CONSERVATION COMMISSION
6 LOWELL STREET
MINUTES OF MAY 24, 1988
Meeting convened in Room 16, Town Hall, 16 Lowell St., Reading, at 7:30 p.m.
PRESENT: H. Hulse, Chairman; M. F. Proctor; J. Nickerson; C. A nthony;
Assoc. Members, F. Robie; J. Kachichian; Ed Loschi and
Beth McKillop, Administrator
The opening of meeting was delayed because of lack of a quorum. Mrs.
Anthony's arrival at 8:20 p.m. provided quorum.
UPDATE OF VARIOUS ISSUES
8:20 p.m. Jim Pacy - Lot 4--Beth reported that Mr. Pacy had been
unable to seed or sod because of weather. Certificate
of Compliance not issued at this time.
8:25 p.m. Motion made and seconded to issue a one year extension
under Art. 32 to Pine Grove Estates, off Haverhill St.
VOTED 4-0-0
Fulgoni - 16 Margaret Road. There is an agreement pending
with new owner, Mr. Blomerth, to allow money in escrow
totaling $5,000, to go toward the bond. Beth suggested
Commission not take further action at this time to see if
this arrangement can be worked out. After much discussion,
a motion was made and seconded that Commission accept the report and
recommendation of the Conservation Administrator re 16 Margaret Rd.
VOTED 4-0-0
Eric's Greenhouse - is willing to file Request for Determi-
nation under Art. 32. Beth read letter from the attorney,
Mr. Gallant, who had to leave for another meeting.
After discussion, motion made and seconded that Commission not take
further action pending filing of Request for Determination by Eric's
Greenhouse.
VOTED 4-0-0
8:30 p.m. After adjourning meeting to attend joint Selectmen's meeting,
Commission returned to Room 16 because Selectmen were running
Late. They will notify us when ready.^

UPDATE continued
8:45 p.m. Duck Road - Calculations. Bill Redford told Beth there
is a problem with calculations and he will sit down with
Engineering firm to help them bring calcs into compliance.
CORRESPONDENCE
Beth read letters she had written for Commission's signatures.
Lakeside Neighborhood Association. Motion made and
seconded to send letter as written to Lakeside Neighborhood Assoc.

9:15 p.m. Meeting convened to Selectmen's office. After meeting was
called to order the Town Manager spoke about issues that
have come to his attention, mostly complaints from abuttors.
He spoke about the possibility of having joint meetings
with CPDC and coordinating with other groups. Mrs. Anthony
explained the difficulty of joint meetings and the reasons
she didn't think they would work legally.
There was much discussion about setting up guide lines for
the public, and the Selectmen felt. that the Commission
should grant the Administrator more authority to make
decisions on simple projects and to be more "reasonable".
Jonathon Edwards said he has conferred with the Administrator,
the Chairman and Town Manager on how to simplify things.
It was suggested the Commission meet with heads of other
Departments to see if something can be worked out. In
addition, the idea ofmapping the wetlands, which would help,
was brought up but Peter said it would cost at least $50,000.
A woman in audience spoke about rules for abuttors and her
concerns.
CORRESPONDENCE continued
10:15 p.m. Mr. Cagnino-Louanis Drive. Beth said filing is imminent.
He is currently under Cease & Desist order.
Motion was made and seconded that letter as drafted be sent to Mr.
Cagnino, stating that the fill recently placed on site will be moved
within 7 days and that a filing would be received within the next two
weeks.

Beth read letter from Janet Triglione-Lot 8A-Grey Coach Road-who wants
a Certificate of Compliance. Beth explained what was needed. Janet
also wants to put in swimming pool and Beth asked for plan showing
where pool is to be located.

There was a progress report on Sanborn Lane, Phase IV. There was
much discussion about a side trench feeding into replication area.
It was decided to fill trench with stone and cover it with loam to
proper elevation.
There was also a letter from Jack Rivers about the length of time it is
taking to get copies of tapes.
A suggestion was made that Commission should get more involved with
things going on and that different members of Commission should volunteer
to follow up on this.
Beth read letter from Tony Fletcher about site visit she and Jonathon
had taken a few weeks back. He was disturbed that he was not asked to
verify certain facts before Jonathon Edwards sent a letter to 128 Volvo
stating various concerns.
Beth passed around her letter of resignation effective July 1, 1988.
She will be missed and all her hard work is much appreciated. We wish
her all happiness in the future.
