Present: H. V. Hulse, Chairman; W. Cochrane, Vice Chairman; C. Anthony; J. Nickerson; M. Proctor; S. Hoyt; F. Robie, Assoc. Member and B. MacKillop, Administrator 7:00 p.m. No update on various issues. Correspondence read - Motion made and seconded to allow Mr. Carroll, Lot 3 Grey Coach Road to re- move two listing pines located fairly close to his home and within the buffer zone. Voted in favor 5-0-0 7:20 p.m. Public Meeting - Request for Determination of Applicability - Thomas J. Roy to construct a 20' round above-ground pool with wooden deck, landscaping of backyard consisting of adding a minimum amount of topsoil for reseeding and adding a 14' x 14' deck to the back of the house at 24 Beaver Road. Meeting opened, recorded and motion made and seconded to close the meeting. Voted in favor 4-0-1. Later in the evening (9:15 p.m.) motion was made and seconded to issue a negative determination with conditions under C.131S40. Voted in favor 5-0-1 Later in the evening (9:15 p.m.) motion was made and seconded to issue a negative determination with conditions under Article 32 - Voted in favor 5-0-1 7:25 p.m. Correspc:ndence continued 7:30 p.m. Minutes o April 13, 1988 were accepted and approved. Voted 3-0-2 7:40 p.m. Short discussion regarding the implications of Mr. Biggio selling his property prior to completion of the restoration project. Beth was directed to ask Jim Howard what will happen in Court on 10/31/88 if Mr. Biggio has not completed restoration and the property is sold. Downing - 91 Whittier Road to construct a two level addition to an existing structure. Meeting opened, recorded and motion made and seconded to close meeting. voted in favor 5-0-1 Later in the evening (9:17 p.m.) a motion was made and seconded to issue a negative determination with conditions under C.131S40 - Voted in favor 6-0-0 Later in the evening (9:17 p.m.) a motion was made and seconded to issue a negative determination with conditions under Article 32 - voted in favor 6-0-0 8:20 p.m. Continued Public Hearing - Notice of. Intent - Paul F. Cassidy to construct a roadway; install catch basin,9, drains, and utilities, perform associated grading, replace a drainage ditch with a 12" R.C. drain; implement mitigative measures, and install other appurtenances off Oak Street at Acorn Lane. A motion was made and! seconded to continue the Hearing at the applicant's written re- quest to May 11, 1988 at 8:00 p.m. voted in favor 6-0-0 8:35 p.m. Correspondence continued- a letter from the Scola's on 60 Avalon Rd. was read. They asked the Commission to consider the proposed pool and mitigation an insignificant change to the original Order of Conditions issued to Aurele Cormier in 1984. A motion was made and seconded to consider the construction of a pool at 60 Avalon Road and on-site mitigation for any increase in the rate of runoff, an insignificant change to the original plan. Also, a letter to this effect will be placed in the Avalon Road file. voted in favor 6-0-0 8:40 p.m. A five minute recess was taken. 8:45 p.m. Correspondence continued. A letter was read from Mr. Ralph Covino requesting that changes to his approved plans for a pool be con- sidered an insignificant change. The pool shape will change, but there is no proposed increase in impervious area and the same amount of mitigation is being provided. A motion was made and seconded to consider the proposed changes insignificant conditional upon an impervious layer being provided on the surface of the stones odI of placed down -the sides of the mitigation area aS well as7an appro- priate number of drains leading to the stone through this impervious layer. Also, a letter to this effect will be placed in the file. voted in favor 6-0-0 8:50 p.m. Draft Order of Conditions - Grove St. sewer line and ejector station- - Riverpark, 93 Realty Trust A motion was made and seconded to issue the Order of Conditions under C.131S40 as drafted. voted in favor 6-0-0 A motion was made and seconded to issue the Order of Conditions under Article 32 as drafted. voted in favor 6-0-0 - - 9:10 P.M. Appointment of Associate members A motion was made and seconded to appoint Edwin Loschi an Associate Member. voted in favor 6-0-0 A motion was made and seconded to appoint Joseph Kachichian an Associate Member. voted in favor 6-0-0 9:20 p.m. The Chair turned the meeting over to the V.
