The meeting was called to order at 7:00 PM. Old/New Business: The Commission presented a gift to Lucky Hulse in recognition of his twenty years of service to the Conservation Commission. The Commission received an offer for volunteer work from Natalie Delvaille, who has professional experience in horticulture and education. Mrs. Delvaille is not interested in becoming a Commissioner, but is interested in teaching about environmentally sound landscaping. Public Hearing, Notice of Intent, Robert Tremblay, 15 B Street, RGB 2004-30 The applicant was not present. The hearing was postponed to October 13 at 8:00 PM. Public Meeting, Request for Determination of Applicability, Greenhouse Acres Condominium Association, 2F Carnation Circle, RGB 2004-29 Dick Nazzaro of the GACA requested removal of six small trees near wetlands and trimming of one large tree. The Commission reviewed a site visit report and amended the draft conditions. Mr. Finch moved to issue a negative Determination with conditions as amended. Mr. Maughan seconded. Voted 4-0 in favor. Public Hearing, Request to Amend Order of Conditions, Nick Diranian, 15 Timothy Place, DEP 270-398, RGB 2003-16 The Chairman opened the hearing. Nick Diranian and Brian Beecher were present. The Commission reviewed a memorandum from Ted McIntire, Director of Public Works, concerning structures in the right-of-way. Mr. Diranian stated that he would seek permission from the Board of Selectmen to allow them to remain. The Commission asked questions about various conditions observed during a recent site visit. Mr. Diranian and Mr. Beecher responded. The Commission reviewed the proposed site plan and asked for additional revisions. Mr. Finch moved to continue the hearing to October 13, 2004 at 8:15 PM. Mr. Maughan seconded. Voted 4-0 in favor. Public Hearing, Notice of Intent, Debbie Leona, 3 Line Rd., DEP 270-432, RGB 2004- 27 The Chairman opened the hearing. Mr. Madugno was present. The Commission reviewed the revised site plan. The Commission reviewed and amended the draft findings and conditions. t Mr. Finch moved to issue an Order of Conditions with the findings and conditions as amended. Ms. Longley seconded. Voted 4-0 in favor. Minutes, Reading Conservation Commission, September 29, 2004 Public Hearing, Notice of Intent, Danis Properties, 1 General Avenue, DEP 270-428, RGB 2004-22 The Chairman opened the hearing. Mark Favaloro was present for the applicant. Ms. Fink reported that the Community Planning and Development Commission had issued a decision on the site plan review. Ms. Fink distributed draft findings and conditions for the Order of Conditions. Mr. Favaloro submitted suggested amendments. The Commission reviewed and amended the draft. Andy Bramhall, abutter, stated that the CPDC decision called for removal of the skate park after three years. Ms. Fink confirmed that this condition was part of the CPDC decision. Another abutter raised questions about noise, light, impervious cover and flooding, and asked the Commission to deny the skate park. Tony Derazzo, John Street abutter, also called for denial. Joyce Kirk, 151 Village Street, also called for denial. Mr. Finch moved to grant a variance from Section 3.1) of the Reading Wetlands Protection Regulations for the skate park. issue a negative Determination with conditions as amended. Ms. Longley seconded. Voted 0-4 and the motion did not carry. Several abutters raised questions about snow storage, road salt use, drainage design, existing discharges from the building. The Commission answered the questions. Mr. Finch moved to close the public hearing. Ms. Longley seconded. Voted 4-0 in favor. Mr. Finch moved to issue an Order of Conditions with findings and conditions as amended. Ms. Longley seconded. Voted 4-0 in favor. Old/New Business: 52 Munroe Avenue The Commission reviewed a site visit report. The owner has responded to the violation notice. Another site visit will be made to check progress. Lot 3, Pondview Lane Subdivision, Order of Conditions, DEP 270-345, RGB 2002-52 The Commission reviewed a revised site plan. Mr. Finch moved to accept the revised plan as an insignificant plan change under the Order of Conditions. Ms. Longley seconded. Voted 4-0 in favor. 52 Charles Street, Order of Conditions, DEP 270-361, RGB 2001-27 Mr. Finch moved to issue an Extension Permit to October 25, 2005 under the Order of Conditions. Ms. Longley seconded. Voted 4-0 in favor. 36 Pitman Drive, Order of Conditions, DEP 270-385, RGB 2002-36 Mr. Olapade was present. The Commission reviewed a plan for grading, retaining walls, plants, and an area drain. Mr. Olapade stated that he would like to omit the retaining wall behind the house and plant arborvitae instead. Minutes, Reading Conservation Commission, September 29, 2004 Mr. Finch moved to accept the revised plan, with the substitution of arborvitae for the retaining wall, as an insignificant plan change under the Order of Conditions. Mr. Maughan seconded. Voted 4-0 in favor. 3 Zachary Lane, Order of Conditions, RGB 2003-41 Mr. Finch moved to authorize the Administrator to sign off on the request for Occupancy. Ms. Longley seconded. Voted 4-0 in favor. 248 Main Street, Order of Conditions, DEP 270-296, 1997-35 Ms. Longley moved to accept the revised plan as an insignificant plan change under the Order of Conditions. Mr.Finch seconded. Voted 4-0 in favor. 518 Summer Avenue, Order of Conditions, DEP-270-349, RGB 2001-6 The Commission reviewed the status of work. A letter will be sent to the owner. 115 Charles Street, Order of Conditions, DEP 270-367, RGB 2002-3 The Commission reviewed the status of work and recent letters. The Commission had questions about the extent of impervious cover and other matters. A site inspection will be scheduled. 294 Main Street, Enforcement Order The Commisison reviewed the status of work. A letter will be sent requesting a surveyed as-built plan showing topography. Wood End Elementary School, Sunset Rock Lane, Order of Conditions, DEP 270-341, RGB 2000-38 Ms. Fink reported that some work had been completed. The Commission will inspect the site again. 80 New Crossing Road, Order of Conditions, DEP 270-285, RGB 1996-9 The Commission reviewed the status of work. They will send a request for the owner to remove large piles of sand, brush, and debris and will schedule a site visit with the owner and contractor. Reading Memorial High School, Oakland Road, Order of Conditions, DEP 270-416, RGB 2003-51 The Commission reviewed the status of work, including a number of problems with erosion controls, the culvert installation, and other matters. A letter will be sent, the Commission will inspect, and the Administrator will attend the weekly on-site meeting to get the problems resolved. Walkers Brook Crossing, Order of Conditions, DEP 270-352, RGB2001-14 The Commission approved a request for a temporary drainage diversion berm at the bottom of the road up to Jordan's.
