Minutes of the Conservation Commission - Town of Reading ZOR JAN ` i o Selectmen's Meeting Room, 7:00 PM Wednesday, December 5, 2001 Present: Fran Fink, administrator, Will Finch, Chair; Patricia Lloyd, vice chair; Doug Greene and Larry Goulet, Commissioners. Absent: Thad Berry and Vince Falcione, Commissioners; Leo Kenney and Harold Hulse, Consultants. 7:00 Meeting came to order 7:05 p.m. 9 Gregory Road, Enforcement order, progress report. Kevin Emery present. Fran Fink - went by this afternoon. Masons there and upper wall finished, working on midsection. Recommended stop issuing unless wall is not completed. Kevin Emery Trades have been busy. Mason did good work, so they wanted him to finish the job, not someone else. This is the first time the mason could come. He didn't come last week because he works for Toll Brothers and did emergency job in Hopkinton. Showed up today and will stay until job is complete. Nadoni Construction from Wrentham is doing work. Mr. Emery and his wife felt the neighbor's vindictiveness was a factor in the fine. Pat moved and Doug seconded suspending issuance of fines until Friday, Dec. 14, at which time Fran Fink will check on progress of work and report. Voted 4-0 in favor. 7:15 p.m. 268 Franklin Street Mr. Oteri presented revised site plan. Pat Lloyd moved to approve proposal as an insignificant plan change contingent upon receipt of further revised plan showing topography and other details. Doug Greene seconded. Voted 4-0 in favor. Bond Order of Conditions says prior to construction, bond provided for certain items. Not all items are on the bond approved by town for CPDC. Still need erosion controls, catch basins, grading, swales, included in bond. Applicant says "12" RC Drain & Detention" in CPDC bond includes catch basins. What about grading and swales? Applicant says included in "grading rolling" Pat Lloyd moved request bond of $4500 to be set and then if more necessary, to be revisited at next meeting. Doug Greene seconded. Voted 4-0 in favor. Minutes - Conservation Commission, December 5, 2001 7:45 Public Meeting, RGB 2001-31, Request for Determination of Applicability, Harry and Anna Demeter, 81 Forest Street: addition to house and improvements in driveway and sidewalks. Fran Fink gave copy of site visit notes to applicant. Said seemed like straightforward case. In buffer zone, meets setback requirements. Read draft conditions. Pat Lloyd moved to issue negative detennination with conditions. Doug Greene seconded. Voted 4-0 in favor. 7:55 p.m. 454 Grove Street, Enforcement Order, proposed planting plan Pat Lloyd moved to accept plan as proposed, with Fran Fink using discretion as to where and whether to plant Arrowwood. Doug Greene seconded. Voted 4-0 in favor. 8:10 p.m. 518 Summer Avenue, Enforcement Order, progress report 23 Plymouth Road, RGB 2001-8, revised site plan. Pat Lloyd moved accept site plan as minor project change. Larry Goulet seconded. Voted 4-0 in favor. Pondview Lane (Ashley Place Extension), DEP 270-343, RGB 2000-45, revised site. plan for approval, Lot 2, and Conservation Restriction Pat Lloyd moved to approve conservation restriction and Doug Greene seconded. Voted. 4-0 in favor. Pat Lloyd moved and Doug Greene seconded approving revised site plan as an insignificant plan change. Voted 4-0 in favor. 59 Forest Street, Request for Extension Permit under RGB, DEP 270-326, RGB 1999- 36 from December 16, 2001 to December 16, 2002 Pat Lloyd moved and Doug Greene seconded extending permit. Voted 4-0 in favor. 1090 and 1100 Main Street, Eric's Greenhouse Fran Fink discussed site plans, and current state. Fran Fink will write letter informing of request for site visit Dec. 15 at 8:30 a.m. and possible violations. Mass. Highway Department Facility No. 76, Causeway Road, Order of Conditions, DEP 270-313, RGB 1998-17 Fran Fink discussed status. Will be on agenda next week. Minutes for approval - October 24, 2001 Pat Lloyd moved and Doug Greene seconded approving minutes of Oct. 24, 2001. Voted 4-0 in favor. Minutes - Conservation Commission, December 5, 2001 3 201 Salem - Decided not to make final decision on compliance with enforcement order 1 yet. Need to wait for spring to determine whether grass survives. 13 Track Road Fran Fink gave update. Tennessee gas pipeline handout. Expect work on pipeline soon. Annette Lane Mr. Seyboldt wants to build fence around perimeter due to dumping leaves. Lots of wetlands, even higher land had wetland vegetation. Fran Fink told him he needs permits. 518 Summer - We discussed we needed a site visit before enforcement or fines. 9:15 p.m. Pat Lloyd moved to adjourn and Doug Green seconded. 4-0 in favor.
