Meeting convened at 7:00 p.m. in Selectmen's office, 6 Lowell St., Reading
PRESENT: H. Hulse, Chairman; W. Cochrane, V. Chairman; S. Hoyt;
M.C.Proctor; J. Nickerson; C. Anthony; and Beth MacKillop,
Administrator
7:00 p.m. Public Meeting Request for Determination of Applicability
Theiss E. Winkler - tj construct a single family dwelling
and appurtenant structures on lot 39, Longview Rd., Reading
Meeting was delayed while waiting for her expert to arrive.
7:04 p.m. Minutes of Feb. 24, 1988 voted for approval with following
corrections:
The words "and submit" added after the word "accept" in
motion about letter to DEQE;
The word "Hearing" changed from "Meeting" in next 4 votes.
VOTED 4-0-2
7:12 p.m. Public Meeting - Theiss E. Winkler - took place.
7:45 p.m. Beth and Joan left to go to Fin.Com. meeting.
Meeting opened, recorded and closed. VOTED 5-0-0
Later in evening, approximately 10:20 p.m., motion made and seconded
to issue a positive determination under Art. 32 VOTED 4-1-0
Motion made and seconded to issue negative determination under
Chap. 131, S40 VOTED 4-1-0
8:05 p.m. Public Meeting -_Request for Determination of Applicability -
MBTA - to construct and pave approximately 35 commuter
parking spaces and appurtenances along Vine St. at the tracks.
8:40 p.m. Meeting opened, recorded and closed. VOTED 6-0-0

Later in'evening, approximately 10:25 p.m., a motion was made and
seconded to issue a negative determination under C. 131,540 with
conditions

8:45 p.m. Certificate of Compliance was issued to Giuseppi Fodera

9:25 p.m. The Commission met briefly with Jonathon Edwards, Town
Planner, regarding the budget and how it will be presented
to Town Meeting.
10:20 p.m. The Chair was turned over to Vice Chairman so Chairman
could leave meeting for a short time.

Joan Nickerson brought Commission up-to-date on Master Plan Advisory
Committee. She needs input from commission on the goals of Commission.
Jack Rivers stated he would be appealing the MBTA Determination of
Applicability made by Commission tonight for following reasons:

2) He is opposed in general to expansion of parking facilities at depot.
