Town of Reading Selectmen's Meeting Room ZI~o2 JUL 3 Q A 5 3 Wednesday, June 27, 2001 - 7:00 pm Present: Chair Nancy Eaton; Doug Greene, Pat Lloyd, Commissioners; Fran Fink, Administrator; Leo Kenney, Consultant (NOT A QUORUM) Absent: Will Finch Mark Gillis, Vincent Falcione, Thad Berry, Commissioners, and Harold Hulse, Consultant Due to the absence of a quorum, the Commissioners asked that Ms. Fink post the same agenda for July 2, 2001. The two public hearings scheduled for June 27, 2001, were not opened. Ms. Fink will call the other Commissioners to confirm that a quorum will be present on July 2. Draft Order of Conditions, DEP 270-xxx, RGB 2001- 18, 54 Haystack Road, William Berglund The Commissioners discussed a change in Document #9 in the draft Order of Conditions for 54 Haystack. Lot 10, Sunset Rock Lane, DEP 270-295, RGB 1997-26 Mr. and Mrs. Cartolano, owners of Lot 10, were present. They discussed adding a swimming pool to the site, which presently has the maximum impervious cover allowed by the OOC. They also want to change the grading to get rid of an area in the back yard that retains water after rain storms. The Commission responded that the Cartolanos would have to recharge clean runoff from their roof and the pool patio to offset the increase in impervious cover. An engineer should prepare the plan and the owners should submit a Notice of Intent. In the meantime, existing exposed soils should be stabilized. Lot off Willow Street and Summer Avenue Kevin Fulgoni, owner of land between Willow and Summer, was present. He is engaged in a public hearing before the Zoning Board of Appeals to seek driveway access over an existing lot on Summer Avenue for his lot that only has frontage on Willow. The frontage on Willow is all wetland. Ms. Eaton stated that the BVW delineation established in a recent permit application had expired. Also, the recent application had been filed prior to establishment of the Riverfront Area by the state legislature. Thus, the Commission would require an_ANR„AD to determine the resource area boundaries. Minutes June 27, 2001, Conservation Commission 2 Mr. Fulgoni stated that he did not think the stream was perennial. Ms. Fink said that he should set forth his evidence in the ANRAD. Mr. Fulgoni asked whether he can use the existing foundation. The Commission responded that it depends on whether the foundation is determined to be present legally. Reading Housing Authority, Pleasant Street and Wilson John Hixon, Director of the Housing Authority, was present and submitted a letter dated June 27, 2001. Ms. Eaton described observations made during a site visit on June 25, when a concrete floor was being poured in part of the basement. Ms. Fink reported that the Building Inspector had required the concrete to be placed under the burners and the fire wall in the basement. Mr. Hixon stated that the burners had been placed in the basement to avoid safety issues with their placement in the living spaces. The Order of Conditions did not preclude placing the burners in the basement. The burners had been set above the anticipated water level in the basement, and a sump pump had been installed to control the water level. The burners run on natural gas. Ms. Lloyd asked what would happen if electricity failed. The burners would have to be re-inspected before turning them on again. Ms. Eaton asked about the installation of the downspouts. Mr. Hixon said he was working to get the contractor to the site. The consensus of the Commission was that the burners were not a conservation issue, but the downspouts and final landscaping were. The sump pump discharge should be directed into the detention basin and the hose will need to be monitored. No vote was taken due to the absence of a quorum. Request for Partial Certificate of Compliance and bond release, DEP 270-312, RGB 1999-6, 24-30 Baystate Road (Melendy Drive Subdivision) Mr. and Mrs. Cain, owners, and John Ogren, project engineer, were present. Ms. Fink distributed a memo dated June 26, 2001. Mr. Ogren stated that he would submit drainage calculations to show how the as-built basin would function. The proposed 100-year storm elevation was 192.2 and he thought that the as-built basin elevations would contain it. Ms. Eaton asked for more infonnation about long-term maintenance. The Commission will inspect the site. Ms. Fink will check with the, 'Town Planner to find out whether thl roadway will be public or private. The discussion will be continued on July 18, 2001.
