Mr. Gilligan is interested inn °how the Conservation Commission operates. c_v 7:10 PM The meeting was called to order. ° 7:15 PM Nancy Eaton reviewed the minutes of the October 20, 1999, meeting. -Ci A motion was made and seconded to approve the Minutes of October 20, 1999 corrected. Voted: 4-0-0 7:20 PM Enforcement Order, Sunset Rock Lane, Presidential Development Corp., DEP# 270-295, RGB# 1997-26 Nancy Eaton reviewed a report, submitted by Hayes Engineering, Inc., comparing the existing trees, shrubs and ferns with those that were originally planted. Nancy noted that the report didn't specify the grass in the area. Nancy reported that a site visit showed that the detention basin needs to be regraded and there is a pile of earth and materials on lot S that needs to be moved. She told Mr. Degenero to wait until early spring to plant the recommended trees. Karen DeFrancesco noted that lot 2 needs more hay. The Conservation Commission will request that Sunset Rock Lane be placed on the Town's Spring Warrant. Mr. Degenero will work on the drainage in the spring. Nancy Eaton said Mr. Degenero has made a good effort to address their concerns. On a motion by Bethann Matathia, seconded by William Finch, the Reading Conservation Commission voted to remove the cease and desist order at Sunset Rock Lane, DEP# 270-295, RGB# 1997-26. Voted: 4-0-0. On a motion by Bethann Matathia, seconded by William Finch, the Reading Conservation Commission voted to request the Selectmen place on the Warrant of the Spring Town Meeting, the taking of a performance bond for Sunset Rock Lane, DEP# 270-295, RGB# 1997-26, in the amount of $20,000, to complete the work required. Town counsel should amend the language as necessary. Nancy Eaton stated the jute netting needs some more staples to close it up. She was also concerned with lot 2 and lot 4. The blue tarps used to contain the materials have blown off. She is concerned with what comes off the lot. On a motion by Bethann Matathia, seconded by William Finch, the Reading Conservation Commission voted to find the plan change for DEP# 270-280 and 319, RGB# 1995-34 and 1999-15, Cory Lane, Lucio Perrina, to be insignificant. Voted: 4-0-0. Old/New Business: 9:25 PM MEPA, Comments-ENF, I-93 and Rt. 129 Interchange Improvements The members of the commission discussed the impact on the wetlands. Nancy Eaton was concerned that we have ample water supply. She was also concerned with the drainage. The MEPA report stated that the site grading associated with the proposed project is not anticipated to result in significant adverse impacts to drainage patterns. Meeting Schedule: Bethann Matathia will not be at the December 1, 1999 meeting. William Finch will not be at the December 15, 1999 meeting. Karen DeFrancesco submitted two schedules for the year 2000. On a motion by Bethann Matathia, seconded by Vincent Falcione, the Reading Conservation Commission voted to approve 2000 schedule Version 1, 2000. Voted: 4-0-0 A Preliminary Subdivision Plan, Fanta Road, Reading, MA was submitted by Vincent Fantasia, 274 Main Street, Reading, MA. He requested that the Conservation Commission recommend the plan to the Zoning Board of Appeals. The Commission chose not to comment on the plan. Karen DeFrancesco stated that work has started at 242 Main Street, Reading, MA. They requested a building permit now, and will locate the boundaries after.
