Present: Will Finch, Chair; Pat Lloyd, Vice Chair; Larry Goulet, Thad Berry, Doug
Greene
Not present: Leo Kenney and Harold Hulse, consultants.
7:00 Old/New Business
Lot 3 Timothy's Place, Request for Partial Certificate of Compliance, DEP 270-322, RGB
1999-24. Kevin Cunnif present for applicant.
Reviewed Fran Fink's memo dated Nov. 7, 2001. Discussed changing conditions in
perpetuity per Fran's memo and our discussion.
Pat Lloyd moved and Doug Greene seconded amending order of conditions for lot 3 and
issuing partial certificate of compliance as soon as gutters are finished. Voted 5-0 in favor.
Minutes dated Oct. 10, 2001- Pat Lloyd moved and Thad Berry seconded approving.
Voted 5-0 in favor.
- 695 Pearl Street, Proposed land swap
Richard Harper present. Steve Manchini present from Favorola & Schreiber. Peter
Hechenblecker suggested to him that he confirm approval and interest of conservation
commission for land swap. Had been approved by prior town meeting.
Mr. Harper willing to cover expense of the two appraisals needed to cover requirements.
Also willing to cover expense of survey. Suggesting Hayes Engineering or DPW or other
qualified town agent.
Will Finch mentioned right-of-way. Steve Manchini said ten feet remains along far north
end for access.
Will Finch mentioned need new site visit.
Arthur Scarpa 679 Pearl Street On the surface, is in favor because it would give them
access to conservation land directly from their back yards.
Mr. and Mrs. Ed. Bobeck 701 Pearl Street. Not in favor. Prefer to keep the particular area
as conservation land as is.
Mr. Harper stated matter has been going on for 12 years. Mentioned problem with, DPW.
Fran Fink discussed her memo and the need for Mr. Harper to pay for any costs associated
with process.
Commission agreed to do site visits Nov. 18 at 9 a.m.
Mr. Bobeck asked about the piece of property donated to conservation and would like
paperwork. Fran Fink invited him to come to office and look at file.
7:30 Continued Public Hearing, DEP 270-360, RGB 2001-25, Abbreviated Notice of
Resource Area Delineation, 321 Haverhill Street, David and Roberta Maillett

Procedure read; attendance sheet circulated; commission introduced. Applicant did not
appear.
Fran Fink showed revised plan and made suggestion with respect to the order.
Pat Lloyd moved and Thad Berry seconded approving delineation, but not for flags along
street. Voted 5-0 in favor.
7:40 Public Hearing, RGB 2001-29, Notice of Intent, Roadway and drainage
improvements within Walkers Brook Drive and Village Street, Walkers Brook Crossing,
LLC
Procedure read; attendance sheet circulated; commission introduced.
Dave Picart presented environmental scientist representing Walkers Brook Crossing,
LLC. Also present: Ed Shaw, Tim Macintosh, Erik Ruleson, Andrew Oglevey, and Mark
Niguerra.
Applicant proposed more time to deal with Fran's memo.
Discussed that Mass Highway will have changes. They're applying for funding from Mass
Highway so will have to follow their standards.
Picart discussed impact on banks and land under water. Temporary disturbance to BVW to
construct box culvert. BVW will be fully restored after work.
Asking for approval as limited project for roadway improvements. And, limited project
under storm water management policy under minor widening exception.
Portion of site passes through endangered species area.
Discussed that pond is privately owned, not town-owned, so may change plans.
Will Finch had question on p. 12, dewatering protocol. "If necessary, sediment-laden water
pumped into refraction tank" Picart said that would be the site engineer's responsibility.
Will Finch: "temporary slope stabilization" hopes nonmulched or exposed sites should be
subject to dewatering, etc. to control sediments that run off.
Thad Berry: On cofferdam detail, had questions about sandbags and mud line. Needs picture
of both sides. Also, some utilities will need relocating. Electric will stay above.
Picart said he will give table with inverts. Thad Berry asked for pavement core results and
50-foot cross-sections as given out for bids.
Thad Berry asked them to investigate electrical line that needs relocation.
Mr. Neary on Village Street asked for information about drainage improvements on Village
Street.
Pat Lloyd moved and Doug Greene seconded continuing until Nov. 28 at 8 p.m. in this room
with no further notice to abutters.
Old/New Business:
2-10 Franklin Street - Request for Extension Permit under RGB, DEP 270-340, RGB
2000-37, from October 2, 2001 to October 2, 2002. Thad Berry moved and Pat Lloyd

