The meeting was called to order at 7:00 p.m.
Old /New Business:
335 Main Street, Notice of Violation
Bill Stantial, owner, was present with Jim Senior, attorney, to respond to a recent Notice
of Violation. Mr. Stantial said he was working with an engineer to analysze the present
drainage system and plan improvements to address a ponding problem. He also is
working with a wetlands plant professional on a plan to restore the areas recently cut.
Because the planting season is almost ended for 2004, the Commission asked Mr. Stantial
to submit both plans for approval this winter, with work to commence in the spring.
51 Mark Avenue, Determination of Applicability, RGB 2004-32
John Downie, contractor, presented a revised site plan to the Commission.
Mr. Finch moved to accept the plan as an insignificant change under the Determination.
Mr. Greene seconded. Voted 5-0 in favor.
34 Bond Street, Determination of Applicability, RGB 2003-34
The Commission reviewed a site visit report.
Mr. Finch moved to close the file on this project. Ms. Longley seconded. Voted 5-0 in
favor.
10 Beaver Road, Minor Project
The Commission reviewed a site visit report.
Mr. Finch moved to close the file on this project. Ms. Longley seconded. Voted 5-0 in
favor.
20 Melendy Drive, Order of Conditions, DEP 270-391, RGB 2003-8
The Commission reviewed a site visit report and as-built plan.
Mr. Maughan moved to issue a Certificate of Compliance with continuing conditions for
the project, and to release the bond in full. Ms. Longley seconded. Voted 5-0 in favor.
Wood End Elementary School, Order of Conditions, DEP 270-341, RGB 2000-38
The Commission reviewed a response to recent correspondence from the contractors. A site
visit will be scheduled soon. The Commission will send a letter approving. the- use of gravel
to replace wood chips in the bus turn-around loop.

Public Hearing, Request to Amend Order of Conditions, Nick Diranian, 15 Timothy Place,
DEP 270-398, RGB 2003-16
The Administrator reported that the Selectmen had ordered the removal of all objects
from the right-of-way. The hearing was postponed to December 1, 2005, at 7:45 PM for
site plan revisions.
Old/New Business:
Reading Memorial High School, Order of Conditions, DEP 270-416, RGB 2003-51
The Commission reviewed recent site inspection reports and a letter sent November 12,
2004. During the site visit, Josh Alston of JNEI had confirmed that the culvert area and
stream banks at the football field are not built to plan. Changes will be needed next spring
to end up with more bank restoration and less rip-rap. Other problems also exist. The
Commission scheduled a site inspection for November 28, 2004. They asked the
Administrator to contact the contractor and the DPW concerning several problems on the
site.
Barrows Elementary School, Order of Conditions, DEP 270-414, RGB 2003-49
The Commission reviewed recent site inspection reports and a letter sent November 12,
2004. Robert Peirce, the architect, had received the letter and was working on a response.
80 New Crossing Road, Order of Conditions, DEP 270-285, RGB 1996-9
The Commission reviewed a recent site inspection report. They will review the as-built site
plan for the next Commission meeting.
337 Ash Street, Enforcement Order
The Commission reviewed a recent site inspection report. The fill has not been removed as
requested and silt fence needs to be set at the edge of the disturbed area. The owner will be
called to address these matters.
Public Meeting, Request for Determination of Applicability, 82 Van Norden Road, RGB
2004-35
Mr. Lyons presented a plan to remove an existing screened porch and install a sun room in
its place, on new concrete footings. Work is in buffer zone but more than 35 feet from the
wetlands. The Commission reviewed draft conditions for the work.
Mr. Finch moved to issue a negative Determination of Applicability with the conditions
as drafted for the project. Mr. Greene seconded. Voted 5-0 in favor.
Walkers Brook Crossing, Order of Conditions, DEP 270-352, RGB 2001-14
The Commission reviewed a site inspection report of the outer perimeter below the Jordan's
retaining wall. A letter will be sent concerning items that need attention
Johnson Woods, 468 West Street, Order of Conditions, DEP 270-424, RGB 2004-10
Bill Bergeron, engineer, and Brad Latham, attorney, were present. Mr. Bergeron
described a problem discovered recently with the topographic contours on the site plans
approved under the Order. The contours do not coincide with spot elevations gathered

by survey work during construction, especially where tree cover was thick. Mr. Bergeron
presented revised site plans for approval and reported on the present status of
construction on the site. He also stated that plans would be submitted soon for the
Peterson property, landscaping, and the ZNV bounds. Town Meeting passed the Article
last night concerning access through the Conservation land.
The Commission asked questions about how the problem and the revisions would affect
the drainage system design, ZNV setbacks, limits-of-work. Mr. Bergeron stated that
these features would not change.
Mr. Finch moved to accept the revised site plans as an insignificant change under the
Order. Mr. Maughan seconded. Voted 5-0 in favor.
63 Dana Road, Determination of Applicability, RGB 2004-3
The Commission reviewed a revised site plan.

9 Mill Street, North Reading
A pre-hearing conference is scheduled for December 15 by DEP. Documents have been
sent to Town Counsel for preparations.
119 Hopkins Street
The Commission reviewed a Minor Project Permit application for tree work. The
Commission denied the request to remove a tree located in the wetland, but approved the
trimming of trees in the buffer zone as proposed.
65 Lilah Lane
The Commission reviewed and approved a Minor Project Permit application for tree
work.
1 General Avenue, Order of Conditions, DEP 270-428, RGB 2004-22
Work is beginning on the removal of hazardous materials near wetland A.
294 Main Street, Enforcement Order
The Commission reviewed a site inspection report. All work is finished except for removal
of erosion controls.
Mr. Maughan moved to close the Enforcement Order and to issue a Certificate of
Compliance with continuing Conditions for the original Order of Conditions, pending
removal of the erosion controls. Mr. Greene seconded. Voted 5-0 in favor.
