug seconded.
Voted 4-0 in favor.
Site Visit Reports
Fran reported that work has commenced at 107 Walnut Road, Hunt Park Playground,
and the water main easement from Ash Street to Walkers Brook Drive. Johnson Woods
is working on pre-construction requirements.
Minor Project Permits
Doug moved to accept minor project permits for work at 29 Partridge Road (shed), 63 Dana
Road (tree removal), and 59 Dana Road (tree removal). Will seconded. Voted 4-0 in favor.
553 Haverhill Street, Order of Conditions, DEP 270-409, RGB 2003-38
The Commission reviewed a plan revision for the location of an above-ground propane tank
for the new house.
Will moved to approved the plan as an insignificant change under the present. Order of
Conditions, subject to Fire Department approval. Doug seconded. Voted 4-0 in favor.
37 Latham Lane, Order of Conditions, DEP 270-357, RGB 2001-20
The Commission reviewed a new report on the status of clean-up after an oil spill at the site.
Conditions are improving.

Pondview Lane, Order of Conditions, DEP 270-345, RGB 2000-52
The Commission reviewed the foundation as-built for Lot 9.
87 Walkers Brook Drive, Order of Conditions, DEP 270-346, RGB 2001-3
Fran reported a recent inspection with a landscape company. The owner wants to remove
two trees near the street in front of the gas station. Fran will review property boundaries and
send a letter to the owner.
