READING CONSERVATION COMMISSION to R, 3.10 A I* b Minutes of Wednesday, January 13, 1999 Town Hall Selectmen's Meeting Room PRESENT: Chair Nancy Eaton, Members, Harold "Lucky" Hulse, Will Finch, Mark Gillis, Interim Conservation Administrator Karen DeFrancesco and Recording Secretary Kathy Morgan ABSENT: John Casciano and Leo Kenney 7:20 PM The meeting was called to order. Members welcomed Karen DeFrancesco as Interim Conservation Administrator. 7:21 PM Minutes A motion was made and seconded that the minutes of 12/16/98 be accepted as amended. Voted: 4-0-0. 7:24 PM Certificate of Compliance - 89 Main Street - DEP# 270-288 RGB# 1996-16 The filing has expired and the applicant has requested an extension and has paid the fee. A motion was made and seconded to extend the permit for one year to 10/25/99. Voted: 4-0-0. A motion was made and seconded to issue a Certificate of Compliance. Voted: 4-0-0. 7:30 PM Public Meeting - 25 Haverhill Street Camp Curtis ail R # 1998-31 Steven Fleming was present for the applicant. Mr. Fleming explained that a 500 gal. tank had been removed. It was not leaking but sheen was located on the ground. Three borings were done and they found localized contamination behind building 16. Two of the borings showed petroleum but the one closest to the wetland didn't show any. They have removed the soil surrounding the tank already. Further evaluation is necessary and they would like to excavate and would dig a 20-25' area. Soils have now been found to be unacceptable by a small margin. They would be working 80'- 100' away from the wetlands. The soil would be stockpiled away from the area and hauled away within two weeks. At the edge of the bank of the slope, haybales and silt fence would be installed. Chair asked Mr. Fleming if a negative determination was granted, what would happen if something was found. He said migration was unlikely because the tank has been out of use for five or six years. If an emergency situation were to happen, they would contact DEP and the Conservation Commission within 24 hours. A motion was made and seconded to close the Public Meeting. Voted: 4-0-0. A motion was made to approve a negative determination with standard conditions, siltation controls and if ground water is being found, to run it through a stilling basin prior to it being released into any wetlands and notifing the Commission. Voted: 4-0-0. 8:05 PM 170-184 Pleasant Street Reading Housing Authority, DEP# 270 310, R # 1998-29 A motion was made to grant a continuance to January 28, 1999, at 7:45 PM. Voted: 4-0-0. Reading Conservation Commission Minutes of 1/13/99 Page 2 Members reviewed the draft Conservation Commission annual report. 8:12 PM Election of Vice Chair W. Finch nominated M. Gillis for the office of Vice Chair. H. Hulse seconded the motion. Voted: 4-0-0. 8:15 PM Neighbor's of Eric's Greenhouse have started a zoning bylaw proposal. CPDC will be holding a Public Hearing on 2/8/99 at 8:00 to discuss a warrant article for a zoning change limiting agricultural uses to parcels of land greater than 5 acres. The CPDC has requested the Commission's opinion. A motion was made and seconded that the Conservation Commission notify CPDC that the Conservation Commission takes no position on the action. Voted: 4-0-0. 8:30 PM Fairchild Drive/Van Norden Rd. RGB# 1998-32 Curt Young, from Wetlands Preservation, representing the applicant, outlined what he had established as the wetland boundaries, the BVW boundary and the presence of the intermittent stream. The bank of the stream is not shown on the plan yet. Area Lot 1 has a match line to the corresponding top of the map. Mr. Young said that the project is unknown so far. Mr. Young advised that as a result of the site visit with the Commission, two or three areas were reviewed and changes made. Flags A23 and A24, have been eliminated and the plan now shows flag A22 going to flag A25. The other area of concern was the area around F 13 to F 17 and F 10 - F 13. Chair advised that the delineation is the same as the prior delineation accept for the 'E' flags and Flags 11 & 12 ran along the stonewall. Chair read the wetland definition in the local bylaws. Mr. Young stated that the wetland knowledge has increased since the regulations were written and there are three parameters that should be used. Chair said that L. Kenney advised that F 11 and F 12 should be up to the stone wall based on soils and local regulations. Steve Pelland, 109 Van Norden Rd. asked where his property would be located on the map. Lauri Lane, 128 Fairchild, asked about flags A23 & 24 being moved. Mr. Young explained that there were hydric soils there and those flags are not being considered under this filing. Ms. Lane also asked what the difference was between a PRD filing and a sub- division filing. Chair advised that Town Meeting has approved a PRD overlay on the area and explained some differences between PRD's and subdivisions. Eugene Mickey, 50 Lindsay Lane, asked if wetlands change with rainfall amounts and asked if people obtaining data can just come on his property. Chair said no to both questions and explained some characteristics of historical wetlands. Mr. Young stated that he was probably the one on his property and that property lines are sometimes unclear. John O'Keefe, 36 Lindsay Lane, asked if a builder could cross from one upland to another over wetlands. Chair stated that a crossing is possible. Eric Kramer, 22 Lindsay Lane, asked about replication areas. Chair explained how a replication is installed. Diane Marta, 28 Lindsay Lane, asked if an environmental study has been done. Members advised that data is usually submitted at the time the project is submitted.
