CONSERVATION COMMISSION
6 LOWELL STREET
MINUTES OF JANUARY 11, 1988
Meeting convened at 6:30 p.m. in Room 16, Town Hall, Reading, MA
PRESENT: H. Hylse, Chairman; W. Cochrane, Vice Chmn; J. Nickerson;
C. Anthony; M.C. Proctor; Assoc. Members R. Longley; F.Robie;
and B. MacKillop, Administrator
6:30 p.m. Continued Public Hearing - Notice of Intent - Baystate Develop-
ment Trust (Pacy) - to sanstruct 2 houses, 2 driveways and
roadway within buffer zone and bordering vegetated wetlands
and provide mitigating measures.
7:05 p.m. Camille Anthony arrived.
7:10 p.m. After much discussion, motion made and seconded to close
Hearing. VOTED 5-0-0'
CORRESPONDENCE was read and discussed.
Beth spoke about 2 seminars she was interested in attending, "Managing
MultiplePriorities" and"Image and Communication Skills". Later in
evening a motion made and seconded to pay fees so Beth Could attend.
VOTED 5-0-0
Beth read memo received from Jonathon Edwards concerning BUDGET. After
much discussion a motion was made and seconded to have Beth Draft a
letter to Mr. Edwards explaining view of the Commission that they are
not in favor of consolidating Postage & Supplies in the budget for the
remainder of this fiscal year. VOTED 5-0-0
Beth brought up the Avalon Road project, where part of the retention area
had been regraded on Cassidy property. After much` discussion, motion
made and seconded that David Skinner be given approval only after correct
boundaries on Lot 8A has been re-established for detention area.
VOTED 5-0-0
8:00 p.m. Continued Public Hearing - Notice of Intent - Paul F. Cassidy
to construct a roadway, install catch basins, drains and
utilities; perform associated grading; replace a drainage

ditch with 12' R.C. drain; implement mitigative measures
and install other appurtenances off Oak Street at
Acorn Lane.
9:55 p.m. After much discussion, a motion made and seconded to
continue Hearing until Feb. 11, 1988 at 7. p.m.
VOTED.5-0-0
10:00 p.m. Continued Public Hearing - Notice of Intent - Simon Zaltman
and partners to construct an ll home subdivision on property
located at end of existing Duck Road. All work will be
within buffer zone. Runoff controls, which include
approximately 6,000 sq. ft. of new (not replacement) wetlands,
will maintain the predevelopment peak discharge rate from
the site.
10:35 p.m. Motion made and seconded that Hearing be closed.
VOTED 5-0-0
MINUTES of Jan. 4, 1988 were approved and accepted. VOTED 4-0-1
Beth asked for guidance about Mr. Pacy's project about where the
Commission would like him to vegetate. He will revegetate on Lot 5 as
shown on plan.
Camille will report on post-holiday celebration at next meeting.
There were no BILLS.

Notice of Intent - Ralph Covino- to construct an inground
pool with cement concrete decks bordering the perimeter and to seek
approval for prior work consisting of the construction of a fieldstone
wall, extension of a fieldstone headwall and landscaping to the rear
of the lot at 7 Louanis Drive.
2. 7:45 p.m. Public Hearing - Notice of Intent- Murray Hills
Incorporated to construct a roadway, 7 single family dwelling units
and a detention pond, known as Partridge Road,.-"Batchelder Estates",
located off Franklin Street between Pearl Street and Haverhill Street.
3. 8:15 p.m.- continued Public Hearing - Notice of Intent-
Jack Rivers - to construct 19 residential dwellings in the buffer zone
at Sanborn Village Phase IV at the end of Lilah and Sanborn Lanes.
4. 9:00 p.m. - Public Hearing- Notice of Intent - Baystate
Development Trust (Jim Pacy) to construct a single family dwelling and
driveway on Annette Lane, lot #6.
