Reading Conservation Commission
Minutes of October 5, 1987
Meeting Convened at 7:30 P.M. in room 16, Reading Town Hall,
16 Lowell Street.
Present: H. Hulse, Chairman; V. Cochrane, Vice Chairman; M.C.
Proctor; J. Nickerson; F. Robie, Associate Member; Beth MacKillop,
Administrator.
7:30 P.M. Update
Fedele - Beth reported that a filing has not been received.
However, a letter requesting additional information regarding
what activities are allowable on one's property was received.
A letter responding to this request was promptly sent.
Cavino/Cagnina - Letter was received from Mr. Cagnina indicating
'that he would be filing in time for the November 23, 1987
meeting.
"A Day in The Forest" - was held on Sunday, October 4, 1987 des-
pite inclement weather. Postponing until October 11, 1987 pre-
sented many problems. All who participated made the best of it!
7:40 P.M. - Ipswich River Watershed Association - Commission
discussed becoming a member. Motion made and seconded to become
a member for $30.00 annually. Approved 4-0-0.
7:45 P.M. - Public Meeting - Request for Determination of A~
cability - Mrs. Elizabeth Xarjan - 22 Small Lane - To add an
8' x 5' sunroom

8:OOP.M. - Public Meeting - Request for Determination of Appli-
cability - Mr. Dale Ritter - 64 Spruce Road - To install a
connection to the Town sewer system and to Discontinue the
utilization of the current septic system.
Meeting opened, recorded and motion made and seconded to close
meeting. Voted in favor 4-0-0.

Motion made and seconded to issue a negative determination, with
3 conditions listed on staff recommendation.
A motion was made and seconded to amend the original motion to
delete condition #3 and replace with "Siltation fence shall be
installed, viewed and approved by the Conservation Administrator
prior to work commencing."
Amended motion voted and approved 4-0-0.
Main motion voted and approved 4-0-0.
8:15 P.M. - Stephen Walter - 38 Harvard Street - Addition to
existing home completed. Motion made and seconded to issue a
Certificate of Compliance on this project.
Voted and approved 4-0-0.
8:20 P.M. - Jera-Lynn Builders - Hirtle property, Lowell Street-
Motion made and seconded to issue a One-year extension under
Article 32. Voted and approved 4-0-0.
8:25 P.M. - New/Old Business - Recreation Director informally
asked Beth if She could use our grey storage cabinet on a
temporary bases. Motion made and seconded to allow the Recrea-
tion Department to use a portion of the Conservation storage
cabinet at the discretion of the Conservation Administrator.
Voted in favor 4-0-0.
8:30 P.M. - Correspondence - Continued - Request to allow a
larger house to be built on lot 6A - Avalon Road. 2 dry well
chambers will be installed to compensate for additional runoff.
Motion made and seconded to allow the installation of the 2 dry
well chambers as long as no portion of the dry well chambers is
allowed below elevation 2581. Voted and approved 4-0-0.
The construction of a larger home is viewed as an insignificant
change and will not require the filing of a Notice of Intent for
the following reason: The dry well chambers compensate for any
additional increase in peak rate of runoff and volume of runoff.
Motion made and seconded to adjourn.
Voted and approved 4-0-0.
