Minutes of September 28,1987
Meeting convened at 7 p.m. in Room 16, Reading Town Hall, 16 Loweii St.
present; H.Hulse, Chairman; M.C.Proctor; C. Anthony; W. Childress;
J. Nickerson; and R. Longley, F. Robie, Associate Members;
Betn MacKillop, Administrator
7 p.m. UPDATE
Beth reported Sally Hoyt had fallen and broken some ribs.
She will send card and flowers. Get well soon, Sally.
Qovino/Cagnina - Louanis Drive. They will be coming in to file
shortly. aving difficulty obtaining services of engineers.
Fedele. No filing as yet. Beth has not heard from him or his
lawyer. DEQE says getting restoration done is the main thing, and it
os best to accomplish this without a formal filing to remove all appeal
ptions. An appeal would delay restoration activities, perhaps for
years.
McNamara - Main St. Has not filed as yet.
Mrs. Minotti. Problem has been resolved and work completed
by the Mass. DPW.
Beth discussed "A Day in the Forest" and hopes as many as
possible will come. She has worked hard on this project.
Fulgone, Margaret Road. Beth contacted Brad Latham and he
says engineer has been engaged but doesn't know when he can start work.
Beth announced there will be a meeting next Monday evening,
hopefully, a short one.
7:25 p.m. Public Meeting - Request for Determination of Applicability -
Alfred Georgs - 409 Haverhill Street - to add 13'x15' bedroom over
existing 1 car garage, attached to second story.
Meeting opened, recorded and motion made and seconded to close meeting.
VOTED 5-0-0
Later in evening a motion was made and seconded that negative determi-
nation with no conditions be issued. VOTED 5-0-0
7:30 p.m. Public Meeting - Request for Determination of Applicability -
Mr. & Mrs. Charles Arria, 29 Gavin Circle - to install inground pool
and construct concrete retaining wall.
Meeting opened, recorded and motion made and seconded to close meeting.

negative determination, with conditions.

MINUTES Motion was made and seconded that Minutes of 9/14/87
be accepted with exception under Paragraph 3, 1st page,
correction be made to read "Chap. 131-40" and that on Page 3
under Albert Symes, last paragraph, it would be clearer if
"motion denied" preceded the VOTE.
BILLS Bills were discussed and signed.
After discussion, motion was made and seconded that Bumper
Stickers for "Day in Forest" be sold at 500 each. VOTED 5-0-0
Some will also be given as prizes which the Commission will pay for.
7:45 p.m. Public Meeting Request for-Determination of Applicability
Joel Walfish - 976 Main St.-to construct a 2612'x36' addition, with
concrete foundation, to existing family home.
Meeting opened, recorded and motion made and seconded to close meeting.
VOTED 5-0-0
Later in evening, after discussion, motion made and seconded negative
determination, with conditions, under Chap. 131 be issued.
VOTED 5-0-0
Also motion made and seconded negative determination, with conditions,
under Art. 32 be issued.
VOTED 5-0-0
CORRESPONDENCE Some left over from previous,meeting was read and
discussed.
Beth discussed letter from Mr. J. Lynch, 39 Lilah Lane. They have
built a large deck, 601x121, and they are willing to build a seepage
pit, 5x8x3'deep, to compensate for the extra run-off.
After discussion, motion made and seconded to accept recommendation of
seepage pit and deem it an insignificant change because of the
compensation.
VOTED 5-0-0
A recommendation was made to send copy of this approval to homeowner
and a copy to file placed with original Order of Conditions.
8 p.m. Continued Public Hearing - Notice of Intent - Paul F. Cassidy -
to construct a residential sub-division of 3 houses, etc. off Oak St.
Meeting opened and motion made and seconded that Hearing be continued
to October 13 at 8 p.m., allowing applicant additional time to gather
information and make modifications to plans.

CORRESPONDENCE continued -
Beth read letter announcing we now have new Town Planner, Jonathon
Edwards.

Administrator believes wetlands are on their property so they can go
ahead with vegetation. Beth will contact Bill Redford to see if
original flagging can be,found.

Greenhouse Acres. A letter was received from 10 neighbors of project,
expressing their concern and appealing the project to DEQE.
A letter was received from Ray Koniskey resigning as an Associate
Member due to employment change and more traveling.
A letter from Meadowbrook Golf Club saying they will remove debris
from adjacent wetlands.
Letter received from LindbergS - 31 Lilah Lane, asking if deck at rear
of their home was a significant change.
Motion made and seconded that letter be sent to LindbergS indicating
porch put on their house is not a significant change.

After discussion, a motion was made and seconded that sum of $25 be
allotted so Administrator may attend Soil Erosion Sedimentation Control
Workshop in Plymouth. VOTED 5-0-0
8:35 p.m. Motion made and seconded that Certificate of Compliance be
issued to Steve Gillis rl„ Colonial Dr. Ext. VOTED 4-0-1
8:40 p.m. Draft Order of Conditions - 6 Clover Circle
After much discussion, a motion was made and seconded that Draft Order
of Conditions under Chap. 131-40, at 6 Clover Circle, as amended, be
issued. VOTED 5-0-0
A motion was made and seconded that Draft Order of Conditions under
Art. 32, 6 Clover Circle, as amended, be issued.
VOTED 5-0-0
Enos Circle - off West St. - 13 Lots - Beth discussed and showed plans.
The concern is ground water contamination of springs offsite.
Duck Lane - off Pearl Street - 11 houses - Beth showed and discussed
what she inks are final pans.
Sanborn Village - Phase IV - 45 Lots - There was much discussion about
the advantages of the roadway, detention area and houses coming in
under one filing as opposed to a separate filing for the roadway/detention
area and separate filings on each house lot.
9:45 p.m. Motion made and seconded to adjourn. VOTED 5-0-0
