Minutes of March 24, 1987
Meeting convened at 7:30 P.M. in room 16, Town Hall, 16 Lowell Street,
Reading.
Present: C. Anthony, Chairperson; H. Hulse, Vice-Chairman; M.C.
Proctor, B. Saunders; Associate Member, R. Longley; and
Beth MacKillop, Administrator.
7:30 P.M. Fodera Order of Conditions - discussed and approved.
VOTED 4-0-0
7:35 P.M. Cassidy Drive and Avalon Road Extension updates - Cassidy
Drive has received conditional approval from the Community
Planning and Development Commission and will be coming
before us in the near future. Beth presented the plan and
described the proposed activity.
Avalon Road Extension is up for preliminary subdivision
approval. Bill Jones from Dana Perkins Engineering will
meet with us on April 13, 1987 to discuss this project.

7:55 P.M. Minutes- were read and accepted. VOTED 4-0-0
7:58 P.M. Bills - in the amount of $68.90 were signed and approved.
VOTED 4-0-0
7:59 P.M. Colburn Road Extension - Camille informed The Commission that
test pits were dug last Saturday morning and she received
calls from neighbors. She drove down and found that the
work was not in the wetlands. This project will be coming
before us in the very near future.
8:00 P.M. Public Meeting - Ralph Covino - 7 Louanis Drive - Public
meeting proceedings were opened, recorded and closed. A
positive determination was issued by the Commission.
VOTED 4-0-0. Neighbors indicated thatan increase in the
amount of water in the stream has been observed since the
Avalon Road subdivision has been built.
8:15 P.M. Track Road - lots 54, 55, 80 & 81 - Mr. & Mrs. Flannery met
with the Commission to discuss placing a larger house and
garage on the site. The Commission directed them to have the
actual grades shot to USGS or Reading sewer base and to
show the limit of the 100 yr - flood. If any or part of
the proposed buildings are found to be within the 100 year
flood a refiling will be necessary; otherwise no refiling
will be required.

8:30 P.M. 4 Annette Lane - Mr. Bob Lynch from Atlantic Engineering
met with the Commission to seek approval for the new
location of the foundation and to describe the remedial
activities to be undertaken in the removal of the excess
fill currently on the site. The Commission approved the
new location of the foundation. VOTED 4-0-0
8:50 P.M. Lot 8A Avalon Road - Mr. Ashar from Misty Associates
presented a plot plan indicating a change in the location
and size of house from that which was originally approved.
The Commission asked several questions about his.calcula-
tions for the peak rate of runoff from the site. The
Commission asked him to determine the increase in the
peak rate of runoff (in volume) during the 100 yr. storm
event and to show how he plans to mitigate any increase
(ie. extend 100 year floodplain) on site.
9:35 P.M. Scott Schuster from Continental Wingate Company - met with
the Commission seeking approval for the placement of a
transformer and generator pad adjacent to the bank of the
ditch at the Somerset Nursing Home. Beth indicated that
these 2 pads will be located approximately 5' from the
bank. These pads were not shown on the original plan.
The Commission determined that this change would not
require a refiling and that prior to work commencing on
the pads, filter fence would be installed around them and
approved by the Conservation Administrator. VOTED 4-0-0
9:45 P.M. Policy - The Commission decided that material to be dis-
cussed at meetings must be submitted by the Tuesday prior
to the Monday meeting in order to be placed on the Agenda.
This does not apply to Notices or Requests for Determi-
nations which must be submitted in time to allow for
advertising 5 days in advance. This policy will be
incorporated into the Regulations after a Public Hearing
is held. This policy will insure that the Commission has
had a chance to review information, plans, etc. before
the meeting.
10:00 P.M. Kevin Duval - Bay State Road - The Commission voted to
extend his Order of Conditions under Article 32 for a
period of 1 year. VOTED 4-0-0
10:05 P.M. Beth continues to search for a speaker on hydrology. She
will contact Essex Aggie, the Waltham Field Station Exten-
sion Service and Laurence Boutiette, Jr. from Holden.

10:10 P.M. Correspondence - was read. It was moved and seconded to
- send Beth to an Urban Hydrology Seminar in May if the
funds are available. VOTED 4-0-0
10:35 P.M. Executive Session - It was moved and seconded to go into
Executive Session to discuss the Administrator. VOTED
4-0-0
