Absent: Conservation Committee Administrator Karen DeFrancesco, Vincent Falcione, William Finch, Leo Kenney, and Consultant Harold Hulse. Administration: Chair discussed Giangrande "Certificate of Compliance' and suggested that more information is required - moved to September 13"', 2000 meeting. Committee members discussed scheduling of site visits. It was agreed upon by all present that weekend site visits are best, with a flexible time - preferably early mornings. Chair noted upcoming Business: ➢ New Dividence Rd. School ➢ Landfill Project ➢ Addison Wesley Project ➢ 8-acre parcel off Main Street. 7:00 p.m. - Discussion on RGB #2000-32, Birch Meadow Drive, Town of Reading-DPW Proposed installation of granite curbing, concrete sidewalks, wheel chair ramps, and two new catch basins. Joe Delaney, P.E., Town Engineer presented. Mr. Delaney indicated that the projects purpose was to create a safer environment at the crosswalk located in front of Coolidge Middle School, by narrowing the crosswalk area, thus prohibiting parked cars. This would create some low points. New curbing would be installed from Oakland, toward Coolidge and from Coolidge toward YMCA. If deemed necessary, the town would place haybales in bump out area. The town does not propose stockpiling. Chair made note of Conservation Administrator's recommendations on the Determination of Applicability: Addition of haybales when necessary, stilling basin, and drain line at 4 ft. depth. Vote: 5-0 -2- 7:30 p.m. - Public Meeting-RGB #2000-33, 46 Latham Lane, Joann and Matthew Nestor Proposed construction of in-ground pool and concrete patio Joann Nestor and the "pool contractor" were present and indicated the following: ➢ Presented plan, noting that grade differed; ➢ Indicated debris would be hauled out; ➢ Stated pool size as 3-6 ft. deep and that water for the pool would be trucked in; ➢ Indicated that a passive ionization system (backwashing tank) would be installed so that a discharge problem into the ground would not occur; ➢ Indicated that there will be no regrading near the shed area Mark Gillis questioned what the flags on exhibit "A" meant. He was told they indicated the low area to the edging, and that it will not change in grade. Chair made following suggestions: ➢ Implement erosion controls, dewatering conditions, no stockpiling materials, and proper disposal of debris. Patricia Lloyd made motion to close RGB #2000-33, 46 Latham Lane Vote: 5-0 Motion to issue negative determination with conditions as discussed. Vote: 5-0 7:45 p.m. - Public Meeting-RGB #2000-34,100 Border Road, Mrs. Charles Dady Proposed 16' x 16' addition and 5'x 16' open deck Presenters were Kevin Dady, Paul Dady and Lolita Dady. No definitive plan was presented at this time. Kevin Dady indicated that Larkin & Larkin were. the anticipated contractors. Nancy Eaton suggested drawing up a complete plan indicating items required to begin this project. Committee made the following recommendations: ➢ Can't change grade of the land; ➢ Reseeding, vegetation, etc. upon completion; ➢ Erosion controls are required on the contractors plan; ➢ Doug suggested using haybales; ➢ Workers should enter from the left side of the property; ➢ Distilling basin required in case ground water is encountered. Patricia Lloyd moved to close RGB #2000-34, 100 Border Road Vote: 5-0 Motion to issue negative determination with conditions as discussed. Vote: 5-0 -3- 8:00 p.m. Public Meeting-RGB #2000-35, 7 Lewis Street, Everett Roscoe Jr. Proposed 30' x 24' addition Present were Mr. Roscoe accompanied by his neighbour Mrs. Dolan of 124 Howard Street, Reading. Mrs. Dolan was accompanied by her daughter. The neighbours are concerned that an already existing water problem in the area would worsen by this project. Mrs. Dolan's home is located directly behind Mr. Roscoe's. She is concerned about additional water run-off spilling down into her yard. Mr. Roscoe explain that a frost wall - 4 ft. down all around, would be installed, with a crawl space. He assured her that it would not include a full basement. He also plans to eliminate the driveway and create more pervious soil. According to Mrs. Dolan, the retention basin fills to capacity in the spring. Committee commented and suggested the following measures to control water: ➢ Tunnel water off the roof to the front of house and onto street using gutters & downspouts; ➢ A French drain would not be helpful; ➢ They believe NO net increase in water run-off as a result of this project. The project has no effect on the existing water problem: no increase or decrease in water flow; ➢ Chair suggested to Mrs. Dolan that she (and other neighbours) contact other city departments such as the DPW to inquire about other related problems such as the need for pipe clean out, maintenance problems, etc. Chair also mentioned adherence to state and local bylaws, and suggested Mrs. Dolan contact the building inspector. ➢ Request was made that Conservation Administrator inspect Item #1 of site Determination of Applicability and item #2 regarding erosion control. If ground water is found, Administrator needs to perform a site assessment, and a stilling basin needs to be installed. The following is also suggested: Using pervious gravel. Stockpile only on west side of home. Rubbish has to be disposed of in legal manner. Reseeding upon completion of project. Mark Gillis motioned to close, RGB #2000-35, 7 Lewis Street Vote: 5-0 Motion to issue negative determination of applicability with conditions as discussed. Conservation Administrator needs to visit site and make recommendations to control erosion. Vote: 5-0 -4- Other Business Open Space and Recreation Task Force. New plan submitted every 5 years - Last plan was done in 1995. Task force updating plan for 2000. Currently reviewing tax title parcels. Commission discussed all tax title parcels. M. Gillis motioned to reconfirm request to transfer parcels noted on 7/26/99. Vote: 5-0 M. Gillis motioned to have parcels transferred to DPW and Conservation Commission jointly as Nancy Eaton suggested. Vote: 5-0 8:30 p.m. Adjourned.
