HomeMy WebLinkAbout2000-02-16 Conservation Commission MinutesREADING CONSERVATION COMMISSION Minutes of Wednesday, February 16, 2000 Town Hall Selectmen's Meeting Room PRESENT: Chair Nancy Eaton, Vice Chair Mark Gillis, Members, Bethann Matathia, Vincent Falcione, William Finch, Consultant Leo Kenney, Conservation Administrator Karen DeFrancesco and Recording Secretary Joy Mohr ABSENT: Ronald Tanner, Consultant, Harold "Lucky" Hulse 7:00 PM Administration Nancy Eaton informed the Commission of a "Planning for Growth" meeting on February 24, 2000, 7:30 PM to 9:30 PM, at the Senior Center, Pleasant Street, Reading, MA 7:15 PM Discussion on DEP#270-236, RGB# 1991-10, Carriage Estates H, Lot 19, Zachary Lane, Mr. Fantasia Mr. Fantasia is requesting a Building Permit for an 8' high, stone, retaining wall. The retaining wall is within 30' of wetlands and the Conservation Commission is concerned with earth material leeching through it. The Building Inspector cannot approve this wall, because he didn't see it installed. Karen DeFrancesco stated Mr. Fantasia should find an engineer to certify the wall or to design a plan to make the wall acceptable. Bethann Matathia was concerned that there is no filter fabric behind the wall. The order of conditions for this site has expired. The Reading Conservation Commission informed Mr. Fantasia he would need to file a new Notice of Intent. The new filing should include everything that was done before the new construction, impervious materials, the propane tank and the change in elevations. He should notify all of the abutters on when the Public Hearing will take place. 7:25 PM Old/New Business DEP# 270-328, RGB# 1999-43, Tennessee Gas Pipeline has withdrawn their Notice of Intent 7:35 PM Public Meeting, RGB# 2000-06, Cory Lane, Lucio Perrina Proposed installation of oil-debris hoods and a level spreader. This meeting is to update the Conservation Commission on the results of Mr. Perrina's meeting with DEP. Mr. Perrina has made two changes to the plan: 1. To increase the "Rip-Rap" from the original 4' x 10' to the now proposed 10' x 15'. This would not extend beyond the conservation restriction line. 2. Originally there was a "T" inside the catch basin to catch the debris. They are now proposing oil debris hoods that are more effective. On a motion by Mark Gillis, seconded by William Finch, the Conservation Commission voted to close the Public Meeting on RGB# 2000-06, Cory Lane, Lucio Perrina. Voted: 5-0-0 Reading Conservation Commission Minutes of 2/16/2000 Page 2 On a motion by Mark Gillis, seconded by William Finch, the Conservation Commission voted to approve a negative determination on RGB# 2000-06, Cory Lane, Lucio Perrina, with the following condition: that the applicant submit proof of the cleaning of the catch basins annually. Voted: 5-0-0 8:00 PM Public Hearing DEP# 270-330, RGB# 2000-05,17 Springvale Road, David Barrett Delineation of Bordering Vegetated Wetlands Nancy Eaton swore in the applicants. Kevin Cunniff, Barrett Homes, represented the applicant. Mr. Cunniff submitted a revised plan marking the redefined wetlands line. The applicant is proposing to take down the existing house on this property and build a colonial style house with a 2-car garage. This filing is to determine the delineation of the bordering wetlands. Karen DeFrancesco tested the soil on February 13, 2000 and installed wetlands flags 1 IA and 11B. Karen DeFrancesco requested the removal of wetlands flag 13. She also noted that this site has been used for dumping and said the applicant has agreed to clean up the area. On a motion by Mark Gillis, seconded by Bethann Matathia, the Conservation Commission voted to close the Public Hearing on DEP# 270-330, RGB# 2000-05, 17 Springvale Road, David Barrett. Voted: 5-0-0 On a motion by Mark Gillis, seconded by Bethann Matathia, the Conservation Commission voted to set the wetland line from the property line to wetland flag 9 and 10 and from the property line to wetland flag 1 IA and 1113 on DEP# 270-330, RGB# 2000- 05, 17 Spring-vale Road, David Barrett. Voted: 5-0-0 8:30 PM Continued Public Hearing, DEP# 270-331, RGB# 2000-04, 101 Willow Street, Austin Prep School Proposed multi-purpose building with associated stormwater management system. Mark Gillis excused himself from the hearing due to a potential conflict of interest. Nancy Eaton swore in the applicants. Atty. Brad Latham represented the applicant. Atty. Latham stated that two changes have been made to the plans. 1. As requested by the Town Engineer, the outlet pipe from the westerly side of Willow Street has been changed. 