Hulse, Chmn.; W. Cochrane, Vice Chmn; J. Nickerson; M.Proctor; W. Childress; F. Robie, Assoc. Member and Beth MacKillop, Administrator 7 p.m. Continued Public Hearing - Notice of Intent - John Biggio - to mitigate impacts that have occurred through historic alter- ations to wetland resource areas at 272 Ash St. New plan submitted showing delineation of wetlands as flagged by the Commission about a year and a half ago. Revised Notice of Intent will be submitted. Hearing opened, recorded and motion made and seconded to close Hearing. VOTED 5-0-0 7;30 p.m. Public Hearing - Notice of Intent - Kevin Fulgoni - to remove fill previously placed in an area subject to protection (bordering vegetated wetland and Buffer Zone) and restora- tion of area to its original condition at 16 Margaret Rd. Hearing opened, recorded and motion made and secodnded to close Hearing. VOTED 5-0-0 7:45 p.m. Public Hearing - Notice of Intent - Rivers Development Corp. to construct 19 residential dwellings upon lots located in buffer zone at Sanborn Village Phase IV at end of Lilah and Sanborn Lanes. Mr. Rivers requested an extension of Hearing to 12/14/87 at 8 p.m. Hearing opened, recorded and motion made and seconded to extend Hearing to 12/14/87. Beth discussed various parts of the Order and she would recommend every- thing coming under one filing. Mr. Brad Latham also spoke about the conditions in Order. He wants clarification so that both parties understand each other. The Commission will meet on the 23rd to discuss further the clarifica- tion regarding River's Order of Condition requested in Mr. Latham's letter of November 16 to the Commission. 8:20 p.m. Mr. Proctor left meeting to attend Town Meeting. 8:25 p.m. Public Hearing - Notice of Intent - Reading De t. of Public Works - to remove silt and debris from an exis ing drainage channel located northwest of Intervale Terrace and south of Birch Meadow Drive (Lowell St. to Oakland Rd.) The ex- cavated material will be removed from site and channel bottom will be lined with stone riprap. Hearing opened, recorded and motion made and seconded to close Hearing. VOTED 4-0-0 9:10 P.M. Public Hearing - Notice of Intent - Reading Dept. of Public Works - to remove silt and debris from an existing drainage channel southeast of Willow St. (West to Lowell St.) Ex- cavated material will be removed from site and channel bottom will be lined with stone riprap. The work area will be limited to an area of an existing drainage easement. Hearing opened, recorded and motion made and seconded to close Hearing. VOTED 4-0-0 10 P.M. A 5 minute recess was called. 10:05 p.m. Draft Order of Conditions - Fairwood Acres. Beth discussed Draft Order of Conditions, under Art. 32 and Chap. 131, and suggested changes. She has put a lot of work into this Draft. Motion made and seconded that Draft Order of Conditions for Fairwood Acres, under Art. 32, be issued. VOTED 4-0-0 Motion made and seconded that Draft Order of Conditions for Fairwood Acres under Chap. 131, incorporating changes under Art. 32, be issued. VOTED 4-0-0 MINUTES of 11/9/87 were approved and accepted. VOTED 4-0-0 BILLS were signed. CORRESPONDENCE was read and discussed. Beth spoke about how frustrating it was in the office because of the secretary's heavy workload. Deadlines are not being met and she finds hereself doing a lot of the work that Ellen used to do. Perhaps this matter will be resolved when the`new person starts. This person will work 1 day/week. Currently, Helen works 4 days.
