Minutes of February 9, 1987,
Meeting convened at 7:30 PM in room 16, Town Hall, 16 Lowell Street,
Reading.
PRESENT: C. Anthony, Chairperson; H. Hulse, Vi-ce Chairman;
W. Cochrane, M. C. Proctor; Associate Member
R. Konisky; and Beth MacKillop, Administrator.
7:30 PM A Certificate of Compliance was issued to Jack Rivers for
Sanborn Village Phase II. VOTED 4-0-0
7:35 PM Extension Permit granted to Patrick Devaney lot B-2 Sanborn
Lane. VOTED 4-0-0
7:40 PM Bill Childress arrived.
7:42 PM Request from Russ LeBlanc as to whether the installation of
french drains and a dry well on lot 7A Avalon Road require
a refiling. No refiling required if:
1.) ground water elevation is found to be below elevation
of dry well. Information to be submitted.
2.) soil conditions are suitable and
3.) dry well is located on Northeast portion of lot.
Beth will check soils and ground water elevation when pit
is dug in April. Letter to be sent to Mr. LeBlanc.

8:00 PM Track Road - Discussed lot 54,55,80,81 file -Tg Pa portion
of this lot is shown to be within the 100 year-flood ele-
vation on the Fema Maps. The Order was recently extended.
The Order does not require compensatory storage. The
Commission goes by the Floodplain District as shown on the
Reading Zoning Map and this lot is not within this district.
The Fema map is used only for insurance purposes. The
applicant was not required to provide compensatory storage
on the lot for this reason. Mr. Buttrick was inquiring
about this for a potential buyer.
8:10 PM Colonial Drive Extension - (1) people who want pools should
file a Notice of Intent or Request for Determination. Each
filing will be looked at separately. Displacement of water
in "retention" area unlikely to be allowed.
(2) Partial releases will not be allowed anywhere as a
Policy. VOTED 5-0-0.
(3) Several large trees still need to be cut and the area
graded to provide retention. The developer wants to know
if these few trees can be saved. The Commission will look
at this area in The Spring.

Mr. Covino - Beth discussed his potential plans for a pool at
3 Louanis Drive. Also, he would like to remove the crushed
stone from the headwall area and vegetate with wetland plants.
Beth will help him with the paper work.
8:35 PM Mass. Fruition Program - Beth applied to this program for fruit
and nut trees and bushes. Plants will be planted at Bare
Meadow by Scouts if our application is approved.
8:45 PM Middlesex Conservation District - Seedling Program - great
opportunity to buy trees and shrubs cheaply to place on Con-
servation land and elsewhere. Beth will order $84.00 worth
of trees and shrubs. VOTED 5-0-0.
8:50 PM Cameras - Beth provided information on two types of cameras.
The Ricoh KR-5 Super and the Pentax K1000. The Commission
voted to purchase the Ricoh KR-5 Super from Hunt Drug in
Malden. We will ask for a bill - provide them with our Sales
Tax exemption number and have a check drawn from our account.
We will also purchase at the same time a case and a UV filter.
VOTED 5-0-0.
9:00 PM Budget - It was decided that the full amount of money needed
to provide a 1 year supply of filter fiber fence material
would be added to the budget. It will be stated on.the
budget form that this money is returned to the general fund
as the material is sold. Also, the salary for the summer
supervisor will be added to the budget as a new program.
9:10 PM MACC annual meeting - in March - let Beth know if you plan on
attending by February 23.

9:15 PM Bills in the amount of $297.26 were signed.
9:30 PM Regional Water Policy Group - Lucky will continue to repre-
sent The Commission on this board. VOTED 5-0-0
9_:35 PM Fairview Acres - update - Beth has met several times with
Hayes Engineering. They do not want to look at an

alternative to the proposed wetland crossing and they have
not yet acknowledged the Article 32 wetland area that Beth
brought to their attention. Beth has met on site with
their botanist to point out this area.
9:40 PM Meeting adjourned. VOTED 5-0-0.
