HomeMy WebLinkAbout1987-11-09 Conservation Commission Minutes' READING CONSERVATION COMMISSION Minutes of November 9, 1987 Meeting convened at 7:00 p.m. in Room 16, Town Hail, Reading, MA PRESENT: H.Hulse; Chairman; W. Cochrane, Vice Chmn: J. Nickerson; W. Childress; C. Anthony; Frank Robie, R.Longley, Assoc. Members; Beth MacKillop, Administrator UPDATE ON VARIOUS ISSUES: Avalon Rd. - Lot 34 - Mr. Scola. Beth informed Commission she had requested installation of fence on property be stopped. She informed them they would have to file. Fence was finished next day but there was no impact on wetlands, but they should file for Request for Determination after the fact. After much discussion, it was decided to leave it to Beth's judgment about future filings for fences. Motion made and seconded that Beth be given authority about whether placing of fence is going to require the filing of a Request for Determination. VOTED 5-0-0 Motion made and seconded that Mr. Scola, Avalon Rd., Lot 34, be asked to file for Request for Determination. VOTED 5-0-0 7:15 p.m. Public Meeting - Request for Determination of Applicability - William E. Jackson - to install a gas service along the ,southerly edge of an existing driveway at 549 Pearl Street, Assessors plat 1961 Lot 15. Meeting opened, recorded and motion made and seconded to close meeting. VOTED 5-0-0 Later in evening a motion was made and seconded to issue a Negative Determination. VOTED 4-1-0 A motion was made and seconded to amend above motion that Negative Determination be issued with condition that loaming and seeding of the disturbed strip adjacent to the bank shall be accomplished by May 15,- 1988. VOTED 5-0-0 BILLS had not been typed and will be presented at next meeting. MINUTES. Motion made and seconded that Minutes of 10/19/87 be accepted. VOTED '4-0-1 CORRESPONDENCE was read and discussed. After discussion, a motion made and seconded to issue a one year ex- tension permit under Art. 32 and Ch. 131-40 to Somerset Nursing Home. VOTED 5-0-0 A letter was received from Mr. Lopes, Sunnyside Dr., with plans showing what has been done to his property. A motion was made and seconded that a letter be sent to Mr. Lopes stating that work has been performed as required. VOTED 5-0-0 Letter received from Jack Rivers requesting copies of Minutes, etc. Beth told him she would send the information when she could. Boston Stove Extension permit was signed. 7:45 p.m: public Hearing - Notice of Intent - Fairwood Acres Realty Trust - to construct roadways, detention basins, install catch basins, drains, sewer lines and utilities; perform land grading and implement mitigating measures located west of Main St., between Main St. and Van Norden Road. Meeting opened, recorded and after many questions and much discussion with Hayes Engineering employees, a motion was made and seconded to close the meeting. VOTED 4-1-0 9:35 p.m. A 5 minute recess was called. 9:40 p.m. Public Meeting - Notice of Intent - John Biggio - to mitigate impacts that have occurred through historic altera- tions to wetland resource areas at 272 Ash St. Beth made a presentation showing the bordering vegetative wetland prior to the historic alteration. She indicated that DEQE recognizes the 100 foot buffer that extends from that wetland on to the new DPW garage facility site. Furthermore, she read a portion of the TASK Force Report, which referenced an existing one acre wetland on the Biggio site. Finally, Dr. Norton Nickerson from Tufts University was present and indicated that he had checked the wetland flagging that Charlie Costello and Brad Saunders had done prior to the altera- tion. He said that the Town's map showing the original wetland appears to r eflect the wetlands as they previously existed. 10 p.m. Meeting opened, recorded and after discussion, Mr. Biggio requested meeting be continued until next meeting. Motion was made and seconded that, at request of Mr. Biggio, Hearing be continued to 7 p.m. on Nov. 16, 1987. VOTED 5-0-0 10:10 P.M. Public Hearing - Notice of Intent - Rocky Road - Angelo Petrosino - to construct a 4 parcel subdivision including a 470' roadway and adjacent sidewalks, utilities, storm drainage system, dwellings and associated grading located north of Brentwood Drive on westerly side of Main St. ---Meet- ng-opened, -re-co-r-de-d -and___.a-fte-r---much--discuss--on-,-_mo-t-i--on -made._a:nd seconded to close the Hearing. VOTED 5-0-0 A request was made by Mr. Rivers to continue his Hearing-for homes at Sanborn Village, Phase IV, until meeting following Town Meeting. OTHER Draft Order of Conditions - Rivers - Sanborn Phase Iv - Road only. Beth read the modifications under both Ch. 131 S40 and Art. 32. A motion was made and seconded that the Draft Order of Conditions for Sanborn Phase IV, under'Art. 32, be accepted with the modifications being as one package. VOTED 5-0-0 A motion was made and seconded that the Draft Order of Conditions for Sanborn Phase IV under Chap. 131 540, be accepted with the modifi- cations being as one package. VOTED 5-0-0 OLD BUSINESS` Beth reported that MBTA will be removing debris from ditch on Biggio property.
