7:05 PM Certificate of Compliance, DEP# 270-305 and 320, RGB# 1998-18 and
1999-19, 218 and 224 Salem St., Ronald Iapicca
The Commission agreed to issue a Partial Certificate of Compliance due to incomplete
items.
On a motion by Vincent Falcione, seconded by Ronald Tanner, The Reading
Conservation Commission voted to issue a Partial Certificate of Compliance with the
outstanding items on DEP# 270-305 and 320, RGB# 1998-18 and 1999-19, 218 and 224
Salem St., Ronald Iapicca. Voted: 4-0-0
On a motion by Vincent Falcione, seconded by William Finch, The Reading
Conservation Commission voted to approve and sign in triplicate a Conservation
Restriction at 218 and 224 Salem St,, Ronald Iapicca. Voted: 4-0-0
' Nancy Eaton, Chair left the meeting to go to the Selectmen's meeting and obtain their
signatures.
7:25 PM Public Meeting, RGB# 1999-39,651 Pearl Street, Paul and Nancy Harrell
The applicant would like to build a 9' x 13' screened porch on sauna tubes. The anchor
posts will be dug by hand. The edge of her grass is Wetlands.
Dick Harper, a resident at 659 Pearl Street, objected to the land being called Wetlands.
Leo Kenney stated that the land is Wetlands.
On a motion by William Finch, seconded by Mark Gillis, the Reading Conservation
Commission voted to issue a negative determination on RGB# 1999-39, 651 Pearl Street,
Paul and Nancy Harrell. Voted: 4-0-0
7:40 PM Compliance Review, DEP#270-324, RGB# 1999-21, Symonds Way
Joe Delaney will have a plan in a couple of weeks. They have removed some of the fill
on the northeast side of the land.
Nancy Eaton, Chair returned to the meeting.

7:45 PM Compliance Review, DEP# 270-296, RGB# 1997-35,242 Main St., Carter
and Coleman
Atty. Coleman is requesting an extension on the Order of Conditions from June 2, 1999
to 2000. He submitted the missing items. He stated that the plantings and the stone
bounds marking the conservation land will be set on Friday, December 3, 1999. The
infiltrator will be delivered on 12/3/99 and installed the following week. He believes they
are 90% complete. He also said Raymond Bouley Landscaping, 29 Patten Rd., Billerica,
MA will be taking care of the landscaping. Atty. Coleman is requesting the Conservation
Commission give Karen DeFrancesco permission to sign off on the building permit after
these conditions are met. Nancy Eaton stated the Commission was not notified 48 hours
before the phragmites were removed. She said they were not sent restoration progress
reports in May or November as requested. Nancy Eaton suggested Karen DeFrancesco
could sign the Building Permit on Monday after she reviews the submitted material.
Nancy said the Commission needs to receive the reports regularly.
On a motion by Mark Gillis, seconded by William Finch, The Reading Conservation
Commission voted to grant an extension on DEP# 270-296, RGB# 1997-35, 242 Main
St., Carter and Coleman, from June 2, 1999 to June 2, 2000. Voted: 5-0-0
On a motion by Mark Gillis, seconded by William Finch, The Reading Conservation
Commission voted to allow the Administrator to sign off on a Building Permit as of
Monday, December 6, 1999 on DEP# 270-296, RGB# 1997-35, 242 Main St., Carter and
Coleman, if the stone bounds are set and the catch basins and infiltrator system installed.
Voted: 5-0-0.
8:20 PM Continued Public Hearing, DEP# 270-326, RGB# 1999-36, 59 Forest Street,
Carl Bergeron
William Bergeron, Hayes Engineering, represented the applicant.
The applicant would like to build a garage attached to the side of his house. Mr. Bergeron
also submitted a wetland plan prepared by Hayes Engineering, Inc., Wakefield, MA
Karen DeFrancesco doesn't agree with the wetlands delineated on this plan. Karen tested
soil holes 3, 4 and 5 and found the soil to be wet when she dug down six inches. The
Commission was concerned with the applicant's violation of the ordered Zone of Natural
Vegetation and the Vernal Pool. The area is to be left in a natural state, or a landscaped
state that is preapproved. The Conservation Commission will review whether they will
allow this area be mowed once a year. Nancy Eaton said there is a doghouse within the
25' ZNV that needs to be removed.

Commission voted to close the public hearing on DEP# 270-326, RGB# 1999-36, 59
Forest Street, Carl Bergeron. Voted: 5-0-0
On a motion by Mark Gillis, seconded by Ronald Tanner, The Reading Conservation
Commission voted to approve the proposed garage construction on DEP# 270-326,
_ _RGB# 1999-36, 59 Forest Street, Carl Bergeron,with the conditions -that the applicant

remove the structure in the 25' ZNV area and let this area revert to it's natural vegetated
state, and that the turnaround be connected to the original driveway. Voted: 5-0-0
9:15 PM Public Meeting, RGB#1999-40, 39 Pine Ridge Road, Robert McCarthy
The applicant wants to extend the kitchen and dining room and add a deck. Mr.
McCarthy wasn't aware his property was Wetlands. Karen DeFrancesco said there is a
Certified Vernal Pool to the rear of the abutted property. The wetlands are actually
located off Oak Street, but this property abuts it. Mr. McCarthy must remove the excess
material.
On a motion by Mark Gillis, seconded by William Finch, The Reading Conservation
Commission voted to move for a negative determination on RGB#1999-40, 39 Pine
Ridge Road, Robert McCarthy. Voted: 5-0-0
9:20 PM Plan Change Request, DEP 270-280 and 319, RGB# 1995-34 and 199-15,
Lot 4, Cory Lane, Perrina
Jim Cavanaugh represented the applicant. He said the original plan was just a
representative. This is the actual plan. The size of the house has increased by 618 sq. ft.
to 1862 sq. ft. There is no grade change. The house foundation moved 10 ft. to the east
and 10 ft. closer to the 100' buffer zone.
On a motion by Vincent Falcione, seconded by William Finch, The Reading
Conservation Commission voted that DEP 270-280 and 319, RGB# 1995-34 and 199-15,
Lot 4, Cory Lane, Perrina, be deemed an insignificant plan change. Voted: 5-0-0

' 9:30 PM On a motion by William Finch, seconded by Mark Gillis, The Reading
Conservation Commission voted to nominate Nancy Eaton to the Ad hoc Commission for
Open Space and Recreation Planning Task Force. Voted: 4-0-1
9:40 PM On a motion by Mark Gillis, seconded by Vincent Falcione, The Reading
Conservation Commission voted to approve and sign the Self-Help Project Agreement
for the Marion Woods. Voted: 5-0-0
9:55 PM On a motion by William Finch, seconded by Ronald Tanner, The Reading
Conservation Commission voted to adjourn their meeting at 9:55 PM. Voted: 5-0-0
