CONSERVATION COMMISSION
6 LOWELL STREET
Minutes of November 23, 1987
Meeting convened at 7:25 p.m. in Room 16, Town Hall, Reading, MA.
Present: H. Hulse, Chairman; W. Cochrane, Vice Chairman;
C. Anthony, Joan Nickerson and Beth MacKillop, Administrator
7:26 p.m. Update given by Bill Redford, Town Engineer regarding
the as-built plan submitted by Aurele Cormier of the
Avalon Road detention area. He indicated that it does
not appear that the required storage volume has been
provided within the detention area.
7:40 p.m. Public Hearing - Jennifer Midsen, 43 Pinevale Avenue
for construction of a single family dwelling and ap-
purtenances within 18' of BVW. Hearing opened and
continued to December 14, 1987 at 7:30 p.m.. Addi-
tional soil information and modifications to calcu-
lations required. Voted in favor 4-0-0
8:45 p.m. Coninued Public Hearing - Acorn Lane - Paul Cassidy.
Hearing opened and motion made and seconded to con-
tinue.until December 28, 1987 at 9:00 p.m.. A mo-
tion was made to amend the main motion to continue
the Hearing until January 11, 1988 at 8:00 p.m..

8:50 p.m. Public Hearing, Duck Rd. Simon Zaltman - to con-
struct an eleven (11) home subdivision on property
located at the end of existing Duck Road. Public
Hearing opened and continued until January 11., 1988
at 9:00 p.m. to allow CPDC to complete review of the
project. Voted and approved 4-0-0
8:55 p.m. Public Hearing not opened - Colburn Road Extension -
no file number yet issued. DEQE has not yet received
the plans.
9:15 p.m. Jack Rivers - Informal discussion regarding the
Sanborn Village Phase IV Order of Conditions.
Mr. Rivers requested the Commission to consider
amending the Order of Conditions after readvertising
and holding another Public Hearing. The following
possible amendments were discussed:
1) To strike the words "in perpetuity" from
Condition #37 - Ch 131,540 and
#36 - Article 32
Condition #32 - Ch. 131,S40
X628 - Article 32
2) To clarify the location of the "limit of
work line" to be referenced on a new plan
to be submitted delineating this 20' buffer
strip.
3) To amend By-law condition 16C so that no
bond, security or letter of credit shall be
held by the Town after a Certificate of Com-
pliance is issued.
4) To amend condition 25 Ch. 131,540 and 21
Article 32 so that the replication areas
shall be revegetated prior to the paving
of the road in areas within the Conservation
Commission's jurisdiction.
In addition, the Commission agreed to consider super-
seding condition #36 Ch. 131, S40 and 32 article 32
in the subsequent Order to be issued for the house
lots if revegetation has been accomplished to their
satisfaction and if satisfactory "as built" roadway
plans have been submitted.

Ch.131,S40 As drafted voted and approved 3-0--1
10:20 p.m. Informal discussion with Aurele Cormier and Peter
Ogren(Hayes Engineering) regarding Mr. Cormier's request
for a Certificate of Compliance for the Avalon Road
project. An as-built plan of the detention area has been
submitted to the Commission for review. As mentioned
earlier, the required storage volume does not appear
to have been provided. After much discussion the fol-
lowing was agreed to by Mr. Cormier:
1. The town engineer will check the calculations and
"model" the area to determine definitively if the
volume has been provided.
2. Mr. Cormier is responsible for regrading on
lot 7a to construct the proposed swale.
3. Mr. Cormier will provide the Commission with as-
built plans for all areas within drainage easements
(i.e. rear of lots 32,34 &35, on lot 3, and on
lot 14a.)
4. In addition, Mr. Cormier will submit as-built
plans for houses and grading on lots 7a&8a.
Bills, minutes and correspondance have been deferred to the next
meeting.
