Town of Reading Selectmen's Meeting Room Wednesday, November 15 2000 - 7:00 pm Present: Nancy Eaton, Chair, William Finch, Douglas Greene, Thad Berry, Patricia Lloyd, Commissioners; Harold Hulse, Consultant; and Conservation Administrator Karen Mullins Absent: Mark Gillis and Vincent Falcione, Commissioners and Leo Kenney, Consultant Reading Cable TV was present and recorded the meeting. Microphones were supplied and the public and commission were requested to use them. 7:00 PM DEP 270-341, RGB #2000-38 off Roma Lane/Sunset Rock Lane, School - Order of Conditions - The Commission reviewed the draft order of conditions and made changes to the document. Patricia Lloyd moved and Thad Berry seconded a motion to approve and issue the Order of Conditions as amended. Vote: 5-0-0. 7:35 PM Bedrock Well Exploration - Discussion - Peter Tassi, Supervisor of the Water Treatment Plant was present. The Commission reviewed the draft "Request for Proposals Bedrock Well Exploration". The Chair reviewed the prior history and site inspections, for the newer members, that the Water Division and the Commission have engaged in over the past three years. The project may qualify under 10.53 (3)(o) as a limited project. Old/New Business: DEP 270-295, RGB 1997-26 - Sunset Rock Lane Subdivision - Order of Conditions Compliance Review and Request for Release of Bond. An as- built plan dated November 13 and stamped 11-15-2000 was submitted. There is no location in the title block. There are no spot grades at the rear of Lot 7. The Administrator noted discrepancies between the approved plan and the as-built plan. She recommended spot grades be supplied for Lot 7. The Chair expressed concern over the note stating: "existing topographic features shown are a compilation of an actual field survey by Hayes Engineering, Inc. and the Town of Reading topographic maps. The Administrator raised the issue of the walls in the detention basin, which we have no details on, and which were not part of the permitted plan. There are no details on the plan. There was no engineer's letter submitted showing that the project was built in accordance with the Order. The roof drains into the water quality swale have been reconnected and mortared into the control structure. Thad Berry stated we needed an engineer's letter stating the stormwater management system will function as designed. It appears the detention basin proposea. Anoiner repiicallon report will rte neeaea in ine spring. also is not clear regarding what location the plan is an as-built of and Lots 4 and 5 are not 2 complete. The Administrator noted the Order expires in January. Mr. DeGennaro stated he would have new material for the Commission's next meeting. Commissioners felt it was premature to release any of the bond funds without an engineer's letter. The plan also does not adequately show the stone bounds for the Conservation Restriction area and should be noted on the legend. Mr. DeGennaro said a Conservation Restriction sign was placed on the stone wall on Lot 7. 8:20 PM Continued Public Hearing DEP 270-342, RGB 2000-39 Off Fairchild Drive/Van Norden Road. Will Finch moved and Doug Greene seconded a motion to continue the Continued Public Hearing to Wednesday, December 6, 2000 at 7:30 pm at the request of the applicant with no further notice to the abutters. Vote: 5-0-0. 8:22 PM Request for Certificate of Compliance, 25 Sunset Rock Lane, Lot 10, DEP 270-295, RGB 1997-26. Only a small portion of the lot is jurisdictional. The area is stabilized now. The only outstanding condition will be erosion controls for two years. Will Finch moved and Patricia Lloyd seconded a motion to issue a Certificate of Compliance for this parcel. Vote: 5-0-0. 8:25 PM Minor Projects Sign-Off. 831 Main Street - replace existing shed. 21 Buckingham Road, request to cut and remove seven trees. Administrator recommended three trees but the other four would require a filing. 382 Charles Street - removal of seven trees, most of which are dead. Work on the elms in the wetland will be done manually and just topped. Thad Berry moved and Patricia Lloyd seconded a motion to approve the Administrator's Minor Project Sign-Offs. Vote: 5-0-0. 8:30 PM Request for Certificate of Compliance -DEP 270-335, RGB 2000-14 - Lot 1 Cory Lane Extension. An as-built and engineer's letter were submitted. The lot has been hydroseeded. The grading does not go to the property line because there is a proposed wall as part of the Lot 12 Carriage Estates II filing. The as-built grades substantially comply with the permitted plan. All other permit requirements for Lot 1 have been complied with including the Conservation Restriction. Thad Berry moved and Patricia Lloyd seconded a motion to issue a Certificate of Compliance for this lot. Vote: 5-0-0. Minutes: Patricia Lloyd moved and Thad Berry seconded a motion to accept the draft Minutes of November 1, 2000 as prepared by Nancy Eaton from the notes of the Administrator. Vote: 5-0-0. Town Meeting Update - Approved Article 10 transferring 8.5 acres of land off Symonds Way in North Cedar Swamp to the care, custody and control of the Conservation Commission. Miscellaneous - MSM - Tier IA site - Will Finch reported MSM has filed with 1 activities. This site is directly 3 adjacent to the Ipswich River. This is an area of concern due to water supply. We should monitor for accurate delineation of the Riverfront Area and any expansion. Administrator Karen Mullin submitted her resignation effective December 1, 2000. The Commission expressed their regret that she was leaving as she was a quality employee and she would be missed. The Commission wished her well in her new position. The position will be advertised this weekend and will be circulated to other professional organizations. Thad Berry moved and Will Finch seconded a motion to adjourn at 8:52 PM.
