Present: Nancy Eaton, Chair, Douglas Greene, Mark Gillis, and Patricia Lloyd,
Commissioners and Conservation Administrator Fran Fink
Absent: William Finch, Vincent Falcione and Thad Berry, Commissioners
Old/New Business:
Draft Order of Conditions, DEP 270-355, RGB 2001-18, 54 Haystack Road.
Pat Lloyd moved and Doug Greene seconded a motion to approve and issue the draft
Order of Conditions as amended. Vote: 4-0 in favor.
7:30 Continued Public Hearing DEP 270-329, RGB 1999-42, Notice of Intent, Lot
198 Harvest Road, single family house, driveway, and utilities; Dorothy Jones. Pat
Lloyd moved and Doug Greene seconded a motion to continue the Continued Public
Hearing to Wednesday, August 22m 2001 at 8 p.m. Vote: 4-0 in favor.
7:30 Continued Public Hearing DEP 279-353, RGB #2001-11, Notice of Intent,
1375 Main Street, Multi -family housing, drainage, parking, grading, landscaping, and
utilities; Michael E. Hennessey. Pat Lloyd moved and Doug Greene seconded a motion
to continue the Continued Public Hearing to Wednesday, July 18, 2001, at 7:30. Vote:
4-0 in favor.
Extension Permit - DEP 270-333, RGB 2000-8, 268 Franklin Street. Mark Gillis
moved and Doug Greene seconded a motion to extend the expiration of the Order of
Conditions under the local bylaw from 6/26/01 to 6/26/02. Vote: 4-0 in favor.
Plan Change - 268 Franklin Street, DEP 270-333, RGB 2000-8. Applicant needs to
submit a stamped as-built plan and engineer's letter. No one appeared on behalf of the
applicant. We need enough of a bond for the proposed project because drainage
improvements are on Lot 1. Pat Lloyd moved and Mark Gillis seconded a motion that
the plan change is significant. Vote: 4-0 in favor.
Mark Gillis moved and Pat Lloyd seconded a motion denying a bond waiver because
proposed work must be covered by a bond. Vote: 4-0 in favor.
Minor Project sign-offs. 4 Minot Street Administrator conducted a site visit with
new owner and Attorney Brad Latham. They want to take down fence and install new.
She asked that they put the request in writing and give her a plan. Fran recommended
removal of debris by hand and inspected by commission, _._Mark_Gillis moved _and-Pat-
Lloyd
seconded a motion to approve the minor project signoff. Vote: 4-0 in favor.

700 Haverhill Street rotten porch and staircase taken down. Decided to replace with
open deck 4 feet by 8 feet. Proposed work is forty feet to wetlands. Pat Lloyd moved
and Mark Gillis seconded a motion approving the Administrator's minor project signoff.
Vote: 4-0 in favor.
Plan Change -170/184 Pleasant Street - DEP 270-310, RGB 1998-29. Housing
Authority requested plan change to allow installation of slab in basement for heating
units, as recommended by the building inspector. The remainder of the floor will remain
open to accommodate movement of ground water levels. Mark Gillis moved and Pat
Lloyd seconded a motion that the Commission finds the Plan Change insignificant.
Vote: 4-0 in favor.
49 Grey Coach - This is a site of home heating oil spill adjacent and perhaps into the
wetland. Administrator was instructed to notify the homeowners they need to file.
8 Strawberry Hill Lane - The Administrator discussed a minor project planting plan
being proposed for this site. Previous violations have significantly been dealt with.
Redgate Lane - proposed tree trimming.
There being no further business to come before the Commission, upon motion duly made
and seconded, the meeting was closed at 8:25 pm.
