HomeMy WebLinkAbout1987-07-20 Conservation Commission MinutesREADING CONSERVATION COMMISSION Minutes of July 20, 1987 Meeting convened at 7:30 p.m. in Town Hall Annex, 6 Lowell Street, Reading. PRESENT: C. Anthony, Chairperson; H. Hulse, Vice Chm.; W. Cochrane; M. C. Proctor; B. Saunders; W. Childress; and Associate Members, J. Nickerson, R. Longley, R. Koniskey and Beth MacKillop, Administrator. 7:30 p.m. Update on various projects: Beth reported Reserve Fund Transfer had gone through and we now have 2 students working for the summer at $5.81/hour. Recent violations: Mr. Covino, who had to be out of town for this meeting, will be filing shortly. The Conservation office has moved to lower level and this meeting was held in Selectmen's office. Beth reported that the secretary had resigned and this will make things difficult until a new secretary is hired. Beth also reported that 2 weeks ago DPW had started putting roof on garage facility without creating detention area. July 29 is pre-trial hearing for DPW appeal and August 13 is trial date for the Biggio case. 7:45 p.m. Lawrenc:-~Boutiette, Civil Engineer USDA Soil Conservation Service, Holden, MA spoke to the Commission about drainage calculations, and answered the many questions of the Commission. 8:50 p.m. Cease & Desists. Mr. Cagnina of Louanis Drive appeared before the Commission and said he had retained services of Attorney Wagner and asked if Commission wanted him to file separately from Mr. Covino. He wants to extend his back yard and will contact Beth when he wants her to view site. He will appear before Commission by August 3 or August 10. Mr. Covino, who is out of town, promised to send letter if he was unable to appear before.Commission, but no letter had been received. Beth will call him and follow up with a letter asking him to file in time for August 10 meeting. Motion made and seconded that Beth call Mr. Covino and follow up with letter that we should have filing of Notice of Intent in time for August 10 meeting. VOTED 5-0-'1' 9 P.M. Presentation by Maria Mobilia from Massachusettts Public Interest Research Group (MASS PIRG) of the Toxic Waste bill "Mass. Toxics Use Reduction Act" and a letter had been received from Senator pith--h-i-gh-l en crs thi ~t A n es-- ~1 ' e estobl3 hed_.to_._-- Y_. make sure requirements are enforced and DEQE will administer this law, if passed. A tax will be imposed on sale of toxic chemicals and will be used to hire people to admi'ni'ster it. After, discussion, Beth will get in touch with MACC to see if they ha7de.rev-i6wed:°th-ia:: bill. She will report to Commission at next meeting. 9:15 p.m. Public Meeting - Request for D'eterminatio'n. or Applicability - Maryann MacBride, 87 Junnyside A-,-e., - for construction of inground pool and installation of fence. Meeting was opened, recorded and closed. A negative determination with ;conditions will be issued. VOTED 5-0-1 9:20 p.m. Public Meeting - Request for Determination of Applicability - Antonio Lopes, 90 Sunnyside Ave.,- for removal of tree stump and to place a basketball hoop pole at end of driveway and to spread 60 cubic yards of fill. Meeting was opened, recorded and closed. A negative determination will be issued on Lot 36-15A with conditions that lot be put back to same grade elevations as shown on as built plan dated 11/23/82 by 8/30/87. VOTED 5-0-1 10 p.m. Public Meeting - Request for Determination of Applicability- Kevin Fulgoni, 16 Margaret Rd. - to fill and level backyard. Past filling activities very close to wetland are evident. Meeting was opened, recorded and closed. A positive determination will be issued and hemust file Notice of Intent to remove fill in wetland. VOTED 5-0-1 10:20 p.m. Informal Discussion with the Biggio's regarding temporary detention basin at DPW garage facility.ko+'~, wants Commission to re- consider their vote on temporary detention area. Says no discussion was s''nown in Minutes. He has an appeal with DEQE, and he questions Mr. Redford's calculations regarding how much drainage area is needed for water draining from roof. Mr. Biggio feels Commission is doing something behind his back and that he is being picked on. When roofs were installed, Mr. Redford was on vacation and he had not o.k'd the roof installation. Mr. Hulse emphatically told Mr. Biggio that the Commission was not going behind his back. He will be notified of any Conservation action involving this site in'the'future and the Commission apologized for not notifying them before approving the temporary detention area. 10:40 p.m. Request for Extension Permits under Article 32: Sanborn Village-PhaseIII-expires July 31, 1987. M, to grant extension to Sanborn Village, Phase III, one year. 231 John Street. They have not commenced work as seconded to grant extension to 231 John St. under year. Dtion made and seconded under Article 32 for VOTED 5-0-1 yet. Motion made and Article 32 for one VOTED 5-0-1 Beth informed Commission that Ms. Winder of Longview Road has appealed Article 32. Beth up-dated Commission on budget. Approximately $340 remains in budget. CORRESPONDENCE Correspondence was read and discussed. Charlie Costello, former Administrator, was greeted and welcomed by Commission. Beth said Mrs. Minotti would not sign agreement permitting DPW on her land. Future violations will be documented but at this time Beth does not think pursuing civil action against her is advisable. A motion was made and seconded to nominate Harold Hulse as Chairman for the coming year. VOTED 5-0-1 A motion was made and seconded to nominate Warren Cochrane as Vice Chairman for the coming year. VOTED 5-0-1 A motionwas made and seconded to appoint the following as Associate Members for a period of one year: Frank Robie, Ray Konisky, R. Longley and Joan Nickerson.