2. As requested by CPDC, the sidewalk along the southerly side of Austin Prep has been changed. Nancy Eaton was concerned with the elevation level of the vernal pool (191 crest elevation) at wetland flags 35 and 36. Steve Reesling stated the roadway elevation is between 191 and 192. There is no drainage into the vernal pool until it reaches an elevation of 189.2. Then the stormwater inlet drainpipe will equalize the stormwater and it will drain in the opposite direction. The applicant will install 4' drainpipes with a "T" to catch debris. Calcium chloride will be used on the roads instead of salt and sand. Nancy Eaton stated the "Rip Rap" on sheet 6 of 7 proposes 4' stone and she considers that too small. Atty. Latham stated he considers 4" stone a suitable size, but would go larger if requested,- The roof is painted galvanizewith a six foot pitch. The paint is - Reading Conservation Commission Minutes of 2/16/2000 Page 3 guaranteed for 25 years. Bethann Matathia was concerned with the effect melting snow would have on the paint's longevity. Nancy Eaton read the Town Engineer, Joseph Delaney's report, dated February 7, 2000. His assessment is as follows: 1. A drainage percolation test should be performed. Atty. Brad Latham stated this test would be performed within a week. 2. Access manholes should be placed on the underground detention area for future maintenance activities. 3. An operation and maintenance plan needs to be submitted for the best management practices proposed for this site. 4. The wetland adjacent to Willow Street periodically overflows onto Willow Street. An overflow pipe should be installed into the catch basin on Willow Street to prevent this. Nancy Eaton requested some safeguards to make sure students' debris doesn't end up in the wetlands. She also requested a snow management plan be added and to continue the chain link fence from the tennis courts. Tony Guaruaniello, 84 Willow Street, stated the area is very flat and the water will not flow into the existing catch basin. The water flows back and forth. The street elevation is 186.5. Nancy Eaton asked if any of this project is within the flood plain area, because it is not marked on their plan. Atty. Latham stated that perhaps the driveway is, but not the building. Karen DeFrancesco requested this be added to the plan. Nancy Eaton made the following recommendations to the applicant: 1. Discuss with the Town Engineer whether he recommends a Hood or a "T" to catch debris in the catch basin. The Chair requested Karen DeFrancesco to attend this meeting to discuss the Conservation Commission's concerns on this issue. 2. There is concern on what the structure is going to rest on. 3. Better drainage is needed on the north side of the street. On a motion by Vincent Falcione, seconded by William Finch, the Conservation Commission voted to continue the public hearing on DEP# 270-331, RGB# 2000-04, 101 Willow Street, Austin Prep School, until March 1, 2000 at 8:00 PM. Voted: 4-0-0 9:00 PM Cont. Public Hearing, DEP# 270-329, RGB# 1999-42, Harvest Road, Lot 198, Dorothy M. Jones Proposed Single Family House On a motion by Mark Gillis, seconded by Bethann Matathia, the Conservation commission voted to continue the public hearing at the request of the applicant, DEP# 2000 at 8:30 PM. Public Hearing, DEP#270-xxx, RGB# 1999-41,1090-1100 Main Street, Thomas Goddard Proposed greenhouse construction and pond cleaning and dredging Atty. Mark Favaloro represented the applicant. Nancy Eaton informed the applicant that the proper filing fees have not been filed on this application. This makes the filing incomplete and the public hearing can not take place. Atty. Favaloro stated the applicant disputes the $1,300 filing fee. Karen DeFrancesco listed the following filing fees that are due: Reading General By-law $1,375.20 Reading General By-law 362.50 Wetlands Protection Resource Improvement 55.00 In addition there is a $1 per linear foot charge to file the delineation of wetlands. The total is approximately 700 - 800 linear feet. Atty. Favaloro requested a continuance to determine appropriate fees and decide on payment. On a motion by Vincent Falcione, seconded by Mark Gillis, the Conservation Commission voted to continue the public hearing on DEP#270-xxx, RGB# 1999-41, 1090-1100 Main Street, until March 1, 2000 at 9:30 PM Voted: 5-0-0 10:15PM Bethann Matathia left the Conservation Commission meeting. 10:15PM Old/New Business Town Warrant On a motion by Vincent Falcione, seconded by Mark Gillis, the Conservation Commission recommended the approval subject matter of Article 18 to Town Meeting. Voted: 4-0-0 On a motion by Mark Gillis, seconded by Vincent Falcione, the Conservation Commission voted to adjourn their meeting at 10:30 PM.
