Minutes of February 23, 1987
Meeting convened at 7:30 p.m. in Room 16, Town Hall, 16 Lowell St., Reading
PRESENT: C. Anthony, Chairperson; H. Hulse, Vice Chairman; W. Cochrane;
M.C.Proctor; Associate Members, F. Robie, R. Longley; and
Beth MacKillop, Administrator
7:30 p.m. Beth introduced Mr. Carpinito of Lilah Lane, who is interested
in the affairs of Reading and sat in on the meeting. He may
be interested in attending future meetings as well.
7:35 p.m. Beth brought the Commission up to date on Colonial Drive
Extension and the interpretation of the Order of Conditions
which will be discussed with the owner of Lots 8 & 9 later
in the evening.
7:45 pm. Scotland Road Lot C update. Beth informed the Commission that
Pru Green had the case dismissed.
7:50 p.m. Summer Youth Employment Program. Application has arrived and
must be returned by March 20. Beth would like any ideas about
projects for the young people.

7:55 p.m. The Annual Report was read and it was suggested that the number
of hearings, how many determinations made, etc., be added to
the Report. Approved and VOTED 4-0-0
8 p.m. Beth reported a letter had been received from Mr. Stempeck of
6A Avalon Rd. and that he would like to put a larger home and
driveway on the lot. He wanted to know if he had to re-file.
The original plan for house had 1325 sq. feet and the new plan
showed approximately 2220 sq. feet, not including garage or
driveway. Consensus was he should re-file and show how to
compensate for the increased amount of run-off .
A motion was made and seconded that due to an approximate increase of 1000
square feet in the footprint of house, the Commission considered it a signi-
ficant change of plans (increase in footage), and a re-filing would be
necessary. VOTED 4-0-0
8:15 p.m. There was more discussion re: Track Road and the accuracy of
Fema and Reading zoning maps. It was decided that in the future,
filings would be necessary on lots within the Fema 100 year
flood plain if said lot did not fall within the Reading flood
plain district. Also, performance standards must be met under Ch.131, ,O for work
within tile Fly 100 yr. fl ood_

Motion was made and seconded to accept Minutes. VOTED 4-0-0
Bills in the amount of $397.37 were signed.
Mr. Stempeck arrived and was told a re-filing was necessary for the size
of the house he wanted on lot. Need to provide compensatory storage for
increased rate of run-off, and would need to hire an engineer to decide
how much storage was needed under Chap. 131, Section 40, and the performance
standards for work within land subject to flooding must be met.
CORRESPONDENCE
Correspondence was read.
It was moved and seconded to spend $65 to send Beth to attend a Computer
Course in March. VOTED 4-0-0
A motion was also made and seconded to reimburse Beth $61 for 3 courses
she will be taking with Wild Flower Society of Mass. in Framingham.

8:30 p.m Bill Childress arrived.
8:30 p.m. Colonial Drive Extension. Steve Gillis and Bill Bergeron
presented plans for lots 8&9 and wanted clarification and
interpretation of Order of Conditions. They wanted to know if
back of property could be used, if re-loamed and re-seeded,
for swing sets. They also would like trees in back of lot 9
not be cut down. There was much discussion about interpretation
of Order of Conditions and Bill Redford spoke about intent of
Order two years ago. Following was decided by Commission:
(1) That no work below the proposed 19C contour elevation
would be allowed without prior approval of the Conservation
Commission; (2) Material currently in place below existing 188'
contour elevation. should be compensated for elsewhere;
(3) The area for compensation for flood volume lost shall be
shown on the revised plot plan for lots 8 & 9 and submitted
to the Commission for approval. The Commission stated that the
trees in question must be cut to provide the flood storage
volume as required in the original Order. With regard to future
owners placing pools in the regraded flood storage area, the
Commission decided that a separate filing would be necessary in
each case.
9:25 pm Camille spoke with Town Manager about lots on Main Street that
had been given to the Town. All land will probably come under
the Board of Selectmen's jurisdiction which concerns the
Commission. Beth will contact Selectmen's office to make
arrangements to meet with them at their March 9 meeting for
clarification of this issue.
Beth was asked to put together a packet on I-93 regarding sewer tie-in for
Mr. Hulse prior to the February 25 Water Policy Group meeting.
