Minutes of Thursday, January 28, 1999 Town Hall Selectmen°s Meeting Room
PRESENT: Chair Nancy Eaton, Members, Harold "Lucky" Hulse, John Casciano,
Will Finch, Mark Gillis (8:05), Consultant Leo Kenney, Acting Conservation
Administrator Karen DeFrancesco and Recording Secretary Kathy Morgan
7:40 PM The meeting was called to order.
7:41 PM RGB Extension 218 & 224 Salem t EP# 270-305, RGB# 1998-18
Mr. lapicca was present. A motion was made and seconded that a partial certificate and
$2500 bond release be approved and issued. Voted: 4-0-0.
7:47 PM Public Meeting - Walnut Street Roadway Reconstruction, Town of
Reading Engineering RGB# 1991-1 Joe Delaney, Town Engineer was present
representing the Town for a Request for Determination. Mr. Delaney stated that although
there is a perennial stream in the area, regulation 10.5(8)(a) makes the project exempt for
road repairs. A motion was made and seconded to close the Public Meeting.
Voted: 4-0-0. A motion was made and seconded that a negative determination be found
and all mitigative devices be put in place and standard boiler plate conditions be followed.
Voted: 4-0-0.
7:55 PM Order of Conditions 170-184 Pleasant St.. ReadinLy Housing Authority
DEP# 270-310, RGB# 1998-29 After some discussion, it was the consensus of the
members that the boundary markers be placed on the wetland side of the fence. A motion
was made and seconded that the Order of Conditions be accepted and issued as corrected
and amended.
Voted: 5-0-0.
8:35 PM Eagle Scout Project - Andrew Pearson, Linnea Thelin Bird Sanctuary
Andrew explained his plans for the site. He is planning on making the sanctuary more
acceptable by building stairs from the road to the sanctuary, putting benches in, and
clearing away the overgrowth. He told how the land was dedicated to Linnea Thelin, a
conservation commission member who served from 1964 to 1966. L. Kenney asked how
he plans on surveying the property. Andrew stated he was going to ask if someone from
the town engineering staff could assist him and if not, he has the name of a retired
surveyor who would do the job. L. Kenney advised him that marking the boundaries
accurately was the most important thing. He also mentioned to Andrew that if he plans on
doing any cutting in the wetlands that he should have prior authorization. Andrew doesn't
plan on doing any cutting just cleaning up the area around the sign. Andrew was advised
to revisit the site with the Administrator and to revise and resubmit his proposal.

8:55 PM RGB Extension - 450 Haverhill St., RGB# 1997-01 The filing expired on
3/5/98. A motion was made and seconded that a dual extension of the Order of
Conditions to initiate from 3/5/98 to 3/5/99 retroactive and the second from 3/5/99 to
3/5/2000. Voted: 5-0-0.
9:00 PM Reevaluate Bond Release- $500, Lot 6, 34 Duck Rd, RGB# 1992-20
Ms. Mineo responded to N. Eaton's letter asking her to replant the trees and if they don't
want to replant, the Commission would put a warrant on the next town meeting to take
the bond. Ms. Mineo asked the Commission to revisit their vote to give them their money
back. L. Kenney told the history of the site, how rock was put down, and then poor soil
put over it. Mrs. Larkin was present, being an owner when the bond was set. She said
she had spoken to Don Nadeau and asked him to come out to the site. She and her
husband are willing to do whatever is best to cure the problem. M. Gillis stated that
because the bond was made for the two owners at one time, that both bonds would have
to be taken if that's what the Commission chose to do. N. Eaton will advise Ms. Mineo
that the Commission would like the trees replanted and ask that the Mineo's and the
Larkins attend the 2/10/99 meeting.
9:20 PM Review/Approval of corrective actions - 8 Strawberrv Hill L
DEP# 270-284, RGB# 1996-6 The Administrator reported that the boundaries were
replaced, although the plantings to the left rear do not appear to be there. She mentioned
that the bocci court may be situated over the recharge area. The Administrator will ask
the homeowner to attend a conservation meeting to discuss the bocci court.
9:23 PM Lot 89 Randel Rd. This project was originally approved under the Hatch Act.
The Certificate of Compliance was never issued. Engineering has gone out to the
property and confirmed the culvert, originally 18", is now 24". Town Counsel advised to
issue a Certificate of Compliance.
9:30 PM A motion was made and seconded to adjourn. Voted: 5-0-0.
