September 8, 2004 1ffi ,iwvN 20 P 00 Present: Doug Greene, Chairman, Will Finch, Bill Hecht, and Becky Longley, Commissioners; Fran Fink, Administrator The meeting was called to order at 7:00 p.m. Old/New Business: Johnson Woods Condominium, 468 West Street, 6 Kelch Street, Order of Conditions, DEP 270-424, RGB 2004-10 Mr. Gargano and Mr. Savarino presented a revised site plan for a single-family house off Longwood Road. Mr. Greene moved to accept the plan as an insignificant plan change under the Order of Conditions for Johnson Woods. Ms. Longley seconded. Voted 4-0 in favor. 80 New Crossing Road, Order of Conditions, DEP 270-285, RGB 1996-9 The Commission reviewed a draft Enforcement Order for completion of work under the 1996 Order of Conditions. They noted that the parking lots need to be swept and the catch basins need to be cleaned. Mr. Finch moved to issue the Enforcement Order. Mr. Greene seconded. Voted 4-0 in favor. 7 Beaver Road, Order of Conditions, DEP 270-420, RGB 2004-5 The Commission reviewed a proposed planting plan and amended it. Mr. Finch moved to accept the plan as amended. Ms. Longley seconded. Voted 4-0 in favor. 48 Whittier Road, Order of Conditions, DEP 270-401, RGB 2003-27 The Commission reviewed an as-built site plan and surveyor's letter. They noted the letter had an incorrect street address and asked for a revised letter. Mr. Finch moved to issue the Certificate of Compliance. Mr. Greene seconded. Voted 4- 0 in favor. Mr. Finch moved to release the bond in the full amount of $5000.00. Ms. Longley seconded. Voted 4-0 in favor. Public Hearing, Notice of Intent, Harry Gresek,1503 Main Street, DEP 270-425, RGB 2004-15 _ The Chairman opened the hearing. No one was present for the-applicant. The Commission - - - reviewed and amended the draft Order of Conditions. Minutes, Reading Conservation Commission, September 8, 2004 Mr. Finch moved to issue the Order as amended. Ms. Longley seconded. Voted 4-0 in favor. Public Hearing, Request to Amend Order of Conditions, Nick Diranian, 15 Timothy Place, DEP 270-398, RGB 2003-16 At the request of the applicant, the hearing was postponed to September 29, 2005 at 7:45 PM. Public Hearing, Notice of Intent, Debbie Leona, 3 Line Road, RGB 2004-27 The Chairman opened the hearing. Steve Madugno was present. The Commission reviewed the revised site plan and comments from the Administrator. They discussed possible removal of a tree, fence location, buffer zone/RFA restoration. They asked the applicant to revise the plan to show elevations based on NGVD. They asked the Administrator to draft an Order of Conditions for the next meeting. Mr. Finch moved to continue the hearing to September 29, 2004, at 8:00 PM. Ms. Longley seconded. Voted 4-0 in favor. Public Hearing, Notice of Intent, Danis Properties, 1 General Avenue, DEP 270-428, RGB 2004-22 The Chairman opened the hearing. Mark Favaloro, Paul Caggiano, George Danis, and Chris Sparages were present for the applicant. Peter Hechenbleikner was present for the Town. Mr. Sparages presented new and revised materials concerning wetland replication, ILSF, drainage design, watershed delineation, skate park design, response to comments from DEP, Town Engineer, and NHESP, bank alteration, habitat analysis, arch culvert design, and long-term maintenance. Mr. Greene and Ms. Longley raised questions about the skate park, including whether it met criteria in a memorandum from the Recreation Department. They noted the park would have an impact on habitat values and buffer zone functions. Mr. Hechenbleikner stated that CPDC had reviewed the park proposal and raised questions about lighting, hours of operation, and rules for use. Community interest in a skate park is high, but the survey did not produce any obviously acceptable sites. This site appears to be the best available at the moment, but other sites might become available in the future. This site might only be used for three years, until construction is finished at RMHS, and then be abandoned. Mr. Hecht read an e-mail message from Jamie Maughan into the record. Several Commissioners raised additional questions about the location of the skate park and noted that the present proposal would require a variance from Reading wetlands regulations. Mr. Favaloro stated that Mr. Danis is sensitive to the issues, and willing to build the skate park if the Town wants it. Tony Darezzo, 140 John Street, suggested other sites and asked about impact of removing trees and paving. He also asked about the roadway layout. Mr. Sparages reviewed the drainage design, tree removal, and traffic impacts. - Ms. Fink asked for landscaping and lighting-plans to be submitted. The Commission made further comments about the impacts of the skate park. 2 Minutes, Reading Conservation Commission, September 8, 2004 Mr. Greene moved to continue the hearing to September 29, 2004 at 8:15 PM. Ms. Longley seconded. Voted 4-0 in favor. Public Meeting, Request for Determination of Applicability, Ruth and Michael Gosselin, 385 Haverhill Street, RGB 2004-28 The Chairman opened the meeting. Nancy Twomey, architect, presented plans for foundation work for renovation of existing house The Commission reviewed a site visit report, asked questions about proposed grading, machinery access, and erosion control. The Commission reviewed and amended draft findings and conditions. Ms. Longley moved to issue a negative Determination with the findings and conditions as amended. Mr. Finch seconded. Voted 4-0 in favor. Wood End Elementary School, Sunset Rock Lane, Order of Conditions, DEP 270-341, RGB 2000-38 The Commission reviewed the status of work and asked the Administrator to call the contractors and other parties for a site visit and a date for planting. 87 Walkers Brook Drive The Commission reviewed the Phase V Inspection and Monitoring Report #l, RTN 3-2937, and a site visit report from the Administrator. They asked the Administrator to contact Motiva concerning landscaping issues. Longfellow Road, Lot 45, Order of Conditions, DEP 270-415, RGB 2003-52 The Commission received a copy of the additional information provided to DEP under the appeal for a Superseding Order of Conditions. Greenhouse Acres The Administrator reported the outcome of the meeting with the Board of Selectmen concerning a possible land donation. The Commission will schedule a site visit. Site Visits Reports RMHS - Culvert installation has begun and will be monitored. Concerns about gaps in safety fence, planting banks of stream. 24 Harold Avenue - Work under minor project is complete. Ms. Longley moved to close the file. Mr. Finch seconded. Voted 4-0. Minor Projects The Commission approved minor project permits for 10 Beaver Road (above-ground pool) and 28 Smith Avenue (tree cutting). Minutes Mr. Greene moved to accept the minutes of May 12, 2004, as drafted. Ms. Longley seconded. Voted 4-0. Minutes, Reading Conservation Commission, September 8, 2004 Pondview Lane, Lot 3, Order of Conditions, DEP 270-345, RGB 2000-52 The Commission reviewed a plan revision for retaining walls in the back yard and raised questions. Discussion will continue on September 29, 2004. 52 Charles Street, Order of Conditions, DEP 270-361, RGB 2001-27 The Order will expire soon. The Commission will inspect and the Administrator will contact the owner about an Extension Permit and planting plan. Maplewood Village, Order of Conditions, DEP 270-423, RGB 2004-13 The Commission reviewed letters from S & A Associates. No action was taken. The meeting adjourned. 4
