Hulse, Chairman; W. Cochrane, Vice Chairman; J. Nickerson; M.C.Proctor; C. Anthony; R. Longley; Beth MacRillop; Admini--" strator. UPDATE: McNamara - 1321 Main St. He had agreed to file by 11/1. Sent inappropriate Notice of Intent on 11/5. Sent him Request for Determi- nation. He did not send back appropriate form. DEQE sent him a letter indicating that they would not issue a file number because the plans submitted were not adequate and he had submitted wrong form. Beth will contact him to straighten out this matter. Some CORRESPONDENCE was read and discussed. 7:10 p.m. Request to extend Public Hearing to 1/25/88 made by Rivers Development Corp. - Phase IV - Sanborn Village - Houses. 7:15 p.m. Public Hearing to consider the request to amend the Order of Conditions for Sanborn Village, Phase 1V roadway. Reference-Agenda memo to Conservation Commission dated 12/14/87. Motion made and seconded to close Hearing. VOTED 4-0-0 7:30 p.m. R. Longley arrived.- 7:30 p.m. Continued Public Hearing - Notice of Intent to construct single family dwelling and associated facilities such as driveway, grass seeding, municipal sewage hook-up, etc. at 43 Pinevale Ave. in buffer zone. Miksen. Motion made and seconded to close Hearing. VOTED 4-0-0 7:45 p.m. Public Hearing - Steven Schilling - 27 S mith Ave. To re- place existing 8x10' wooden front'-porch. Motion made and seconded to close Hearing. VOTED 4-0-0 Later in- evening a motion made and seconde-d that-negative determination be issued with condition all construction debris be removed from site. Motion made and seconded that bond from Dave Skinner in the amount of $8,000 be accepted. DOTED 4-0-0 Beth read a letter from West Street Association regarding Callan project and the heavy traffic on West and Willow Sts. 8 P.M. Continued Public Hearing - Notice of Intent - Rivers Development Corp. to construct 19 residential dwellings in the buffer zone at Sanborn Village - Phase IV - at end of Lilah and Sanborn Lanes. At request of Applicant, the Hearing is being continued to 1/25/88 at 8:15 p.m. in order to provide further details. Motion made and seconded to continue Hearing to 1/25/88. VOTED 4-0-0 8:10 p.m. Public Hearing - Notice.of Intent - Baystato Development Trust (James Pacy) to construct 2 houses, 2 driveway: and roadway within a buffer zone and bordering vegetated wetlands and provide mitigating measures. Beth read list of requirements needed and an-outside consultant should be considered. Beth will look into hiring consultant. 9 p.m. C. Anthony arrived. After much discussion a motion was made and seconded to continue the Hearing until 1/11/88 at 6:30 p.m. VOTED 5-0-0 Jonathon Edwards, Town Planner, was introduced to Commission. 10:10 P.M. Public Hearing - Notice of Intent - Ralph Covino - to construct an inground pool with cement concrete decks bordering the perimeter and to seek approval for approval of prior work consisting of the construction of fieldstone wall, extension of a fieldstone headwall and landscaping to the rear of lot at 7 Louanis Drive. After discussion, a motion made and seconded to continue Hearing to 1/25/88 at 7:15 p.m. Some questions remain regarding run-off calculations. VOTED '4-0-0 Janet Allen, Realtor, asked if 1 year, Art. 32 extension was going to be issued to Don Johnston' Sunrise Homes. Mr. Johnston has received most of permits he needs, but h-is extension has expired. Motion made and seconded that Art. 32 extension be extended retro-active until 8/25/88 for Don Johnston Sunrise Homes.' VOTED 5-0-0 Request for Determination - Baystate Development Trust (pay) Annette Lane. The as-built plan showed grading beyond property still on abuttor's lot. Motionmade and seconded that Certificate of Compliance not be issued until conditions have been met. VOTED 5-0-0 Request for Certificate of Compliance - Avalon Rd. -Aurele Cormier. Things are not right on the as-built plan and many changes shouldbe made. Motion made and seconded that Certificate of Compliance not be issued. VOTED 5-0-0 The BUDGET was discussed by Beth and approved by Commission. Motion made and seconded that proposed draft budget be submitted by Administrator. VOTED 5-0-0 BILLS Beth said there are problems getting things done in the office and bill roll is not being prepared on time. CORRESPONDENCE was continued and discussed. There will be a short meeting on 1/4/88 to draft orders for Miksen and Sanborn Village-Phase IV-Road (amendment of original Orders). MINUTES of 11/16/87 were approved. VOTED 4-0-1 MINUTES of 11/23/87 were approved. VOTED 4-0-1 MINUTES OF 12/3/87 were approved. VOTED 3-0-2 NEW BUSINESS: Beth needs guidance on Miksen - 43 Pinevale Ave. Order of Conditions. After discussion, Commission felt Beth should include 20' buffer strip in Order of Conditions. 11:40 p.m. Motion made and seconded to adjourn. VOTED 5-0-0 Respectfully Submitted, t, Esther M.
