HomeMy WebLinkAbout1999-04-07 Conservation Commission MinutesREADING CONSERVA'T'ION COMMISSION ' I Minutes of Wednesday, April 7, 1.999 Town Fall Selectmen's Meeting Room PRESENT: Chair Nancy Eaton, Members, Harold "Lucky" Hulse, Bethann Matathia, John Casciano (7:30), Mark Gillis (8:15), Vincent Falcione, Consultant Daniel Forsythe, Conservation Administrator Karen DeFrancesco, and Recording Secretary Kathy Morgan ABSENT: Will Finch and Leo Kenney 7:10 PM The meeting was called to order. 7:11 PM 41 Shackford David Danis requested permission to install a swing set and remove one tree, to be replaced with another pine tree. A motion was made and seconded to approve a signoff on a tree removal. Voted: 5-0-0. 7:13 PM Minor Projects at 1050 Main Street and 27 Arcadia - members had no objections. 7:17 PM 8 Strawberry Hill Lane, DEP# 270-284,RGB# 1996-6 Applicant had previously received a violation. He explained to members that he has replanted vegetation from area A to area C, as shown on his plan, he plans to leave area B alone. The Administrator advised that she would like to see approximately 10 more plantings in area A and to the rear installed no later than June 1. The applicant should advise the Administrator when work is completed. A motion was made and seconded to approve corrective actions. Voted: 4-0-1, J. Casciano abstaining. 7:35 PM 83 Fairchild Drive, DEP# 270-xxx, RGB# 1999-8 Applicant proposes to construct a 10 x 10 office. The public announcement was read and attendees sworn in. Mr. and Mrs. MacKoul were present. The applicant's plan is based on a deliniation of the wetlands in 1987. Due to vegetation, hydrology and soils the line would now be delineated at the end of the lawn. Applicant requested to remove some trees that would be in the area of the construction and a dead tree to the left of the construction. Applicant will need to move the existing slate patio. Chair explained the importance of canopy in a wetlands area. The applicant is willing to plant trees on the left property line. Roof gutter runoff is 15' from the edge of the proposed deck to the new BVW. The Administrator suggested trees and berries in toward the slope of the no activity line. Applicant will submit new plans showing the new BVW line. Additionally, applicant is to meet the 7' minimum at right corner for substitution of additional plantings on left corner of the lot. Chair advised stabilization as soon as possible. It was recommended to take down the trees prior to construction. Markers are to be installed at grassed area with one placed_at he corner at the 7' distance, oneby the closest-point-to the--patio;--one atthe Reading Conservation Commission Minutes of 4/7/99 Page 2 property line to left and one in between at the edge of the grass. Haybales and siltation fence to be installed 10' oifthe proposed construction. A motion was made and seconded to close the Public Hearing. Voted: 5-0-0. A motion was made and seconded to approve the project with limitations and corrections and new plans submitted prior to the Order being issued, with Order to be drafted and discussed at the next meeting. Voted: 5-0-0. 8:15 PM Order of Conditions -Causeway Road (MHJD Facility #7_0 A motion was made and seconded that the Conservation Commission approve and issue the Order as amended. Voted: 6-0-0. 8:40 PM Plan Change - Cory Lane Estates (Lot #3), DEP# 270-280, RGB# 1995-34 Mr. DeRoche, Project Manager and Mr. Valente were present for the owner. A site visit was conducted 4-6-99. The Commission questioned how the wall would be constructed and its ability to hold the soil there. The foundation size and configuration was different than what was approved. Mr. DeRoche said that the construction met all setbacks. Mr. Valente had asked the Building Inspector what to do if there were any changes and he advised them that as long as they stayed in the guidelines, there would be no problem. Chair asked if the Order of Conditions was read and stated that an "as-built" should be submitted prior to any further work. The applicant was told that he would need a new proposed footprint with engineering data, engineering plans for wall with more details of materials to be used, stabilization ok to do, ok to refresh the siltation controls and grade away from the haybales. Applicant is to coordinate with the Administrator. The Administrator will in turn speak with the building inspector and advise him that no work is to be done other than that approved. B. Matathia asked that on their revised plans they show any big trees and designate those to be removed. 9:10 PM Request for Reissue of Certificate of Compliance - 7 Louanis Drive, DEP# 270-179. RBG# 1987-19 A motion was made and seconded to reissue the-Certificate of Compliance. Voted: 6-0-0. 9:15 PM Discussion- Replication Area Plantings - Old Mill Village DEP# 270-283; RGB#1.995-31 The Administrator advised that the replication area is sparce and that the number of agreed upon plants is not in compliance. A motion was made and seconded that the Administrator advise the applicant to plant the replication area the way it is outlined in the Order of Conditions by 5/13/99. Voted: 6-0-0 9:30 PM Earth Day Members were asked if they would like to participate and the planned activities were discussed. Reading Conservation Commission Meeting 4/7/99 Page 3 9:32 PM Chair reviewed the Public Hearing the ZBA had on Melendy Drive. A new plan was submitted showing the detention basin between lots 2 and 3. It was voted that a s I pecial permit would be required if the flood elevation was lower than 191,6 and no filling in the floodplain area will be allowed without a variance. 9:35 PM Salem St. Mr. Pratt's house is up for sale. The treehouse would need to come down. It was also discussed that the new owner could put a shed on the property as long as it is further away from the wetland, 9:50 PM A motion was made and seconded to adjourn. Voted: 6-0-0.
