Minutes of April 27, 1987
Meeting convened at,7.p.m. in Room 133, Reading Memorial High School.
PRESENT: C. Anthony, Chairperson; H. Hulse, V. Chairman; M.C. Proctor;
B. Saunders; W. Childress: Associate Members, R. Longey,
F. Robie and Conservation Administrator, Beth MacKillop.
7 P.M. Colonial Drive Extension, Lots 6A & 7A. Owners requested permission
to construct concrete all in place of railroad tie wall, which
began to buckle after installation. Commission had no problem if
they stick.to plan as shown and if they adhere to the conditions
attached to the 10/30/86 letter sent by the Commission.
Motion made and seconded that plan, as drawn, be accepted. VOTED 4-0-1
7:10 p.m. Mr. Biggio arrived.
Beth explained that Larry Boutiette., Civil Engineer USDA, Soil
Conservation Service, could not meet with us tonight, but she will
try to set up a date for June.
Avalon Rd. Extension. Beth issued a Cease and Desist order because
they had dug big holes to bury brush. She wondered if Commission
had any policy on this matter. The roles were close to Countryside
Lane. After much discussion it was decided to keep this in mind
when Dave Skinner filed..
7:25 p.m. Article 32 Extension Permit--4 Annette Lane. Remedial work has
not yet begun and the Commission would like to see that started
before extension expires on May 19. They would also like a progress
report before issuing extension.
Avalon Road Extension. The owners of the lot arrived and explained
they had dug 7 or 8 holes to determine water table. A few days
later they began digging holes and burying brush, at which time
they were requested to stop. Mr. Skinner said it was extrememly
costly to get rid of brush and hard to find any place that would
accept it. He was informed that Cease and Desist order means no
activity on lots until Order of Condition issued. `
7:35 p.m. Motion made and seconded to issue Certificate of Compliance to
Rivers Development Corp. for sewer line installation on Lafayette
Road, file no. 270-136, 1985-8. VOTED 5--0-0
7:40 p.m. Beth had form for evaluating Administrator. The Town Manager will
be evaluating Beth with input from the Commission.
Beth informed Commission that the combined meeting with C.P.& D.C.
will probably last about an hour. The Corrrnission should fully understand the
history of the sewer problem in town prior to the filing of the Greenhouse Acres pro-
ject. The local neighborhood group is concerned that this project will exacerbate an
existing surcharge problem The surcharging occurs off of the Greenhouse Acres site in
the vicinity of Eaton Street. The surcharge problem is a valid one and the Conmission
should be aware of the measures being taken to alleviate it. However; the cormiission's
review of the Greenhouse Acres project in terms of sewerage pertains only to the instal-
lation and construction of the new line not-what or how much flows through it.
MINUTES
The Minutes were read and approved. VOTED 4-0-1
CORRESPONDENCE
Correspondence was read and discussed. Beth informed Commission that grant
for summer program had been received. Three students are needed to help.
Judy Leblanc -Handicapped Program -.will receive an award to be presented
at State House.
Beth read letter from DEQE and the reply from Bill Redford about DPW appeal.
7:55 p.m. Public Meeting - Request for Determination of Applicability
George Danis-of DAMCO Industries.
Meeting was opened, recorded and closed. A Negative Determination
containing conditions will be issued. VOTED 5-0-0
Reading of Correspondence continued. The DPW is addressing each problem
as it comes up on site to Beth's satisfaction.
Mr. Biggio•asked some questions pertaining to the DPW facility now being
constructed.'
8:35 p.m. A motion was made and seconded to go into Executive Session.
VOTED 5-0-0
A motion was made and seconded to amend previous motion to go
into Executive Session to discuss pending litigation in Biggio case. There
was a roll call. VOTED 5-0-0
9 p.m. The Town Manager is in agreement that Commission shall appoint
their own Associate Members.
Seedlings have been received from the Middlesex Conservation
District at a cost of $85.00.
Avalon Road Extension. To avoid having 2 Orders on same project, a letter
should be written saying he does not plan to build according to the old
Order of Conditions. It should be stated on new Order that old Order is
not applicable to Lots X,Y,Z, and that new Order shall supersede old
Order.
9:10 p.m. Motion made and seconded to adjourn. VOTED 5-0-0