356, RGB 2001-19
Applicant had called Fran Fink with suggested changes and waived 21 days to issue order
of conditions.
Pat Lloyd moved and Doug Greene seconded approving order of conditions as amended.
Voted 5-0 in favor.
24 Cory Lane, Lot 2, Request for Certificate of Occupancy, DEP 270-337, RGB 2000-
18, Lee Sullivan
Thad Berry moved to ratify COO and Pat Lloyd seconded. Voted 5-0 in favor.
Lot 198, Harvest Road, Site Inspection Notice, DEP 270-329, Appeal of Order of
Conditions, Wed. Nov 14 at 9 a.m. Will Finch will be there.
Fran Fink's report on site visits:
Wilson and Pleasant Reading Housing Authority progress made.
9 Gregory Lane silt fence in ok shape. Yard sodded. One row of stones set at base of
wall. Big pile of stones. No mason on site at work building wall. Had taken out most, but
not all of trash. Had not set erosion barrier at top of wall. Keep an eye on. We'll do site
visit on Nov. 18 to view progress.
518 Summer Avenue Not filled in trench yet.
64 Pasture Road pavement gone.
454 Grove - Sabatinos have made a berm with the wood chips to serve as an erosion
control barrier. They do have erosion and the wood chips are working. The bare, steep
hill in their front yard is the focal point for all the runoff from the street in both
directions, and also for the newly-paved driveway for the relocated house across the
street. The soils are very sandy. Apparently the forester they have engaged pointed this
out and suggested they should put fill in the area to divert the water somehow. They had
begun doing this. Fran asked Mrs. Sabatino to cease filling until we receive and approve
a site plan, and in the meantime to put winter rye seed and a straw mulch on the entire
area and then water the seeds to encourage growth. (See letter.)
Pondview Lane - Site is generally in good shape. Asked for an erosion control barrier to
be set on Lot 1 where there is a steep cut above the detention basin to keep sediments out
of basin. Also asked them to monitor huge loam stockpile on Lot 9 and control erosion.
They may be trucking this material off site in near future. Utilities are installed, and they
are doing final prep for binder coat next week. Detention basin looks good, but grass is a
little sparse in places due to lack of rain.- They hope, to_get at- le_ast_one foundation into the
ground this fall and will submit revised e_.^^ ^
ised site plan for approval when ready.

15 Tenneyson Road addition to back of house. Pat Lloyd moved and Thad Berry
seconded approving certificate of compliance. Voted 5-0 in favor.
59 Forest Street - wants to build garage.
69 Eastway, 52 Charles Street, Melendy Drive work underway
8 Strawberry Hill Road want to cut trees in ZNV. Can't cut down without request for
detennination. Developer and new owners both cut other trees and killed off others with
poison ivy spray. Will file and provide planting plan.

406 Haverhill - They have seeded the spots that were bare at the last site visit, uncovered
the ZNV markers, removed most of the debris from the ZNV. Ready for as-builts.
Other
Norman Road, Track Road, and Carnation Circle - complaints about smell because of
rotting vegetation because of beaver dam..
Will Finch a couple articles on Town Meeting we need to take a position on.
Amending zoning bylaw regarding FEMA map compatibility.
Pat Lloyd moved and Thad Berry seconded not taking a position on the reg. Voted 5-0 in
favor.
Article 22 to decrease the lot coverage to 15 percent in Aquifer Protection District.
Pat Lloyd moved to support and Thad Berry seconded. Voted 5-0 in favor.
9:403had Berry moved to adjourn. Pat seconded. Voted 5-0 in favor.
