Town of Reading Selectmen's Meeting Room, 7:00 PM Z'0E Ai 28 12: 05 November 28, 2001 Present: Will Finch, Pat Lloyd, Doug Greene, Commissioners; Leo Kenney, Consultant; Fran Fink, Administrator. Absent: Larry GOUIet, Thad Berry, Vincent Falcione, Commissioners; Harold Hulse, consultant. No quorum yet. 7:00 Old/New Business Board of Health - Beaver work off Track/Norman Jane Fiore, Health Agent, discussed last December's beaver problem at Track and Line road. Odor, leaching fields not working, etc. Became public health hazard. At that time, breached dam and put in water flow device. Dropped water level for that neighborhood by foot and a half. Opposite side Eaton, Elm, Smith more flooding has occurred. Now, trapper, John Bettencourt, keeping eye out. This year, trapper said thought worse trouble because drier year. Had to drop mosquito larvicide pellets. Had West Nile in town in crows, blue jays, and cardinals. Trapper found trees indicating two alpha male beavers in area. Local retiree estimated 20 or 22. Bettencourt says up to 25. $500-1800 to take care of it. On town land, Town should pay. Board of Health will issue emergency trapping, with traps that kill beavers. Beavers won't breed in winter, but if he gets enough to delay in spring, will be ok. If need to come back in 30 days, will need conservation to come out and take a look. DPW estimated lodge is 15 feet above water, so 12 feet deep. On edges, can get in with waders. DPW crews keeping flows clear. Will Finch discussed site visit previous Sunday a.m. One suggestion was to get pipe up into pond instead of on dam in open air. Not the correct installation. Jane Fiore said water went through today, but still needs to be fixed. 7:20 Larry Goulet arrived. Hearing officially opened. 218 and 224 Salem Street - Request for release of Bond. Fran Fink said looked fine to her for bond release. Pat Lloyd moved and Doug Greene seconded releasing bond. Voted 4-0 in favor. 9 Gregory Road - Fran Fink went there today and no sign of progress on the wall. Kevin Emory left a message saying he has hired someone who is behind schedule due to weather and hopes he will start Thursday or Friday. It's a 5-day job. Hamid Sorornejad, 35 Zachary Lane Stone wall in front of house was done, but the wall that is a retaining wall is not done. Lots of erosion; he's losing his backyard. Stuff Minutes - Conservation Commission, November 28, 2001 2 dumped into conservation behind his lot. At time he was supposed to move in, it was clean, now he's dumping stuff. Hazardous to his children playing. Peter Hechenblecher Had met with neighbor a couple times and visited site, and no progress. Erosion taking place. Thad Berry arrived and was briefed on situation.. Pat Lloyd moved and Doug Greene seconded issuing $100 per day fine until next meeting, then $300 per day if no progress. Voted 5-0 in favor. 7:30 Continued Public Hearing, DEP 270- 362, RGB 2001-28, 25 Sunset Rock Lane Procedure read; attendance sheet circulated; commission introduced. Pat Lloyd not participating because not at first hearing. Mr. Johannen, engineer from O'Neill Associates, presented plans. Fran provided memo on subject. We have not received comments from town engineer. Fran recommended soil and perc test now. No public comments. Applicant asked for extension until Dec. 19 at 7:30. Thad Berry moved, and Doug seconded continuing hearing until Dec. 19 at 7:30 p.m. with no further notice to abutters. Voted 4-0-1. 8:10 Public Meeting, RGB 2001-30,57 Longwood Road, Request for Determination John Santullo, petitioner, present. Reviewed site visit notes. Fran reviewed draft order of conditions. Doug Greene roved to issue negative determination with conditions and Pat Lloyd seconded. Voted 5-0 in favor. 8:15 Continued Public Hearing, RGB 2001-29, Notice of Intent, Roadway and drainage improvements within Walkers Brook Drive and Village Street Procedure read; attendance sheet circulated; commission introduced. Dave Picart, environmental scientist from VHB, handed out package addressing most of questions and issues raised at previous hearing and by Fran Fink and town engineer. Consensus of Commission was that sidewalks could be installed on both sides of roadway within RFA and ZNV. Fran Fink: received file number notification: DEP No. 2001-363. File number came with note requiring additional information on whether it qualifies for a limited project. Applicant requested continuation to Dec. 19 at 7:45 p.m. Pat_L_loyd moved and Thad_$erry_seconded__continuing_to_D room with no further notice to abutters. Voted 5-0 in favor. Minutes - Conservation Commission, November 28, 2001 Old/New Business: Request for Certificates of Compliance, Reading Landfill, Orders of Conditions: DEP 270-48 - Stream channel relocation, RDPW RGB 1984-2 as amended - Stream channel relocation, RDPW DEP 270-116 as amended - Stream channel relocation, RDPW DEP 270-192, RGB 1989-19 - Homart Development Company Pat Lloyd moved and Doug Greene seconded issuing COC on all of the above. Voted 5- 0 in favor. DEP 270-238, RGB 1991-15 - Town-wide culvert maintenance, RDPW. Pat moved and Doug seconded issuing partial COC. Voted 5-0 in favor. DEP 270-241, RGB 1991-25 - Town-wide waterway maintenance, RDPW Thad Berry moved and Doug Greene seconded issuing partial COC. Voted 5-0 in favor. DEP 270-351, RGB 2001-01 - Town-wide water and. sewer line maintenance, RDPW Thad Berry moved and Pat Lloyd seconded issuing partial COC. Voted 5-0 in favor 695 Pearl Street/Bare Meadow Conservation Area - Proposed land swap Mr. Dick Harper presented. Consensus is that we would support the swap, given the information available at this time. Mr. Harper should pursue appraisals, surveys, and approvals from DCS, NPS, and others. 13 Track Road - ANR plan Fran Fink will write letter. 3 454 Grove Street - Site Assessment and Planting Plan, Northeastern Consulting Forestry Services, 11/14/2001 We'll review and deal with during next meeting. 306 Main Getty station. Thad Berry moved and Pat seconded approving soil probes as minor project. Voted 5-0 in favor. 10:05 Thad Berry moved to adjourn and Pat Lloyd seconded. Voted 5-0 in favor.
